The ‘*ull” efforts to raise the premium are of tbe fmost determined character, and are a portion of the fis plan whici is at present operating in ali the ‘kets of Wall street. A few weeks since there @ very general impression that gold must go Gown, and it was sold “short” to a large extent in @onsequence, ilie covering by this interest also tends to create @ demand for gold. The “bulls” @re making use of the large increase in imports for the expired poriton of the present year to frelp inflate the price, while it is asserted that the @otton crop of 1863-9 will not be as large as originaliy @nticipated, and that a greater portion of it wil ‘be used for our own mills. Again, the planters in th aay are beginning to demand gold in payment ior eir cotton, and a great deal of fureign exchange is @rawn for in the Southern cities, Foreign exchange firmer and keeps up the gold premium, It is ad- need on account of a scarcity of commercial and cotton bills, The planvers and the dealers in South @rn cities aro holding on to whats left of the last ‘erop with the expectation of getting higher prices. c expectation was induced by the cotton gam Mersin New York, who have temporarily put the rice up as a speculation against the heavy “short” terest in the stay le. ‘ihe New York market is much jbove the Liverpool market; so that the consequence very evident, When the fall comes it will be with ® rush, and holders will fail to realize even tie fair Tuling afew weeks ago.
