An important examination involving the violation of the Legislative enactment pasted May 9, 1967, in relation to violasing the secrets contaived im telegraphic commu. nications, was under examination before Justice Dow- ling at the Tombs yesterday afternoon. Wiliam Roche, a young man till recently in the employ of the Franklin Telegraph Company, No. 11 Broad street, was arrested by detective Fustace, of the Contral office, on tho charge of divulging the secrets of a private telegraphic despatch from Washington to Jobn Sammond, a gold broker, of No, 46 Broad siroet; but fur what purpose is best known to the parties most particularly interested. Below will be found a copy of a deposition made In the case by Mr, James G. Smith, Genoral Suporiniendont of tho Franklin Telograph Company :— James G. Smith, of 11 Broad street in said city, being duly «word, deposes and says that hy geaeral sup invendevt of the Frankiin Telegrap Company ; that on the llth day of February, 1565, @ mossage was sont over tue lines of the sad company from Wasuingtos, D. In the present unsettled state of speculation in railway siocka the street mind is very Rencitive to any adverse tendency in the money market, and the moral effect that such a statement as the present exerts in checking operations for a rise is likely tobe greater than those materia! influences which it serves to indicate. Mr, Garfield’s currency bill has attracted considerable attention since it was introduced ia the House of Repre- sentatives, and with certain modifications it has many supporters, His proposition is, op the Ist of December next, for the Treasury to pay gold in redemption of legal tender notes at for one doilar and the 1st of January, 1869, the ia to be one dollar in gold for one dollar and twenty-nine cents in paper, and the difference between paper and gold is to be diminished at the rate of one cent per dol- lar per month until legal tender notes are reduced to dollar for dollar in gold, or, im other words, until coin coases to bear a premium, the exchange of gold for legal tender notes at par to be made after June, 1871. This plan {s not a new ono, for it is based upon Sir Robert Pee!’s bill for the gradual resumption of specie payments by the Bank of Engiand, and Mr. 0. D.
