Lonpon, July 17, 1868. In the House of Commons last evening Lord Stan- fey, tne Secretary of Foreign Affairs, made an im- portant statement in answer to a question asking for ‘formation. A reply he said had already been sent to the United States government on the matter of naturalization, dhe substance of which was that the British Ministry ‘was ready to accept the American view of the ques- tion. He, therefore, thought a misunderstanding be- tween tle two nations impossibie. Lord Sianiley also stated that in his reply he had declined to make a treaty at present, as the Royal Commission is still considering the general subject, nd for the additional reason that time will not per- mit the passage 01 @ bill at the present session of Parliament. Fenixn Convicts and Foreign Citizenship. Lonpon, July 17, 1868, ® In the House of Commons last night Mr. Mill asked the goveruinent what disposition was to be made of the Fenian prisoners Warren and Costello, who were arrested after effecting a landing in Ireland with the alleged purpose of exciting an insurrection, and whether, the government intended to mitigate the sentence of those Fenians who had already been tried and convicted. Lord Mayo replied that there were no peculiar features in the cases of Warren gnd Castello which ‘would lead the government to depart from the usual course of the law. Some delay, however, had been ” caused in the proceedings, owing to the necessity of procuring evidence from the United States to show that the accused were closely connected with the Fenian organization in that country. In reply to the second part of Mr, Mill’s question Lord Mayo said the time had not yet come for the revision of the cases of those Fenian convicts who were now Gilling out the terms of ti:eir sentences. The Naturabgation Despatches Before the July 17, 1868, The London Standard, in an article ou the subject of naturalizaiion, says before any aiteration is made in the English laws much time aud the most careful consideration should be given to the question of the rights of naturalized citizens. Salnave Proclaims Himself Lmperor—Repulee of the Insurgenie—Jucmel Threatened Insults to Foreigners. Havana, July 17, 1868. We have advices from Port au Prince to the 1ith inst, President Salnave had proclaimed himself Em- peror and was fortifying the capital. He had issued @ decree banishing all those who had sought refuge im the foreign consulates. Three days’ warning was given them, at the ‘expiration of which time they were to be treated the same as bandits, The Carda Surcoup had arrived and taken sixty of those refu- gees on board. On Friday, the 10th, General Faubert surprised the town of Bivance; but troops left the Fort Bizoton and repulsed the rebels, capturing some arms on the fleld. Salnave also sent at once some reinforce- ments from his strongholds, They continued to attack the rebels during the whole of their retreat and finally withdrew inside the walls of the city for- tifications, which kept up continuous fire on the besiegers’ camp. The Picos of the Sonth are arming. They had taken Léogine and Goave, and were preparing to attack Jacmel, which still holds out for the government, A great change is about to be made in the plans of the government. The lazzaroni were threatening the foreigners in the streets of Port au Prince. Serious Riot at Millican—Negr@&s Attempt to Hang a Man. and Are, Prevented—A Bloody Fight the Result—The Negroes Finally Dispersed vy the Military—Casual- ties Between Fifty and Sixty. GALVESTON, July 17, 1868. On the evening of the 15th inst. a serious riot com- menced at Millican, on the Central Railroad. It ap- pears that a mob of about twenty-five negroes, led by @ white school teacher and a negro preacher named Brooks, attempted to hang a man named William Halliday; but the white citizens interfered to prevent the execution, and, headed by the Sheriff and the agent of the Freedimen’s Bureau, attempted to suppress the mob, The result was the death of ten or twelve negroes. On the 16th insi. the numbers increased on both sides and skirmishing occurred during the day, the esti- mated number of casualties bemg twenty-tive, A small body of troops arrived late last night and dis- persed the rioters after killing three negroes. The latter, numbering between three and five hundred ersons, hid fortified themselves three miles from illican and refused to lay down their arms until the troops dispersed them. 'The entive loss was between fifty and sixty persons, The dificaity is said to have arisen from « suspicion that a negro meuber of the Loyal Leavae had been hanged, but wio has since ; GEORGIA. In the Senate to-day the Committee on Investiga- tion reported that pone of the members were ineli- gible, and a recommittal, founded on docnments sent in by Governor Bullock, was defeated by a vote of 13 to 22, Mr. Candler (dem.) defended several of the mem- bers accused, and stated that Mr. McCruther, one of the accused members, had to call on the Union army to protect him from’ violence while the Union flag was flying over his head, and said the members ac- cused were firm Unton men during the war. A resolution was passed informing General Meade andthe Provisional Governor of the action of the Senate and stating it was ready for business. In the [louse two membera, Messrs. Long, of Car- roli, and Nunn, of Hancock county, were found in- eligibie, During the discussion of their cases the Honse adjourned. VIRGINIA. No Election to Be Held in the State—Vire ginia to Take No Part iu the Presidential Contest. RICHMOND, July 17, 1868. As stated previous to the passage of the bill by the House ordering an election, there will be none held in this State prior to the next Presidential con- test. This is a settled matter in republican quarters here, as such an act would be either vetoed or pock- eted by the President and would therefore preclude the possibility of an election at the time specified in the House bill—t ‘3th, 14th and 15th proximo, Con- gress will thea have adjourned, aud Virginia cannot possibly have a voice in the next Presidential elec- tion.
