8 FINANCIAL AND COMMERCIAL. Sarunpay, March 28—6 P. M. ‘The gold market has been firm but quiet to-day, and the fluctuations were from 1383; to 138%, with. the closing transactions at the latter price. Ten per . @ent per annum and 1-52 a 5-64 until Monday were paid for carrying coin. The gross clearings amounted ‘to $44,004,000, the gold balances to $2,235,077 and the eurrency balances to $3,210, 844. The shipments of specie from the port to foreign ports for the week aggregated $556,675. ‘There was a marked abatement of the recent strin- gency in the loan market, especially towards the close ef banking hours, when balances were offered at seven per centin currency, although during the fore- noon there was a moderate inquiry among the pri- vate bankers at this rate in coin, This change for ‘the better was owing to the light demand from the Stock Exchange and the general desire to employ eapital over to-morrow for the sake of the two @ays’ interest involved in loans made on Sat- ‘arday, and it by no means foreshadows an easy condition of local monetary affairs mext week. The Sub-Treasury is not contributing materially, if at all, to increase the floating supply ef loanable funds, a3 the effect of its daily purchases of seven-thirty notes is neutralized by sales of gold. ‘The conversions of seven-thirty notes into bonds at the Sub-Treasury during the week ending yesterday were as subjoined:— ‘The stock market responded to the change referred te, and the bull cliques in New York Central and Brie particularly advanced the prices of these hares considerably. The rise to 724% in the Yast mentioned was stimulated by a report that Governor Ward, of New Jersey, had vetved the bill giving corporate rights to the Erie company in that Btate; but this would seem to have been invented for wpeculative effect, as no confirmation of it has yet been received. It is generally believed that the failure of the Railway Committee of the Assembly to » peport the bill legalizing the acts of the Erie company ends the matter, so far as the State Legislature is con- eerned, but this impression needs correction. A bill ‘te the same effect has been introduced in the Senate, ‘and the action of the Legislature with regard to it ‘will not be prejudiced by what the committee of the Jower house has done under the influence, it is alleged, of a large expenditure of money in the Cen- ‘wal interest. By a despatch from Des Moines, Iowa, it transpires that the meeting of the directors of the Chicago, Reck Island and Pacific Railway Company, to which we referred yesterday, was held at Davenpert, in that State, on Thursday. Sev- eral resignations were accepted, we are told, and the vacancies filled, the majority of the oard being now Illinois and Iowa men, who are Bo! parties to any of the suits pending in the courts @f this State. The act of the lowa Legislature re- eentiy passed with reference to the company and ‘the extension of @he line to Council Bluffs was ac- eepted, and the certificate of acceptance was filed in ‘the office of the Secretary of State in Des Moines. By this the new directors agree to begin to build the ex- tension line immediately with the proceeds of the r wale of the new stock thrown on the market by Messrs. Tracy & Dows a few months ago. ‘The statement of the associated city banks for the ‘week ending to-day proved to be less unfavorable ‘han was generally expected from the severity of the Zecent monetary pressure. The loans show @ de- @rease of $4,038,600, the specie of $620,900, the de- posits of $4,600,000 and the legal tender notes of $120,000. The totals of the present and last previous statements are as follows:— March 21. +++$261,416,000 $257,378,247 7,944, 30! 17,323,367 212,571 34,190, 808 + 191,191,526 186,525,128 + 521261,086 52,123,078 Mt appears that an application for & stay of pro- eeedings in the case of Richard Schell vs, the Erie Railway Company, pending the appeal of the de- Sendants from Judge Barnard’s order appointing a weceiver of the proceeds of the ten millions of new j,. Stock, was made a few days ago to Judge Ingraham, “ef the Supreme Court, which was denied, owing to the reluctance of the latter to interfere with the orders of a co-ordinate Judge. Afterwards, however, en the affidavit of the attorney of the Brie Ratlway @ompany, stating that the appeal was intended in geod faith, and on the aMfdavits of the stenographic zeporters of the proceedings before Judge Barnard, ‘am order was granted by Judge Ingraham to show why the proceedings of the plaintiff and re- peeiver should not be stated returnabie onthe first ‘Monday of April next, with a stay in the interval. y This temporarily suspends all action under the re- eeivership unless some counter order should be is- goed, and Mr. Osgood is, therefore, powerless to col- Jeet the proceeds of the new stock. « The report of the Michigan Southern Rallway Com- pany for the fiscal year ending February 29, 1863, eontains the following statement in reference to the Megotiations between that corporation and the Erie for the opening of a broad gauge route to Chicago, ‘which arrangement was the first hostile act in the Present railway war between the Erie and Vander- bilt parties:. In February last the board authorized the execu- ‘don of an agreement, which was entered into with ‘the Erie Katlway Company, whereby that company ‘agrees to extend its broad gauge to Toledo, and this @ompany agrees thereupon to carry the same gauge over iis ine by third rail, or otierwise, to Chicago, Estimates, considered reliable, justify the poard in bdelieving that the profits of the increased trafic fur- nished by the enlarged facilities will greatly exceed that charge for interest on the cost. Therefore it is Rot in contemplation to apply net earnings to cover ‘the cost of this construction, but to meet it by an in- ~erease of liabilities in some form, Neither our inclinations nor our policy point to an alliance with either the wide or narrow uge lines, so exclusive as to place us an attitude antagonistic to the other. On the contrary, we believe that our interests will be promoted by all such eulargements and additional connections as Will Increase the facilities for inter- change of business with both and improve our busi- Ress relations with any and all of these lines linking our great West with the seaboard. Our interests are in harmony with the interests of all the at lines: lying between our E) n terminus and the sea- boar!, and it would be a policy alike iliberal and un- wise that would discountenance connections and provements tending to avoid the evils of breaking bulk and operating to cheapen the cost of transit. With the local growth along our line and the exten- gion of our Western connections to the Pacifle the future of your property, intermediate trunk line as it 28, points to an ‘aguregation of business over its rails ‘that will defy the restrictious so narrow @ policy oukd impose, ‘The stock market was strong at the commencement ‘ef business, and at the early session of the open oard Erie sold at 70°; a 70%, and New York Central at 120%; a 120%.
