The cer- tifying of stockbrokers’ checks by the Wall street ‘Danks has degenerated into an abuse of the banking privilege, and as it is fraught with great Ganger to the banks themselves, and therefore to ,depositors, it ought to be restricted as much as possible within safe limits; whereas itis now practised on ascale which would cripple half the banks in Wall street in the event of a panic on the Stock, Exchange, causing a large number of failures among stock houses; and for all this risk the banks recetve no equivalent. ‘The gold market shows considerable firmness and the fluctuations during the day were from 133% to 133%, with the closing transactions prior to the adjournment of the board at three Yolock at 133%, following which the quo- tion advanced to 133% ® 134 under & brisk demand on speculation for a rise as well as to cover “short’’ contracts, the indications being that the market has temporarily touched bottom and that a combination is preparing to make capital out of the oversold condition of the market. There was @ brisk borrowing demand for coin, and loans were made at rates varying from one to four percent per annum for carrying and at 1-04 per cent per diem for borrowing, as well as “flat.” The gross clearings amounted to $75,425,000, the gold balances to $1,634,304 and the currency balances to $2,167,471. ‘The Sub-Treasury disbursed $362,037 in coin during the day in payment of interest on the public debt, ‘Tho prospect of the scheme for taxing United States bonds and paying the principal in currency being revived in Congress at the ensuing session is induc- ying purchases of gold by far-sighted men, as the atruggle between the bondholders and the non-bond- holding class of the people is certain to be both Ditter and proionged, and the sentiment or the people is very properly against any class privileges.
