The English Agitation Against the Church. Disraeli’s Position and Politi- eal Policy. French Opinion of the American Impeachment. The French mail steamship Ville de Paris, Captain Duchesne, from Brest April 25, arrived at this port at am early hour yesterday morning, bringing a mail report in detail of our cable despatches dated to the day of sailing—as late as the advices on board the Cunard steamship from Liverpool the same day. ENGLAND. Disracli’s Position as Premier aud Politician= The Defence ef the Church an Ontclal Necesnity=“Kducating”® the Tories—Fecling Towards the Irish Clergy—Telegraphs aud Railrouds—The Army Commission System— Curiosities of the Law=—More Pay for the Prince=The Bourbons=The Princess of ‘Walew’ Present te Ireland, ‘Lonvon, April 22, 1868. Parliament has reassembled after the Easter re- cess, but, contrary to general expectation, nothing has been said by Disraeli as to the course to be pur- sued by the government in consequence of the oppo- sition majority upon the Irish Church resolutions. 1 believe that Disraelt is quite wrong in opposing the reform proposed, and really, if his private convic- tlons could be known, itis more than probable that the Premier would say the same thing. But, as the #remier, he is bound to stand by the union of Church and State, and this fact should not be forgotten in forming an opinion as to the course he has seen fitto pursue. The Premier cannot diminish the preroga- tives and patronage of the Crown; the Premier's duty, ex aficto, is to create and not to destroy; the Premier mast defend the status which he finds when he takes office, More than this, Disraeli 1s a politician, and he now has no choice but to stick to the conservative party— to educate them, but not to desert them. Suppose for a moment that he openly professed those liberal principles which itis almost certain that he privately entertains, where then would he go? Tle conserva- tive party would at once repudiate him, At present they acknowledge his rule uone too willingly, and under the lead of Lord Carnarvon, the Marquis of Salisbury and General Peel they would speedily cast him out if he gave them the opportunity. Would the liberal party receive him if that event should occur? Yes, but not as a leader, He would be wel- come as a convert, as a reeruit, as a deserter; but not as a chieftain, The liberal party have their Glad- stone and theit Russell, and Disraeli could not sup- plant these men, but would have to take his place in the ranks. As a politician, then, I say that he is right in his present policy; but as a statesman, that 1s another matter, Daring the recess considerable electioneering upon the Irish Church question has disturbed the country. One liberal meeting was held in London, with Earl Russell to preside; and a conservative meeting, not so large, was lield as an offset. But in the rural dis- tricts the conservative meetings have been decidedly in the majority. Still, there is not that popular ex- citement which so great aniasue might be expected to provoke. ‘The tact is that public sentiment is ripe for a dissolution of copartnersnip not only between the btate and the Church of Ireland, but between tue State and Church of England. ‘This feeling was evident during the debate upon the introduction of Mr. Gladstone’s resolutions and it is evident among the masses of the people. Disracli may gain his present objects; he may hold office for some time longer; but that the abolition of the Irish Church is a certainty, and that the abolition of the English Church as a government institution will logically foliow, few sensible men now pretend todeny. The world moves and England with it. All the arguments which apply to the telégraph apply with equal torce to the roads, and these, too, will be made a government monopoly von wy ah has just opened a dreadful crasade ickens’ paper a upon English army officers, who think themselves the pride of the earth and the gems of manhood. From authentic cases the wrier proves that army oflicers have accused each other or have been gullty of every crime known to the law, the meanest being the most frequent. With an unrelenting hand the records of courts martial are overhauled scandals brought again to light, The worst that several recent cases prove the writer's conclu- sions to be correct. ye officers have just been ac- cused of Opening each others’ letters, of conspiring to tease tueir comrades out of tue regiment, of ;cor- Tuption in regard to purchasing and #0 on ad nausecm. Of course the object of the present crusade 18 to abolish the purchase arses, souner or later it is sure to succeed. Thus will be accomplished another osth almost as im- portant to England as the Suffrage bill or the dises- tablishment of the Church, The ieaven of republican insiitations is working everywhere, and day by day ere draws vearer the mode: of free America. Pall MaU Gazette has come out in favor ofa and more extended executive government and a more linuited and specific parliamentary gov- ernment. ‘This is a very bold movement for an i lish journal, and another advance towards the Al b can system, under which nine-tenths of the ever Which Parliament now rushes headlong is much ~— satisiactorily transacted by departments and ureaan, Law cases demand a moment's netice. ‘The cable has already informed you that the trial of the Fenian risoners accused ‘of blowing up Clerkenwell jail has commenced. Their defence has not yet been developed; but the arrest of two men, armed with Greck fre, who were dis- covered hovering about Buckingham Palace last night, will not help the poor creatures $0 cacape $6 aliows. This arrest is said te be very impor i but itds just as likely to turn out a hodx. Another case is a new attempt to harass ex-dovernar Ey who is now charged with false imprisenment and matadministraden, the charges of inurder having been thrown out of court. The fanatics, headed by Mr. J. Stuart Mill, who are porsecuting Mr. Kyre onght to be tried and imprisoned for barratry. itis quite time the ex-dovernor assumed the olfen- sive ayainst them, and I learn that such @.course is in contemplation. Fina'ly, let me call your attention to a curious case of identification. A man was dis- covered: murdered in a cupboard of am ae house at Hackney Wick. Already three families claim tne body. Mr. Heasman swears that it is the corpse of his brother, an escaped lunatic; Mrs, Banks swears that it 18 the corpse of Ner husband, who had her; another lady swears (hat it i& the corpse cousin, a clerk. What are the anthorities to do? ‘The visit of the Prince of Wales to Ireland has been 80 great a success that his friends have seized the opportunity lo ask that hts income of £50,000 a year suouid be increased to £100,000, Many hberal mem- bers will oppose this increase if it be brought before Parliament, because they are unable to understand her what the Prince does with his money or for his money. The spectacie of the United States, with a President who receives less than £5,000 a year, ten- ders it more and more diMeult to convince the English peop! it royalty ought to be so enor- mously overpaid, en has an immense private fortune and *o has the Prince of Wales. Why, under the sun, should they not spend some of their own money? This line of argument may be over balanced by the personal popularity of the Prin- cess of Wales, who is now the idol of the Bng- lish public, but it is not too bh to aay that every pound added to tae income of the royal family is vow given grudgingly und with evident reluetance. Parliament isthe real king of England, and one member of Parliament, Mr. Tom Hughes, has just had the courage to say’ to his constituents that he is a poor man, and that if they dealre to £e- elect they must pay him all the expenses. Pampilet—American Impeachment—Imperial Claims in the West Indies. The Gazette de France of April 23 publishes an ar- ticle in answer to those which have lately appeared in Paris under the title of “L’Union Dynastique,” in the Epoque. The writer commences by declaring that the very same views were pot forward in 1850 vy M. Emile de Girardin, with this difference that he had given a different designation to his programme and called it at one time “The Liberal Empire” and at another “The Empire with Liberty;” since then that versatile writer has ceased to support the gov- ernment, devoting his “ides each day” to attacking it sharply. The Paris Sidcte of April 24 replies also’ to the Zpo- que thus:—The “Dynastic Union,” recently invented by M. Duvernois, has given rise to a discussion bee tween the journal in which that gentleman writes and some others. In our humbie A ging arguments on this point are wasted, If there is a deterinination to merge the vartous political shades which divide ublic opinion into two great opposing masses a use- eas work will be wadertaxen, jor the division has been effected naturaily by the force of circumstances, and long since. On the one side are xt all those who claim liberty as an indeseriptible right; on the oliver those who consider that on this subject, a8 on every other occasion, the wisdom and wishes of the government should be de- ferred to, ‘The essential point at present is to replace the country in possession of the imeaus of resuming its induence in the direction of its ewn aifairs, ‘The Paris Monde remarks on the slight interest which the trial of President Johason seers to excite inthe Unitel States, the whole proceedings being “marked by an alinost entire absence of unexpected incident,” The French writer see.us to think that the judges have already made up tueir minds iow to but that tae nambers ure s0 nearly balanced that the flual result cannot be ioreseen. ‘Phe return of the Bank of France for the week ending April 24 shows that the advances on bullion diminished two aud taree quarter lions and on railway and other securities only to tie extent of one million of francs, On the side of the liabilities the notes in circulation decreased tive and a iaif mil- lions. The Gazete des Ktrangers publishes the following from a letter wil.tea by the Kinpress Bug“nie:—| uo not like all this noise that is made respecting my visit to Amiens, in thai act tiere was neither courage nor merit ; it was only a simple duty arisin; from my postiioa, and which [am very weil piease. to have fuitilied. The Dan sh Minisver of War Was tuerefore commissi touay beiore the Cabinet of the Tuileries the desire of the government at Copenhagen to be informed of its in’eutious in the Matter. According to the communication mentioned above, the General carried back with tim tue assur- ance that the French government would c,amine the question with the care it deserved, aud that in a very Short time its determination wouid be coumunicated. The suit brought by the Mont oreacy tawily against the Prince de Taileyrani-Pé:igord, contest- ing his right w bear the title of Duke vi Moatmoren- ey, conferret on him by the Emperor, came before the Court of Cassation, in Paris, on an app. al inst the declaration of incompetency made by tue impe- rial Court of Paris. ‘The court decided tnat a distinc- tion must be made between @ name and a titie; that decrees authorizing changes of the former are open to contest by the parties interested; but that, on the contrary, the conferring of a title is a sove- act, which cannot be opposed before the judi- cial authority. In consequence, considering Uhat the decree of the 14th May, 1864, conferred not (he name of Montmorency, but the title of Duke, which is very different, the court rejected the appeal. . ‘The bill for the definitive re ation of the French lo budget of 1869 gives the foll if fiyures:— nes, Ordinary receipts. + 1,771,000,273, Ordinary expenses. 1,771,913, 501 Excess of expenditure. 913,318 Extraordinary receipis.... 187,633,065 Extraordinary expenses. 238,435,357 Excess of expenditure............ 60,852,202, —Or, in ull, @ deficit on the vear of 51,765,610f. Destin, April 22, 1968, A Dublin audience 1s asserted to be more severe and yet more truthfully critical than any other within the area of Great Britain. No charlatan escapes its censure; seldom genuine merit.is passed by. In the exercise of that generally accorded ability the motives and actions of his Royal High- ness the Prince of Wales are being reviewed here at present. For the first week anxiety to get a sight of the royal pair was the prevailing feeling; the troubles incidental to bad land laws and church property gave place; disputing journals forgot polemics to chronicle their reception at the various places they visited; but now tuat curiosity has been satisfied, the probabilities of beneficial resuits to the country are publicly and generally discussed, The Prince, personally, is regarded as “‘a nice young man,” as thoroughly ignorant of Irish character as the majority of other Englishmen are. But no faith whatever seems to be attached to the bombastic promises of “a new era.” A ten days’ visit te Dub- lin has not won back the confidence estranged ty years of neglect. The reception accorded to their Koyal Highnesses was, on the whole, much warmer than many anticipated; but the sbouts and cheers of enthusiastic loyalists were not suMcent on many occasions to drown the htwses and groans which greeted the Prince. The populace continue to be pleased by the gracious manner of the Princess and the anxiety she has shown to fulfil all envagements made in her behalf, although the fatigue causes much uneasiness to her physicians, who are in daily attendance. This feeling of respect is much in- creased among the Roman Catholics by the marked favor which she has bestowed on his Eminence Car- dinal Callen, Buta few years ago the Ear! of Eglin- ton refused to meet a Cardinal at the Mansion House- Asa mark of the progress of events the Roman Ca- tholic Prelate 18 now Invited to share the viceregal hospitalities and receives recognition from the future Queen of England, ‘The spectacie of a grand military review followed the installation, This being a sight always much apprectated, the occasion was observed as @ gencral holiday, and several thousand persons to witness it, The Prince of Wales, very numerous and brilliant s:ail lines, dressed in his uniform of G Hussars.
