FINANCIAL AND COMMERCIAL. Monpay, July 27, 1368, The gold market has shown a strong upward ten. dency to-day, ostensibly in consequence of the con- currence of both houses of Congress in the report of the conference committee upon the Funding bill. 4s, however, the latter does not make conversions ‘Of outstanding bonds into the new stock compulsory, and as it failed to unfavorably aifect government Securities in the least, the upward course of the pre- mium must be attributed to general and speculative ‘eauses rather than the special one referred to. The fMuctuations were from 143% at the open- ing to 144%, with the closing transactions Prior to the adjournment of the board at 144, follow- ing which the quotations advanced to 14454 @ 14414. There was a moderately active borrowing demand for coin, and loans were made at two and three per Sent for carrying. The gross clearings amounted to $23,106,000, the gold balances to $1,197,348 and the eurrency balances to $1,735,703. The imports of Specie from foreign ports at this port last week mounted to $37,009, making a total of $4,157,500 @ince the ist of January. The disposition to buy gold on speculation fur a rise is more geueral than it has been for a long time past, and there 1s much in the commercial position of the country to sustain the premium at its present Pointand even to force it higher, while speculation ‘under such circumstances never fails to stimulate its natural tendency. There is a large mercantile “short” interest outstanding, and the bulls make Capital out of this, wuile they have @ standing argu- Mentin their favor in the extent to which our se- Curities are held in Europe. But for the wretched Mnancial policy of Congress and the Treasury, how- ‘ever, since the termination of the war, the premium ‘would have been much lower than it is by this time, The disbursements of coin interest by the Sub-Irea- #ury during the day amounted to $241,000 aud the conversion of seven-thirty not:s to $314,859. The market for government securities has been dull but strong all day, in sympathy with the ad- ‘vance in gold, and at the ciose prices were % & % Per cent higher than at the open.ng. The new Fund- ing bill has been much discussed, but as there is Mothing compulsory in it as to exchanging bonds it will practically remain @ dead letter even & it receives the signature of the President; but the advices from Wasiington are to the effect that it will be vetoed. In the Cold Room the bill is generally regarded as an entering wedge for some future bill taxing Qve-tweuties so as to compel conversions; but this is discounting the future too far, aud the wish with many is father to the thought. ‘We have at present merely to deal with the fact that the bill commands nothing and will result in nothing as it stands unless holders of the outstanding bonds ‘voluntarily convert them into the new stock, which 4s, of cuurse, very unlikely. The market ‘Was very strong late in the afternoon at the following quotations, and there were No stocks offeriug:—Kezlstered, 1981, 115% @ 11534; Coupon, 1881, 115% a 115%; 5-20’s, registered, 1862, 110 a 11034; 5-20’s, coupon, 1862, 1113; a 111%; o., 1664, 1115; @ 111%; do., 1865, 10034 a 10034; o., 1965, January and July, 10934 a 109%; do., 1867, 1005; a 1002(; 10-40’s, registered, 1031 a 1034; 10-40's, Coupon, 10535 &1083¢; July 7.50's, 109 a 100%; August compounds, 1865, 11844; September do., 118; October @o., 11744. The railway share market has been strong but dull, although late in the day there was much inore animation than in the forenoon, and Cleveland and Pittsburg advanced to 89%%, Erie to 69 and Reading There is a very firm undertone to the speculation, and with, the resumption of activity prices will undoubtedly rise consider- ably, especially for those stocks which have not yet participated in the partial upward movement of the tast two or three montis. Moncey cou- tinues largely in excess of the demand at 3 a 4 per cent, with most of the transactions for jarge amounts, and where first class houses are the ‘borrowers at 3 on mixed collaterals. The supply of ‘commercial paper is tnconsiderable, and the banks have torely upon the Stock Exchange for the em- ployment of their capital. Thus easy conditiop 6f monetary affairs is likely to last for from thirty to ixty days before the rate of interest ts materially advanced, following this the aity Ly Ny con- tinue QO. da: tateas ergs SR io #11 the in“icalions, until the retnrn flow of currency from the West sets im and agaia reduces the rate of in- rest, A comparison of the statement of the associate’ banks of this city for the week ending on Thursday jast with that for the corresponding weex in pach of the two previous years shows the following Tul 25, 1958. eb 01,4 July 2, 1867. $251,243,330 71,239,586 Tuly 8. 1866. egal tenders. 84,705,514 1 (0,223 At the commencement of business tne stock mar- et was dull but steady, and at the early session of he open board Reading sold at 95, Cieveland and Pittsburg 88% and Erie 664. THE STRIKE IN THE PENNSYLVANIA COAL REGION, Final Council of War—A Determination to Go to Work in This Region—Probable Termina- tion of the Strike Elsewhere. WILKESBARRE, July 26, 1868, The brilliant military successes of the great con- quering Corsican, who supposed himself invincible, culminated in his defeat by Wellington. The strikers, whose raids upon the collieries aud machine shops in this section were a series of grand successes, and who believed they would sweep everything before them, have been defeated by the county Sheriff Van Leer. His proclamation, published a few days since, has proved a Blucher to them—has routed them com- pletely. It left them but the forlorn hope to fight the State militia to be called out to oppose them if they should insist in the endeavor to accomplish their purpose. With a view to consult upon the course to je pursaed they met in council this afternoon at agrove outside of town. A Mr. Davids was ap- pointed chairman, but the prerogatives appertaining to this position were with extreme dliiiculty exer- cised. Several were ambitious to speak at the same time and each holding different opinions. It was @ very noisy, wrangling council, At lengib it was decided, as the only way of coming to any conclusion, to take a vote on the subject and if the majority were in favor of enforcing the Hight Hour Jaw then they would fight it out to the death if need be, and if the majority approved working under the present ten hour system that they would then go to work. The vote, determined by a division, the eight hour men forming a body by themselves and the hour men another body, showed the latter targely in the majority. The decision therefore was to go to work. On Monday work accordingly will doubtless be resumed. And thus ends the strike movement in this coal region. The gigantic proportions it assuined have suddenly dwindied to nothing, Happily, but few men had been thrown out of employinent, aud these only for afew days, 50 that but very little of the evils and sufferings engendered by strikes have been experienced. It ts expected thatin the lower coal regions, in Lehigh and Sciiuylkill countics, when tuey learn the result of the strike here, they will at oace give up the swike there, from which they have been suffering now for nearly ® month, and goto work.
