To- wards (close, however, the whole market became stronger snd prices tiyproved slightly, their general tenden:) cine apward, notwithstanding this tem- porary ope. Some ‘onthe ago. when Atlantic Mail fell more than six per cent tm a single day, it transpired that the Third .venwe Savings Bank was a rather heavy loser by (6 loans on thet stock, the president of the bank bre also a director of (he Atlantic Mail Com- pany. 1) ce Was immed by the depositors, whi time to sop, knowing bow disastrous its con- tinua: would have boca Gpon all the sav- ings banks, and fortunaciy the ran proved only temporary, amd the bank, whieh would have otherwise been in great danger of succumbing to the storm, survivel, The director: (hea, to allay the o\ci'ement, invited the State of cial who has the sapertntendence of savings Danks ( make am examination of its a@airs and ascertain ‘he extent of ite losses by AUlantic Mail. But since that time we have heard nothing 'o show ‘that the examination was made, and the benk has been doing business as usual, Now, the public has @ righ! to the fullest Knowledge of the affairs of all savings banks, and where gross mismanage- ment was proved, as in the case of the Third Avenne Savings Bank, it is only right that an oficial examination should have been made and the result communicated to the people. The proper oficial at Albany should make quent periodical investigations of all savings ‘ouks in order that mismanagement of the kind erved to may be checked and puomhed before i 1.5 time to jeopardize the interests of de- Positors. The jo 9! committee of the regular and open boards, appoiuted to investigate the frauds of H. Hoyt and the firm of “C, W. White & Co,” have dis- covered that the latter amounted to a little leas than two hundred thousand dollars, according to ali the evidence at their command, and with (his the confederates bought $145,000 in goid. The balance remaining to their credit at ‘the St. Nicholas bank is $1,700. The committee con- cluded theirlabors by offering a reward of $10,000 for the arrest and conviction of the party or parties who issued, forged or altered certificates of Fort Wayne, Michigan Southern, Pittsburg, Erie and Pacific Mail stocks. This comes rather tardily, but the explanation is that the delay was influenced by proper motives looking to the capture of the scoun- drels concerned in these forgeries. The only new development to-day respecting them was the dis- covery of two more altered Erie certificates, and it is proba!e that cher full extent has now become known. That comparatively little business has been done in this market during the past week is to a certain extent attributa- ble to the extreme severity of the woather which has pre- vailed.
