‘The mail steamship Westphalia, Captain Traut- mann, of the Hambnrg line, from Hamburg the 26th Bitimo, via Southampton the 20th, arrived at this port yesterday, bringing two days’ later news. It is reported that Sefor Escousura will be ap- pointed Spanish Minister at the Court of St. James, General de Miribel is to represent France at the ‘eonforence about-to be held at St, Petersburg respect- tng the use of explosive bullets. The Duke and Duchess de Montpensier have sent considerable sums of money to Bejar, to relieve the families of the numerous victims of the fighting which took place there on the 28th ult, A telegram dated Berlin, October 28, semt-officially states that Count Bismarck will remain for some weeks longer at- Varzin, his health still requiring care, and that he will not be able to be present at the opening of the Chambers. Several democratic members of the Manictpal Conneil of Madrid have moved a vote of censure upoa the provisional government for haying ex- pressed in their oficial capacity an opinion relative to the future form of government, ‘The Pope has commuted the capital sentence on the insurgents Monti and Tognetti to one of hard Jabor for life, by the advice both of an advocate in whom he has confidence and of al! his Minisiers, Their execution would almost to a certainty have Jed to a riot in Rome. The Mémoridt Diplomatique publishes @ letter of Don Carlos, notifying to the European Powers the abdication of his father in his favor. The letter says that 2f God and circumstances place him upon the Uirone of Spaia he will make it bis duty loyally to harmonize the useful institutions of the age with the AIndispensablc institutions of the past, leaving to the Cortes the task of framing the constitution, A destructive fire took place on the premises of the Plymouth Foundry ang Engine Company on Wednesday night, 29th ultimo. The mishap was frst discovered at about half-past eight o'clock, and although an unusually large amount of engine power was quickly at work it was soon found that the greater part of the works were doomed. The fire is one of the most disastrous which has taken place at Plymouth for some years, the damage being esti- ated at from £30,000 to £40,000, and ninety work- men are thrown out of employment. AUSTRIA. OMcial Contradictions—The Austrian National Bank—The Army and Navy Bill—Suppres- sion of Czechian Journale—Monument to Maximilian. VIENNA, Oct. 25, ‘The Opictal Gazette has been full of dementis of Jate, which extend from the small matter of denying that Minister Berger had been using his influence in the newspaper press to poke fun at his colleagues, upwards to the weighty affairs of State, which I am about to mention. Friday evening’s Gazette brings ® correspondence from ,Constantinople which @enies the authenticity of the rumors which have been everywhere afioat concerning a recent conspiracy against the life of the Sultan. it is untrue, says the official cor- respondent, that on the 23d of September the ‘Turkish police arrested twenty-six heads of the con- spiracy. Only three persons were arrested on that @ay—namely, two men and one woman; and these three were arrested on the charge of swindling and obtaining money under false pretences. It is untrue, therefore, that the young Turkish party had any connection with this mythical plot; that either Faad Pacha or the Russian Ambassador is compromised tm connection with the same; that a plan for mur- dering the Sultan was discovered, and thata fir- man signed by the heir to the throne, murad Efendi, had been found, &c. The examination of the said gang of swindlers has revealed nothing of a politica! atore. ‘The second démenti of importance has an imme- @ate bearing on the relations between the Courts of 8t. Petersburg and Vienna. When the Ozarwas @@ his return to St. Petersburg the Kaiser sent Prince Thurn and Taxis to Warsaw to present his compliments. A few days afterwards the principal Papers of Cracow and Lemberg published on one @nd the same day a statement concerning the Janguage addressed by the Czar to the Austrian Prince. The Austro-Polish statement was that the Cxar said in conversation with Prince Thurn and Taxis:—“I rejoice that Austria bas at length eased to trust the Poles, aad that the Em- peror Francis Joseph has not made a “tour to G@aileia, for in the presence of such a political @emonstration I could not be an indifferent specta- ter.” These revelations were forthwith turned into @erman and published first by the Devote of this eity, and afterwargs coplgg gio the the other dailies. ‘Po this statement there the 18th the cate. gorical Generti on the part of whe Oficial Gazetle But on the evening of the 21st the Dehatie published a letier from “a highly piaved friend” In Lemberg in peo the truth of the origimal statement is upheld of the oilicial d¢menti aud the proof adduced Bi confession of Prince Thurn and Taxis himself, who natrated the facts in the salon of Countess Potocka, of Lemberg, where he spent an evening on his reture journey. The fact this conversation having taken place has not yet been contradicted, anda large portion of the pai believes that the demen ‘rests on a prevarication, and that some such conversation actuaily did take place, Ba Pocag of oe! a notes in 1866 has curtailed a ols business and the profits of the ustrian National Bank, which formerly had a mo- of the right of issue in tue empire. If Lod profits of the bank do not amount to seven per cent the State is boand by contract to contribute eho, Sorins a year to meet oe deficiency. ‘This obli it is now every year compelied to neet. In order to relieve aot State from th Is Hability Finance Minister Breste! has brought a bill before the Keichsrath, which proposes to allow the said bank to reduce its resent capital from 110,250,000 florins to 40,000,000 jorins. In this way it ia,believed the bank will be able to earn seven per cent per annum, and thus relieve the State from its coatribution. The Cisleithan Fi panee Minister, in making the statement by which he introduced the bill, was obliged to confess that une Bes “a Ministry did not recognize the lia- ae jungary to contribute either towards the per auyum deficiency contribution nor towards the eigs'y million forin debt waich the 1m- perial government owes the bunks from of old. The Hungarians point to the fact that at the time of the settlement with West Austria they agreed to ey, a fixed portion of the interest of the national debt, of Which these $0,000,009 flortus formed @ part, and no more. Minister Brestel, on the other band, contends that the bank debt question was not’ included tu the financial settiement between the two halves of the eaupt He also contends that the Hungarians sho contri wards the an- nual detictency in ition to their gaat tion, other manifold Cimeculties the Cisiertthan Miniatry have now, therefor difference with t thetr hands au irreconcilable Hungarian coequais on the ‘awTe hae brought in the Army and e Keichsrath m the shape in which fons sously prased the Hungarian Diet, When " yon fore the latter body, last summer, I wrote you touching its leading provisions. 1 will only here Topeat that the pill sets the strength of the imperial army and navy when ona war footing at 00,000 Inen, and thatan attempt to cul down the figure to 600,000 has been defeated in Reichsrath Committee by the vote or 12 to 10, All but two of the Czechian journals of Prague have been stopped, although since the repressive ineasnres have beem pul into force the oationaltst Journals ceased to write o political topics, A committee had also been formed in Prague for tue Purpose of collecung subseriptions for the erection of amonument tothe Bohemian hero, Joha Huss. ‘This committoe hae now theen prohibited by Baron Koller from continuing it@ function¢, presumavly because it purpose Was a seditious one. Oct. 30.) ‘The public wall be glad to learn that the apprenen- sions of war, arising, as it is su) Beou made of certain statements ing to have made by Baron von Beust tothe Austrian Army mmission, nay be dis! The Austrian Min- ister’s speech has no doubt been misreported. It was a confidential communication. But the question which the Commission had to meeoleenes seems to have been whether, under gon ey ces, Austria could hold ta ir Droper poe ;ion i Baro Burope with an of less ¢! 800,000 men; and, though we do not profess to nor apy precise information on the you" cust Advanced to. justity. tho proposal vant just propos: re tase on considerations: having no ref: erence whatever to ne or peobenie of France Prussia. ‘That Austria is prepart for a ‘Buropean war, and dream- ing of @ formidable alliance, is, as being incom- eatinie with her interests, incredible; but it meet be recollected that the events which compelled Austria, as it was sald, to turn her face towards the Kast marked out the policy which she is bound to pursue, and that it is not: as if there were no contravening ideas, uo atabition, and no intrigues in her way. Lt 18 not as if there were no “black spots” In the Hast. ern sky; and while Baron von Beust may ho} we do, that they will disappear, he canuot core the responsibility upon which a Power would be called to account if the peace of Europe should be broken, as it were, upon its weakness, by the non- fuldiment of tions which constituce a sort of comtion Security. The words which were addressed to the Army Commission referred, we believe, to the Danube rather than to the Khine. We ure, however, unable io say that the uneast- ness which has again been experienced fs altogether unreasonable or that the fear which it represents is Uninstructed and improvident. Great armaments unfortunately indicate the conclusion which has been hastily arrived at through doubts with respect to the Objects which the governments maintaining them have in view. But at the some time it is mat- ter of fact that, as the Paris Moniteur has just de- clared, ‘‘the requisite conditions ceeet in Europe to dusure peace and tranquillity.” fairly be as- sumed, and without ageing the Sense of duty which is rally entertained, that no nation of Eu- rope would be a party tospreading the horrors of war out Of a mere thirst for aggrandizement; and further, and what is essential to the understanding, that no European government is competent to enter upon @ war in which it would fail to receive hational support. . As things are this 1s in itself a safeguard, | and the more go as it 18 obviously susceptible of im. rovement, The strong are kept in check by the ecling not only that, Be the long run, there wil! come a day of Ki fits RE wrong-doing, but that mmumediacely, even if it be crowned with success, the wrongdoers are subject to distrust and monpicion, which neutralizes the influence they as great Pow- ers should exercise. The triumph of armed force— that which would throw us back to the old days of robbery and vielence—can hardly be contemplated, even a8 @ remote contingency, with indifference; and if men do not now, as they once did, speak aloud with thelr tongues of the fire that is hot within them, the most pacific are constrained to admit that the policy of non-interference ree may be apused. The thoroughly peaceful intentions of the Austrian gov- ernment, and the entirely Caan state of politl- cal affairs resulting from the mutual goud feelings and relations of the Powers, cannot fail to give to the discussion on the Austrian Army bill, shortly to be held, a@ purely technical character. Everything calculated to spread uneasiness will, therefore, be discarded from the discussion, as the "public mind 18 at the presen: moment quite made up that all the requisite Con titions exist in Europe to insure peace and tranquillity. Snowine FaLse Licnie—We hear the question agitated in ineurance and shipping circles as to the !iabiilty for damage of a vessel lying additional lights for telegraph purposes to those required by law, and tho {mpression is very general that 9 vessel xo doing would be liable, The recent collision off Sandy Hook, on Saturday evening last, botwoen an in- ward and outward bound steamer, was caused by the display of an additional red ight on the inward bound steamer. A person who was in (he immediate vicinity of that d at the time uf fis occurrence, and gaw the lights of the inward bound steamer, was al ous to judge of the character of the ‘voase!, but was under the impression that it was a tug with a Ship In tow, and he ts well acquaioted with the const and the various steamers plying north and south, Would it not answer a better purpote, and be safer, for n vessel wishing to ho telegraphed to throw up certain rockets that might be egreod upon, and not by the display of lights, thereby avoid- ing all danger to life and property?
