FINANCIAL AND COMMERCIAL. Moxpay, May 4—6 P.M. ‘The gold market has been firm to-day and mode- rately aotive, and the fluctuations were from 1393, to 12934, with the closing transactions prior to the adjournment of the board at 139%, following which this price was bid. Loans were made by paying 2 6 per cent for carrying. The gross clearings amounted to $37,483,000, the gold balances to $1,506,747 and the currency balances to $2,196,707. ‘The imports of specie at the port last week aggre- $0,837, making a total of $2,701,680 atnce the Ist of January, The Sub-Treasury dis- Dursed about $650,000 in coin on account of the May interest on the public debt during the day, and it is algo understood to have sald a smal! amount of gold. ‘These gold sales, as well asthe manner of making them, are open to objection, and Congress should ‘turn ita attention to the subject a8 soon as the im- Peachment trial is concluded, The act of February 25, 1862, section 5, says :— All duties shall be paid in coin or in notes payable demand, and the coin so paid shall be set apart as aac fand and shail be applied as follows:— it—To the ment in coin of the interest on the and notes of the United States, Second—To the purchase or payment of one per cent of the entire debsot the United States to be made within each fiscal year after the Ist day of July, 1862, which is to be set wpart as a sinking fund, and the futerest of which shall in like magner be applied to the Hie barchase, or payment of the @@blic debt as the Secretary of the Treasury shal from time to time This provision for a sinking fund has been wholly ignored by the Treasury Department, and the ques- tion arises, what use is there in Congress passing Tawa if the Secretary of the Treasury can treat them asa dead letter at his discretion? It is true that ‘another act authorizes him to sell gold under certain eircumstances, but the section of the act quoted pro- viding for the establishment of a sinking fund has never been repealed, and there are good reasons ‘why its provisions should be enforced, the beneficial effect upon the public credit being not the least important of these, The firmness Of the premium is due in some degree to the knowl- @dge that strong efforts will be made in Congress to secure a fresh issue of a hundred millions of green- backs, and that there is little if any doubt that these ‘Will be successful., Both parties are anxic’ - to make political capital out of currency inflatio and those ™m favor of paying off the whole of ‘ie interest bearing national debt in legal tender notes will com- Promise with those opposed to inflation in any form on the basis of another hundred millions, The result will be seen in atemporary prosperity which will pave the way to the Presidential election and stimulate speculation, trade and all kinds of new en- terprises. It matters not that the effects of that in- Mation will be ultimately damaging to the country and that acrash will supervene, for every man Will Dope to have taken in sail before the storm comes, and all who can will make hay while the sun shines. The | result of the impeachment trial is not likely to alter this inflation programme, and as soon as possible after this all-absorbing event is decided attention will be turned to the currency question. The stock market was dull and steady until late in the afternoon, when it became strong, especially for New York Centra! and Erie, and it closed with an upward tendency. The feel- ing of the street is bullish, and but for the suspense with which the result of the impeachment trial is awaited it is probable that there would be eousiderabie speculative activity in railway shares, If the President is acquitted the effect will be reas- suring upon the public mind ; whereas if he is con- wicted the proposed inflation will be regarded asa certainty, and this will neutralize any apprehensions which may arise in consequence of the act. In neither event is the effect on the Stock Exchange Ukely to be disturbing; but the cliques may avail themselves of the occasion to advance prices, which they can easily do without regard to Teal values, and in the present condition of the market it is useless to be guided by the latter. ‘The cliques have weathered monetary stringency and a hard winter, and now that summer is ep- ‘Pproaching and the earnings of the railways are tn- creasing they are not likely to relax their efforts, and prices will therefore in all probability tend higher; ‘but this will not make stocks any the more worth ‘what they are selling for. ‘The money market was easy at seven per cent dur- ing the forenoon, and subsequently loans on call ‘were made in many instances at six. On the 15th Anat. $23,927,000 of compound interest notes mature. About fifteen millions of these will be payable here and five elsewhere, and the remainder are not likely to be presented until some time after maturity. The ‘Treasury has at its disposal about twenty-two mil- Hons of three per cent certificates, which it will issue 4m payment of the principal and interest of such of the notes as are held by the banks. The currency for the remainder it is already provided with, so that it will not be under the necessity of selling gold to meet any poftion of the payments on this account. The immediate eifect of the latter will be to increase the supply of loanable funds in the banks to the extent of the currency paid out; but apart from this all the indications favor a continu- ously easy money market until next autumn, and af- ter the middle of the present month the general rate for loans on rst class stock collaterals is likely to be five per cent. At the commencement of business the stock market ‘was firm but dull, and New York Central sold at 128% & 12875 and Erle at 70%; but at the early session of the open board prices were a fraction lower in some instances. At the first regular board the specu- lative feeling was tame and the volume of transac. tions unusually light. New York Central closed 11 lower than at the same time on Saturday, Brie 14, Cleveland and Toledo 4%, Northwestern preferred \, Milwaukee and St. Paul %, Quicksilver 4, and ‘Western Union Telegraph 3%. Government securities ‘were dull at a deciine of an eighth from the highest prices of Saturday, but steady at the closing prices on that day. At the open board at one o'clock the Market showed improvement, and New York Central Bold at 128% and Erle at 703j. At the second regular ‘Doard there was a little more epeculative animation displayed, and the tendency of quotations was up- ward. New York Central closed 1 higher than at the first reguiar big Erle 4, Michigan Southern 1%, Rock Island 4, Northwestern Js, preferred 35, and Quicksilver A Government securities were steady but dull.
