The suspension of contraction, by strength- ening confidence in values and prolonged eass in the money market, will exert a powerful moral influence which will give the country the fullest use of all the ‘currency ‘hore is in circulation and thereby secure a re- ult practically as exhilarating asa fresh issue of cur- rency, without involving the objectionable features of inflation, The full effect of the law prohibiting the far- ther contraction of greenbacks has indeed not yet been Celt, and it is mach to be regretted that the measure was not pasted sooner. The West is clamoring for iuflation, and the inflationists in both houses of Congress are strongly tepresented, but the danger with which we aro threat- ened from this source should be guarded against, At the same time itis apparent on all sides that further contraction would be suicidal, contraction baving been unwisely carried toa dapgerous extent during the past year and « haif, and therefore Congress should provide for the issue of new greenbacks in exchange for the compound intorest bearing legal tender notes and the throe per cent legal tendor certificates issued In redemp- tion of thess, On the Ist of January there were about @ighty millions of these ontstanding. To cancel this amount of legal tenders, now held almost exclusivoly by the banks asa portion of their reserve, would be con- trary to the spirit If not tho letter of the anti-contraction bill and ¢otrimental to the interests of the country, which have suffered too much by contraction already. Mr. Ingersoll has introduced a bill providing for the issue of forty-five miliioos of now legal tender notes and the purchase and cancellation of an equivalent amount of United States gold bearing bonds; but this farls to meet the case, and therefore an amendatory act should be passed defining the Senate amendment to the anti contraction bill, providing for the issue of new notes for those cancelled, to include compound interest notes three per cent certificates. Beyond this there should be ao further meddling with the currency. Government securities have been quiet all day, but the markot was steady and there was a moderately good investment demand at the counters of the leading Geslors, There was alse a limited inquiry for five- twenties for shipment. The indications are that none of the crude schemes for funding the public debt which have been imtroduced in Congress will pass, and that ‘the dent will be allowed to remain in its present shape. Pending the settlement of the reconstruction ques- (om it would be unwise to unnecessarily disturb confi- dence by tinkering with the Snances, and certainty none of the bills thus far presented to either House is entitied to consideration, as it would be infiuitely better to leave the debt funded into five-twenties than to adopt any of thom. Senator Sherman, from the Committees on Finanoe, vo-day reported a substitute for the bill intro duced some weeks ago by him, bpt it deserves the same fate as the original one, and will doubt ese fail to become law, At the close the market was firm, At the commencement of business the stock market ‘was firm, and all traces of the uneasy feeling of yester- day moroing had passed away.
