The first day of February is in the city of New York, by long usage, an important day for the owners a8 weil as the renters of houses, be they stores or dwellings, family residences or tenement houses. It 3s the first day of the last quarter of the year, which, as established by both custom and law for this city, ends and begins with the first day of May. This day has, therefore, recelved the name of “quarter day,” and is known to all as the day om which house owners and tenants propose to come to an understanding in regard to the annual rent of the ensuing year. In years past it has not been a rare ocourrence that on the 1st of February the collector ‘as he called to receive the quarter’s or month’s rent in advance delivered with the receipteither a verbal’ or written notice that from the ist of May following’ the rent would be increased by ten, twenty and in some cases even at a higher rate per cent, and that the tenant should govern himself accordingly. Great was often the outcry and both. loud and deep the curses and denunciations which these notices provoked. There was, excepting a few isolated instances, no softening the hearts of landlords, who insisted upon receiving the increase. ‘The causes they aasigned for it were plausible in their nature and of various kinds, First and foremost ‘was the increase in the rate of taxation and the ex- pensiveness of our city government. As the taxes grew up toa higherand higher figure from year to year, the owners of real estate raised the rents, o8- tensibly to cover the increased taxation, but gene- rally exceécing it doubly or trebly. Labor strikes for higher wages in connection with the building trade is another reason given. They increased the cost of building and of making repairs, thus requir- ing © larger amount of money in real estate invest- ments than heretofore and compelling the demand of an increased rental to yield the same percentage as before on the capital employed. The general and natural rise in the value of real esate was often re- ferred to a8 one of the causes for an increase in rents. Jones bought @ house some yeara ago for $10,000 and sells it to-day for $15,000. Smith owns the house adjoining, for which he alsa paid $10,000, and he argues, now that his bullding' has also increased one-third in value, that were he to sell it for $15,000 he might employ the in commercial or industrial enterprises and would re- ceive a commensurate percentage.
