FINANCIAL AND COMMERCIAL. Fripay, May 22—6 P. M. ‘The gold market has been very firm but quiet to- day, and the fluctuations were from 139% to 140, with the closing transactions at 139%. There was @ moderate borrowing demand for coin, and loans were made at 2 a 4 per cent per annum for carrying. ‘The gross clearings amounted to $20,339,000, the gold balances to $1,362,520 and the currency balances to $1,906,287, There is @ somewhat remarkable ab- sence of speculative activity in the room, and operators anticipate no material change in the premium in either direction at present, although the continued heavy shipments of coin are of themselves favorable to an advance, ‘The Sub-Treasury disbursed $342,000 in gold yesterday in payment of the mterest on the public debt, but it is understood not to hawe been a seller of coin to-day. ‘The recent letter of Mr. Van Dyck, the Assistant ‘Sreasurer at this port, explanatory of his gold sales, has attracted the attention of the financial com- munity and provoked @ good deal of sharp com- ment, That the Treasury should have paid be- tween March 2, 1861, amd March 18, 1868, the large sum of $231,650 in commissions to two or three firms, but principally to P, M. Myers & Co., for gold sales alone is, to say the least, surprising; for it fur- nighes an instance of gross extravagance, if not of favoritism, which reflects discredit upon the ad- ministration of the department. The commissions paid were at the rate of one-eighth per cent, and this rate is still kept up, although the usual one charged by first class houses to ther customers is only @ sixteenth of one per cent, and almost any one of them woukd be glad t sell large amounts for a thirty-second or even @ sixty- fourth where the gold was promptly delivered to actions directly with thiad@epartment (as in the case of tobacco of one per ceht has been. ck Exchanze, preserib- their owu business, apd the uniform pract.ce under it was my custom to contide the sales of them a@ in the case of gold sold by the government. Mr. Vam Dyck defends the payment of this high rate of commission on grouads which, however, fail to justify it, and the money thus paid may be regarded as soqnuch uselessly squandered, for the Treasury itself could have made these sales without any cost beyond that of advertising when they were to take place. Mvreover, &f this plan was net-acceptable, the proper couree for the department to have pursued would have beca to pay a broker a fixed salary of from three to dive thousand a year for his exciusive services in the gold room, and in this way nearly the whole of this $231,650 might have been saved, at the same time the work would have been done much better than we have good reason to believe it has been done. The amount .of gold sold aggregated $200,325,856, and this was disposed of in violation of an act of Congress, which provides for’ the establishment of a sinking fund for the reduction of the funded debt out of the customs receipts after the payment of the coin interest on the public debt, The subject is one that should engage the attention of Congress, and where the Treasury has occasion to sell goid it should be eold publicly at the Sub- Treasury, 80 that the door may be shut to such <wastefuiness and favoritism as we havo hitherto witnessed. Cn the 6th instant the Bank of England held £20,402,992 of bullion in both departments, while the amount of its notes in circulation was £24,454, 885. The money market remains extremely easy, the general rate for call loans on stock collaterals being five per cent, although six is generally asked for small and moderate amounts when applied for at the banks. The large stock houses and the principal dealers in government securities have, however, more offered to them'at the lower rate than they can use, and in some instances balances are Jeft with them at four per cent. The banks report that they continue to gain in deposits and that the supply of good com- mercial paper is very limited, the best grade being enrrent at 54 @6}¢ per cent discount. The Sub- ‘Yreasury to-day disbursed three per cent certificates in redemption of the principal and payment of the iuterest of $390,000 of compound interest notes, whic ves only about a quarter of.a million of the certiticaics unissued.
