———————— ee FINANCIAL AND COMMERCIAL. eaeeRenEERaEEET Weovtspar, Fed. 56 P. M, Gold has developed « rising tendency to-day, under fhe infiuence of the published correspondence between the Presidentand Generai Grant, and in the afternoon Ghis was stimulated by the report that the Reconstruction Committee held a special meeting this morning to con- @ider the subject, which resulted in a sub-committee ‘deing appointed to inquire whether there is any evi- dence of a design on the part of the President to evade or violate any act of Congress and to report accordingly, with a view, of course, to impeachment The fluctua Sions were from 140% to 1412(, with the closing trans. actions at Qve o'clock at 141}. Cash gold was in ‘@uperabundant supply, the “‘short’? interest boing iight, and loans were made at rates varying from Ove to seven Per ces for carrying. Tbe gross clearings amounted to $43,608,000, the gold balances (o $1,915,015 and the our. fency balances to $2,772,116, The steamer Russia took @ut $361,781 in specie. The stock market has been excited and uncettled again by the camo artificial influences which wero s0 con- epicaously at work yesterday, but during the afternoon the uneasy feoling which prevailod in the morn tmg gave place to restored confidence, and prices, which had deon previously dopressed, airec.or in Eri and bis Birelings, and those co. operating with them, sought to ‘Oreate fresh distrust by Ctreulating false rumors regard. ing. the stock of that company in order to depress it for the purpose of buying at the decline, One of the feports invented was that the Erie Company was con- folidated or about to be consolidated with the Boston, Hartford and Erie Company; and absurd as Chis was it was not without some effect in Promoting the scheme for swindling the street organized by the unscrupulous individuals in question, When ‘fallway managers can be found who will disgrace them- sselven and reflect discredit Upon the companies they ‘fepreseat by dopreciatiag the value of its stock and {n- Jaring its credit tm this manner, it 1s high time that they should be brended as scoundrels and cheats if they can- ants consigned to a penitentiary, as they deserve to be; for, practically, it 1s as much a false pretence to manus paleo report in order to break down the price -9f'a stock for the purpose of buying at tho decline as to umiarepresent the value of an article offered for sale in ‘an ordinary business transaction, The largest transac. Mons atall the boards and in the long room between the sessions were in Erie, and the lowest price @% which the stock. sold was 72%; but the latest quotation was 72% a 13. The busivers in the other, leading railway shares was even'y distributed, ut Rock Isiand attracted special attention, owing to the ditigation 4m which the compang is involved respecting the $4,000,000 of new stock, and interost in it has be fevived by the bill which has been introduced in the Towa Legislature, in the interest of the present directors, ‘who are anxious to retain contfol of the road at all hazards, If (he Legislature should pass this bill It would ~simply be dectared null and vold by the Suprome Court, for the provision 1t makes for the postponement of the nual election until June, 1859, is clearly unconstitu- ‘Monal. Bection one, article eight, of the new constitution ‘Of Towa reads as follows :— No tom shall bo created by special Inws, but the General Assembly shall provide by general laws for the organization of ali corporations hereaiter to be created, except as heroinalter provided. Ang section twelvo of the same article further says:— Subject to the provisions of this article the General Assombly shall have power to anend or repeal all laws ‘for che organization or creation of corporations, or grant- tug of special or exclusive privilezes or immunities by two-thirds of each branch of the Genoral As- sembly, and po exclusive privileges, except ag in this article provided, shall over be granted. The fact that the stock of the Rock Island Company ‘Qas declined below 98 under the influence of this bill shows the degree of public confidence in which Messrs, ‘Tracy, Dows aud Company are held. There is no doubt ‘that if a change in the management of the company took place the stock would advance materially and Permanently. With respect to the market for stocits in general there is nothing of a legitimate character to depress #, and the present decline has been caused en- tirely by artificial means, and hence there must be a quick rebound. The glut of money is increasing and foans are made freely at four per cent on governments and 46 86 percont on mixed collaterals, while first ‘class commercial paper is discounted at 5); a 6 per cent, ‘There has beon avery large investment demand for government securitios at the counters of the leading dealers, and aso considerable speculative purchases of five-twenties for shipment, The bauks and other cor- Pporations are investing in bonds in preference to allow- ‘ing a large amount of their fundsto remain idle, and private individuals are doing \ikewise rather than accept the alternative of loaning their money at four per cont. Prices were somewhat yielding during the morning, but ‘im the afternoon there was a general alvance, with very Umited offerings, and a spirited ing for ali the issues of five-twenties ‘The investment demand for the Cen. tral Pacific first mortgage bonds, at par and iniorest, through Messrs, Fisk & Hatch, the Onancial agents of the company, also continued active, and the pubiic will probably take them at this price as fast as the company is authorized ‘to issue th A hundred and thirty miles of the rail- ‘way are already completed and the work is progressing fapidly In Nevada, In this connection we may men- ‘tion that Mr, Joba J. Cisco, the ‘surer of the (Union Pacific Railway company, to-day gave notice that the price of its bonds has been further advanced from ‘95 to 100 and accrued interest, At the close the mar- Kot was strong. At the commene*mont of business the stock market ‘was weak and unsettled, and Erle sold down to 725% and New York Contrai to 125, but at the carly session of the open board there was more steadiness and prices improved, Erie having gold at 73 and New York Central at 125% 01257. At the first regular board the bears Dammered the railway sharo market vigorously, and although active it was ak, with sales of Erie at 72%. Aftor the call the speculative director and bis emissaries continued to hammer Erie and meanwhile bought heavily. At the open board at one o’clook the market was firmer in tene and prices advanced, sales of Er: wing beon madeat 73 073%; of New York Contra at 126%, and of Rock Isiand at 97 97%, Following this thore was a relapse of \% aX per cont, but at the second reguiar board there wasa partial recovery, and New York Ceatral closed % bigher than @t the firm regular board, Rock Island 7%, Milwaukee and St. Pau! preferred 3, Pacifie Mail 7%.
