The Fesult of this diforence of opinion is that tho bill will ot reach the action of the House without so many and matorial changes that the moasure will hardly bo recog- nized as the work of the committee at all. Thue far the disoussions in the House have indicated this spirit, and the committos, unwilling to have any policy enunciated Sxcept as their own, it ts understood, have taken the matter again into consideration and are engaged on modifications aud extensions ia various features which it is now known are the principal poiats of objection, The Western mombers, particularly from Missouri, Towaand Wisconsia, whore tho population is largely foroien and of a class exercising large political in- fluence beyond the more question of numbers, aro Pressing unanimously in favor of the broadest grounds of proteoton, The Eastern members, though they favor the priac'plo, are evidently more disposed to assume a Dellder ground and make the oxorcise of tho armed Powor of the government a thing remote and only war- Fantable in event of a most extraordinary end glaring reach of the relations between this government and her naturalized citizens, Avother important point is Om the question of expatriation, which was en- Ureiy overlooked by the committee, Those favor- (mg the measuro demand a» disunct and bold expression of the doctrine of the right of ox- Patriation aa part of the law of tbe United States, especially with reference to ber international relations with the world at large. At least a dozen amondmonts are now awaiting an opportunity to be inflicted upon the bill of the committes, These will cover ali the different grounds assumed by the various interests and sections of the country. The controversy, therefore, will be of a lively and protracted character, The @peeches already prepared or ia course of preparation indicate @ porfect tornado of ideas om law and policy. The magnitude of the subject has not failed to impress the Representatives of the people, and if all that will be said on the subject may be considered an index of the determination of the government to enforce the doctrine the naturalized citizen of the United States wilt bave no reason longer to complain of a waat of protection trom this govorameat, Hanceck and the Radicals. According to reliable intelligence recetved im thia city within the Jast day or two there is great uneasiness manifested by the leading radicats of the Louisiana Comvention, owing to an impression which prevails among them that General Hancock will not exert either authority or influence towards the olection of the officers provided for by the Convention whon the constitution is presented to the people for ratification, and certain members of Congress of the radical persuasion bave been appealed to by telegraph and by letter to do something, and that apeodily, to tie tho hands of General Hancock, Some of thom ask for special legislation in behalf of ¢he Con- vention, and to substantially annul, in some respects, the power of the District Commander. Among others whose influence in Congress is solicited are Senators Wade, Morton and Wilson, and a number of Representa- tives. The information received here ts to the effect that the Convention disirusts the Military Commander, and are anxious to have special instructions issued to him by Congréss. The question scema to be sur- rounded with difficulties in the view of many members of Congress, as they are not altogether satisfied with regard to the effect of further legisiation to aid in the work of reconstruction in Louisiana, where so many different moasures are in operation to secure that object. The hope has beon exprossed, how- ever, that by passing the bill mow pending, placing the Power over reconstruction in the bands of the General tm Chiet and the effective oxercise of it by Grant accord. ing to the intention of Congress—which 1s, that ho shall use it t provide for any aud every contingency which moay arise—that General Hancock and all other district commanders who do aot accord with the radical party will be forced to give their entire aid to the constisu- tional conventions in their efforts to reconstruct the ‘States On a sound radical basis, or remain quiet aod harmless spectators of their moveraents, Decisions of the Paymaster General in Kefer- ence to Pay of Retired Officers. At rat we wore told that he was to domicile during his stay with Mi. Philp, respectable and prosperous stationer here of the English persuasion. Subsequently is was affirmed that he would be the guest of Senator Sumner—an arrangement that could only be accounted for upon the similarity of their social conditions, Sum- ner being the Chairman of the Committee on Foreign Relations, {t was deemed appropriate that he should entertain the prince of English novelista, the absence of Mrs. Sumner, by mutual consent, affording e striking coincidence im the experience of Mr. Dickens.
