The inactivity was naturally conducive temporary depression, but in the present Fer cliqued condition of railway stocks is very dangerous to sell them “short,” for when yy seem the weakest they are most liable to be- me suddenly strong, and the cliques often give an sppearance of weakness to the market in order to courage the “short” interest. The clique system, by which prices on the Stock Exchange are at present controlled, makes it almost useless to reason about Probabilities based upon general principles, for arti- (Mcial influences may for a time be more powerful than ‘@atural causes. New York Central and Erie are high, yet if the programme of the bull cliques is adhered to ‘they will soon be considerably higher, without regard to their real value. The supply of money at the dis- posal of operators is rapidly increasing, through the Grain from the interior, and the indications are ‘that the rate for call loaus on governments and other ‘Grst class collaterals will soon be five per cent. The general rate at present is six per cent; but to-day, alike with yesterday, the Rransactions at seven were more numerous ‘than of late, owing to the increased demand for ‘money to make the customary rent and dividend ®ayments on the 1st of May, as well as to handle the wold interest disbursed by the government, We fhave now reached’ a point when continuous mone- ‘ary ease is assured, and if the policy of inflation, to ‘which we have heretofore alluded, is carried out ac- ording to expectation the result will be that the speculators for a rise will have it all their sown way until the inevitable reaction sete in. Prominent politicians of both parties argue that ‘@ hundred millions more currency will be voted as ® political measure, in view of the Presidential elec- tion. Everything must be made smooth and pleas- gat for the people, they say, and this can best be done by inflation and the prosperity which for the lime being it stimulates. Some advocate the issue of greenbacks and others of national bank notes, ‘but of the two the former are preferable. ‘The statement of the associated banks of this city Zor the week ending to-day is unexpectedly favor- able, and calculated to dissipate any lingering appre- hhensions of monetary disturbance which may exist. ‘The legal tender notes have increased during the ‘week to the extent of $3,996,842 and the specie has also increased $1,232,326, while the deposits have been swelled to the extent of $10,898,646, and the doans show an augmentation of $5,314,055. At the commencement of business the stock mar- ket was dull and steady, and at the early session of the open board Erie sold at 712, and New York Cen- ‘tral at 129%. At the first regular board the volume of transactions was light and prices showed no material change. North- western closed 1 higher than at the same time yesterday, preferred 1, Milwaukee and St. Paul %, preferred 3, Pacific Mail %, and Western Union Telegraph 34. Government securities were dull but ateady. At the open board at one o'clock the mar- ket was dull and heavy and Erie sold at 70% 97034, and New York Central at 128% a 129. At the second regular Soard the speculative feeling continued extremely tame, and an unusually limited business was trans- acted. The interest on this debt is $4,327,627. The expenditure for the fiscal year ending June 30, 1868, is only $16,000,000, and the chief items of the expenditure are:—Interest on public debt, $4,327,627; militia and gunboats, $1,458,547; public works, $1,906,655: col- lection of customs, $520,016; Post Ofice, $735,000; expenses of public works, $730,742. It is announced that by the Free Railway act, which became a law in Pennsylvania a short time since, any number of citizens, not leas than nine, may form a company for the purpose of constructing or running a@ railway wherever one may be needed throughout the State, except within the limits of any incorpo- rated city, in which case a special charter is required. To prevent the misuse of this general authority and permission by irresponsible parties the prospectus of each new company and the names of its officers and incorporators must be filed with the Secretary of the Commonwealth when nine-tenths of the capital stock, of which $10,000 per mile of the proposed road is the legal minimum, shall have been subscribed in good faith and secured by the collection of ten per cent of the subscription. When this statement, properly attested, shall have been acknowledged by the Secretary of State, the company shall possess the following powers and privileges under the new act:—First—To have succes- sion by its corporate name for the period limited in its articles of association. Second—To sue and be sued, complain and defend, in any court of law or equity. Third—To make and use a common seal, and alter the same at pleasure, Fourth—To hold, pur- chase and convey such real and personal estate as the purposes of the corporation shall require, not ex- ceeding the amount limited in the articles of associa- tion. Fifth—To appoint subordinate officers and agents, as the business of the corporation shall re- quire, and to allow them a suitable compensation, Sixth—To make bylaws, not inconsistent with any existing law, for the management of ite property and regulation of ite affairs and for the transfer of its stock. By this they are authorized to carry into effect the objects named in their prospectus as fully as any corporation created by special act of the Legislature, and such companies are entitled to have the rights and privileges and are subject to all the restrictions and Mabilities granted or imposed py the old Railway law of February 19, 1849, Thus chartered, the companies are required to open and complete the first fifty miles of the road within five years, six months more being allowed for each ad- ditional twenty-five miles. Branch roads, connect- ing with the main line, are also authorized under this act; and when the directors of two companies cannot agree on mutually satisfactory terms respect- ing the junction of the roads the Court of Common Pleas of the district in which the connection is to be made shall have the final arbitration of the ques- tion. ‘The State Treasurer of North Carolina thus de scribes the condition of the debt of that State on October 30 last:— DR.
