Eastern PoliticoThe Conference—Trade in Paris—Napoleon’s New Year's Addrese—The Official Organ and Quarrel of the Moni- teureNewspaper History—New Year's En- joyments and Celebrations—The Imperial Ball. , Panis, Jan. 5, 1869, One of the most interesting events of this week, putting aside the Emperor’s peaceful speeches on the New Year's reception at the Tuileries, and the appearance of the non-official Moniteur, is undoubt- edly the excitement of all the dailies about the Turco-Greek Conference. It has been so positively stated by politicians that the said peaceful conclave ‘was to take place on the 2d that the HeRALD can pride itself on having upheld that it would not; neither did it, though the Prussians, whose heads are rather “square,” cannot be brought to confess the truth. Jt can now be truthfully affirmed that the great sitting is for the 9th, or rather that the Marquis de la Valette has announced it for that date. Now, as-to the speeches, they have been universally approved, and if words could cause money to flow into empty coffers tradespeople would be satisfied, only they are not; trade is bad; perhaps because words have nothing to do with metal, and an old adage borrowed from the Chinese says that “silence is gold.” “Jam happy,” said the Emperor to the diplomatic body, “to say that aspirit of conciliation animates all the European Powers, and that the momenta difMficulty arises they agree among themselves to smooth away and avert complications. I hope that the year now commencing will contribate, like the one just expired, toward removing many apprehensions and strengthening the bonds which should unite civ- ilized nations.” ‘The case of the two rival Moniteurs being now settled by the defeat of the pretensions of M. Router, it can be easily conceived how greatly the opposition glories. The story of the Moniteur 1s excessively interesting from the period of its foundation, aud its vicissitudes deserve mention at this period of in- quiry into the legitimacy of its righta, The present, however, is ever a primary consideration, and. this is how the Moni/eur, which up to the first of this year was the depository of governmental turns up @non-oificial—rather much the contrary. Its editor, Mr. Dalloy, not having complied with some of the conditions put down for future munage- ment, and the editor, Mr. Wittersheim, became editor, but thought with the government that he could retain the old title page, which Mr. Dalloy then claimed as private property.
