8 . FINANCIAL AND COMMERCIAL. Farpay, Oct, 2—6 P. The advance is at- ‘tributable to the largely oversold condition of the market and the tenor of European despatches re- @pecting the attitude of France towards Spain in the present political crisis. The same abuse of trust under similar circumstances has ccurred before and brought scandal upon the administration of the finances, but it is high o time that such corruption and mismanagement in @ffice should be stopped. It is evident that Mr, McCulloch and Mr. Van Dyck are too mnch engaged im stockjobbing and gold gambling and too deeply fm league with stockjobbers and gold gamblers to @tve honest attention to their business, and the e@uirs of the department are obviously unsafe in their hands, while the abuse complained of has | market since yesterday. become a disgrace to the government. A Chicago journal of the 30th ult, thus refers to local monetary affairs and the grain movement:— There has been but little change in the local money The 1 se trade, upon which all other departments of trade hinge in this centre, has come nearer to a standstill than would have seemed possible at this season of the year, and with so large a crop to be marketed. The banks are paying for even less grain for shipment than yestor- day, and a corresponding increase of demands for money to carry grain here is noticed, coming in most instances from regular and valuable customers whom the banks can scarcely refuse. There is a noticeable decrease in deposiis, and the general ten- dency of the market, as might be expected at this Season of the year and just before quarter day, is towards stringency. It was noticeable, however, that about three o'clock there was some abatement of the pre- ‘tous pressure; but it is estimated that those ‘who expect immediate relief after the national banks have made up their quarterly returns will be @eappointed, it being the intention of those in the Bear combination to retain their grip on the money market until they bring down prices on the Stock Bxchange, and this result will undoubtedly be ac- @omplished if the pressure is kept up long enough; ‘while, in the event of their efforts to prolong strin- @emey being relaxed, the general opinion is at prices will decline, however casy money may become, and in this expectation Wall @ulded by the experience of the past. It is indis- putable that railway shares are selling at figures far above their real value, and the railway war which has just begun will do nothing to improve ‘er value or increase the rates at present charged by both the Erie and the Mew York Central being insumMcient to pay running expenses. But this affords no justification of the onduct of the scoundrels who are endeavoring to ereate panic by tampering with the money market. ‘The public will do well to avold rallway stocks, for they are controlled by cliques and liable to break down at any time, however abundant money may be, Ramors regarding Erie were circulated on the street ‘tis morning, but they had no foundation in fact and Were probably designed to put up the price of the mtock, The market for government securities was languid ‘@t the opening, but under.anexpectediy large orders street is | metals An article in the Revue des Deux Mondes by M. If it is urged that the revenue for the time referred to was augmented by the receipts from the “income tax,” and is not likely to continue as Bai for the year, we reply that the receipts from come during the time specified were inconsiderable (for the month of July $5,000,000) and that any deficiency from this source is likely to be fully com- the gain on the revenue from dis- returns for the month of July indi- current year of double that recelved sung: the pre- ceding year. It is also reasonably certain that when the new law relative to the collection of the tax on distilled spirits bp in fall operation in November that the receipts from this source will be also further id an unusual eopaiers of “lapping” appropriations, as sufficieat revem has been provided for all contingencies, and that, taking all thi into consideration a surplus reved hue available for the reduction of the debt, or a fard ther reduction of taxation, is far more probable af Yhe close of the current fiscal year than a deficiency. Attention should also be calied to the fact that t! actual revenue derived from the customs has never. failed in @ single year since 1831 to exceed thé oificially published estimates of the Treasury De- partment, while from 1863 to 1867 the agcregate ree ceipts from all sources have also in like manner, abi proved greater than were oMicially anticla pated.
