8 FINANCIAL AND. COMMERCIAL. Faray, March 27—6 P. M. ‘yne gold market was weak at the opening this morning, and gales were made at 138%, but subse- qently it gained strength and an advauce to 138% took place, following which, however, itrelapsed, and the closing transactions were at 1383{, There was considerable pressure to lend gold, and although the “hort” interest has been largly increased within the ast fortnight the borrowing demand wes not equal to the supply. Loans were made at rptea varying from seven to eleven per cent per amum, and at 1-82 @ 3-64 per diem forcarrying. The gross clearings amounted to $85,443,000; the gold balances to $1,786,201 and the currency balances t¢ $2,542,023. ‘The speculative feeling in the room is for the time being bearish, owing to the dimculty and cost of earrying coin, but the unsettlea condition of affairs at Washington, and the possibilities growing out of the impeachment and trial of the President operate against any further material decline. ‘The stock market continues dull under the extat- ing condition of local monetary affaire, but it has nevertheless been steady throughout the day. The mews from Albany that the Railway Committee of the Assembly had unanimously reported against the Eric bill, and that the report had been agreed te by a vote of 83 to 32, hardly attracted remark in the street, and its influence upon the price of the stock was barely perceptible, The affidavit of Mr. Jay Gould, which goes to show that the Vander- bilt party is as deep in the mire as the other side is in the mud, continues to attract attention, and the street is amused at the crimination and recrimina- den in which the rival parties indulge with regard to each other. The claims of the Vanderbilt party to purity and unselfishness of motive in this litigious eontest are thrown to the winds by Mr. Gould’s un- varnished narrative, and the animus of the Jegal proceedings against the Erie party is revealed. It was a stockjobbing quarrel in the beginning, but it has since assumed the max- nitude of a railway war. The representatives of the marrow gauge are trying to punish the representa- tives of the broad gauge, and vice versa, and each side reatens to bankrupt the other. So that if both are te be believed Messrs. Drew and Vandervbilt will come © grief and some day be begging coppers in Wall street. In connection with this contest the report of the committee of the Chamber of Commerce against railway monopolies made yesterday is interest- ing. The committee made a strong protest in favor of the separate management of railways, ‘and recommended to the Chamber an appeal to the Legislature of the State to interpose its authority against all monopoly. Appended to the report was @ memorial to the Legislature on the subject, par- ticularly with reference to the threatened absorp- tion of the Erie by the New York Central party,’ in which attention is called vo the fact that the con- vYention whfh recently met to revise the constitution of the State reported as one of the proposed amend- ments to the same the following:—“ The Legislature shall not authorize the consolidation of railroad cor- porations owning parallel or competing lines of yoad,”’ and the memorial concludes with these dtting werds:— In consideration of the facts above set forth, your titioners earnestly urge upon your haa gp ies to take such early and efficient ‘ul prevent the control of the various lines rela connect this city with the West from passing, by any Combination or consolidation of management, into the hands of a restrictive monopoly, and to grant Se facility to existing roads to improve their con- on, to extend their lines and in every way to @ompete with the estabiished systems above referred a your petitioners, as in duty bound, wil ever ‘34 ts reported that the old directors of the Chicago @nd Rock Island Railway Company have resigned, ‘aad that'a new board was elécted at Chicago to-day. Im view of the expanded condition of the banks @f this city, so far as loans on railway and miscella- Beous stocks are concerned, the amendment to My. Oattell’s bill relating ~ the national bank @arrency offered by Mr. Cameron in the Senate teday was in the right direction, but it was mot put ina practical shape. It says:—“Nor shall @ay bank located in said cities (New York, Boston ‘and Phitadelphia) loan to brokers or other persons engaged in stock speculations any portion of their funds.” ‘There is no abatement of stringency in the moncy Market, and up to half-past two this afternoon the Sepply of loanable funds was as limited as it has ‘Deen at any time since the present pressure set in; but after that time those who found that they had @eeured more than they wanted were lenders, and ‘hts imparted an easier feeling to'borrowers. Loans ‘were made at seven per cent in gold by some of the banks, a8 well as by nearly all the private bankers, ‘ut the majority of the former still adhere to the Principle of not charging more than the legal rate in @arrency. It is not, however, a question of price for Toney 80 much as of quantity. The banks here are eu being drawn upon against country bal- ances; but at Chicago on Tuesday exchange ou this city was very scarce, and some lots sold from Mc, to 70c. premium, while in some quarters it was Whought that it would soon be necessary to remit @urrency. It must, however, be remembered that “Settling Day” in various States will not be until mext Wednesday, and that preparations for the quarterly statements of the national banks will con- tinue throughout the country until the Saturday fol- Jewing. Next week 1s, therefore, not likely to be any better for borrowers than the present one has been, and an aggravation of the stringency to bor- rowers oa miscellaneous collaterals is not improba- bie. The banks have loaned so much on stocks that ‘they have no means left for the discount or purchase ef commercial paper, and their mercantile cus- tomers are complaining accordingly. Where com- mercial paper is negotiated it is either by special favor or at usurious rates. There was an improved feeling in the market for government securities, and under a moderate invest- ment demand and some speculative purchases on yers’ options of thirty days at one per cent above the current quotations prices advanced slightly. Some time ago a young man hired a suit of apart- ments over astore on Broadway, and managed to become very well acquainted with the proprietor of the premises. By means of a forged letter, purport- ing to be written by a well known gentleman in Mo- bile, Ala., whence the young man alleged he had come before his advent in this city, he obtained an introduction to certain offictals attached to the Sixth National Bank. A few days after being known to the bank officers he deposited $80 in the institution, and soon afterwards he presented two checks for $2,000 each at the cpunter of another bank, each check being able to bis own order and purporting to be drawn by Mr. John Sniffen. The bank teller refused to pay the ‘amounts on the face of the checks before the young man could prove that he was the person in whose favor they were drawn. The Sixth National Bank teller certified’as to his identi but even then the teller of the other bank, suspecting that there was a screw loose somewhere, ret w pay the money.
