FINANCIAL AND COMMERCIAL. : Sowpax, Nov. 24, 1867. The gold market was, on the whole, steady during the Past week, tne extreme range having been from 1387% to 1403{, with the closing transactions at 140, the laiter Price being bid. The supply of cash gold was in excess of the borrowing demand, and loans were made at 407 Percent premium for carrying, The Sub-Treasury dis- ‘bursed $2,047,000 in payment of interest on the gold ‘Dearing debt and received for customs duties about a ‘million and a half. The shipments of specie and bullion aggregated only $346,075. The government ‘was a seller to a moderate: amount, and the city banks gained $1,764,146 in specie, Although there is a large “ghort" interest outstanding, the street is rather bullish than bearwh on gold, and yesterday the disposition to buy on specalation for a rise was increased by Tumors from Washington regarding the forthcoming report of the Judiciary Committee on the impeachment -f the President. Thus far, however, the effect of the meeting of Congress upon the market has been loss than was expected; but the indications, nevertheless, -are that the debates on the financial question will bo ‘very spirited, and that there will be a lively contest be- tween the inflationisis and the contractionists in both houses, which will make speculation more active, So far as foreign affairs are concerned there {gs nothing to create disturbance in the Gold Room; but the contin- gencies to which we are liable in connection with the large amount of our foreign indobtedness are sufficient tall times to maintain the premium at a higher point than it would command if such foreign indebtedness did not oxist. ‘The offect of the excessive contraction of the cur- reucy during the past year, amounting to more than a Dundred millions, is seen in “the prevailing ‘depression of trade not only in this city but all over the country, and = great snxiety is manifested by the mercantile community ‘with respect to the future policy of the government in relation to the currency. It therefore becomes the 6e- tious duty of Congress to take action upon this impor- ‘tant sunject with as little delay as possible. The senti- ment of the great mass of the people 1s opposed to fur- ‘ther contraction in any.form, and the West 1s clamor- ous for more-legal tender paper, while the South asks for more national bank notes in order to increase the ‘banking facilities in that section. Congress, in dealing ‘with the question, should pursue a conservative course, neither adopting the views of those who would bank- fupt the country by perseverance in contraction, nor of those who would produce a similar result by wild echemes of iniiation, It should amend the ‘act authorizing the Secretary of the Treasury to cancel United States notes at the rate of four millions a month, ‘by providing that no further contraction shall take place, and that plain legal tenders shall be substituted for the remainder of the interest bearing legal tenders 4m circulation as fast as they mature, The volume of he currency now bardly excceds the permanent re- quirements of the country, and in the course of time it ‘will be inadequate. It is, therefore, a mistaken policy which would dwarf the enterprise and industry of mation and inflict widespread d:stress upon its people by ‘Curtailing the circulating medium only to expand it again at ome future time, Mr. McCul- toch, however, appears to think that con- traction is the one thing needful for us, and that specie payments will usher im the miliennium. ‘The warning which the financial history of England, be- ‘tween the years 1815 and 1823, conveys 1s lost upon him in his eagerness to avoid a repetition of that of the old ‘Continental money and the French assignats. The fesults of the efforts of Great Britain to restore specie payments between the yoars mentioned by curtailing the circula- tion of Bank of England notes wero disastrous in the extreme; and, although specie payments were resumed in 1821, busmess was prostrated, bankruptcy was gene- ral, and the distress of the laboring claeses—large num- bers of whom were without employ ment—was so great that bread riots and other threatening demonstrations took place in various parts of the kingdom, and it was mot till five years after resumption had taken Place that the country fully recovered from the pros- trating effects of the undue contraction of the circula- tion. This danger should be especially guarded against in this country, the more particularly as the Southern States are still laboring under the exhausting effects of the war and in need of an abundant supply of currency ¢o assist in the work of recuperation. The daily range of the market during the week was as here shown :— Tho stock market was unsettled and rather bearish in temper, owing mainly to the artfficial monetary stringency produced by the operators for a fall inraiiway shares, mong which were the members of the Erie “pool,” who had been large aeliers in the latter part of the pre- vious week. On Saturday afternoon, however, there ‘was a decided change for the better, notwithstanding that the bank statement was construed somewhat un- favorably on the street, and Erie advanced to71¢ under large purchases by the Erie clique. The general impres- sion now is that the market has turned and that its course will be upward work next week, but so much depends upon the manipulation of the ciiquos that or- dinary calculations, based pon facts and natural causes, are of little value in estimating its immediate fature, The cliques themselves show no consistency of action, being alternately bull and bear for the sake of loading and unloading at the exponse of the sireet, and by selecting Northwestern common and Erie for manip- ulation at advancing figures, and neglecting the divi- ond paying stocks, except New York Central and Hud- son River, they give to the market a very artifical ap- pearance. The bulls have a strong argument in their favor in the enlarged earnings of the railways as compared with those of last year, and the growing conviction in the public mind that railway property is improving in value and likely to rank high in the scale of profitable investments under honest and proper management. The gloomy feeling ‘which prevails in all departments of trade, and the sus- pense with which the action of Congress in reference to the currency ts awaited, are, however, against them; but ‘with the suspension of contraction, a decided improve- ment would at once be experienced all over the country, and the sense of relief would be nowhere more keenly felt than io Wail street, The beavy fall in Pacific Mail, tales having been made as lors as 11834, ex dividend, on Saturday—equal to 121% with the dividend on—hada Sendency, in conjunction with the scarcity of money, to demoraiize the whole market, and, under the circum. sances, it is rather sarty.ising that tle decline in the gen- eral share list waa greater, Northwestern common ad- ‘vanced in the face of the active demand for money, and there wore lagge trnnsactions jn the stock above 57. Money was easy at seven percent, with transactions ‘at six in some instances on Government seurities, until @hortly before two o’clock on Tuerday, when it be- ame suddenly more active than at any time since the monetary panic early in Ostober, and many of the stock Brokers had considerable difficulty in making up their Dank accounts, The stringency continued until Friday, although . the most severe pressure was felt on Wednes- day, whom it became easier; the supply at seven per cont being about equal to the demand, and yesterday there was a still more decided change for the betier, the market having apparently resumed its sormal eondition, Even first class commercial paper was unsalable at the banks unless offered by castomers in urgent neod of ac- commodation, and om the street it wus offered freely at 82.10 per cont without, in al! but « few cases, nding buyera, while for inferior grades there was little or no market at any price, This stringency was aggravated by the distrust following the announcement of the failure of J. K. Place & Co.,@ large house in the wholesale grocery trade, with heavy liabilities and light assets, and rumors of other failures in the same business as well as in the shipping trade, which, however, lacked confirmation, The acts of those who thus conspired together to make money scarce by having checks certified against their deposits, ‘without using them, for the sake of preventing the banks from loaning the money, a8 weil as of those who other- wise withdrew currency from circulation with the same object in view, cannot be too severely deprecated; and if offences merit punishment according to the injury they inflict upon society, the members of combi: to make money scarce deserve prosecution ‘@ peni- tentiary more than many of those who are suffering the penalty of wrong-doing~in the State Prison. It is to be regretted that the Treasury Department saw fit at such atime to still further deplete the coffers of the banks by selling gold, instead of pursuing the opposite course of buying seven-thirty notes for the purpose of re- ducing its currency balance, It is to be hoped that Congress Will see the necessity of legislating with regard to the purchase and sale of securitits and gold by the depart- ment, so as to limit the discretionary authority at present invested in the Secretary of the Treasury. The conver- sions of seven-thirty notes into five-twenties during the week were active and aggregated $11,978,550. ‘The statement of the city banks for the week reflects the recent stringency, but is on the whole more favor- able than was expected from the severity of the pinch. Whilo the legai tender notes have been reduced §3,207, 739, the deposits $3,021,170 and the circulation $4,455, the specie has been increased $1,764,146, and the loans $903,925. It therefore appears tat the reserve of the banks im legal tender notes and specie is $14,408,123 in excess of the legal limit, the iiabilities in deposits and circulation being $208,851,594, upon which the required twenty-five per cont would be $52,212,898, whereas the reserve actually held is $66,621,021; but if we omit to count the specie the reserve is $1,090,987 below the legal limit. ‘The totals of the last two statements stand as follows:— Pert The toreign exchange market was quiet but firm ‘under a light supply of bills, and at the close bankgra’ bills on England, at sixty days, were quoted at 109% a 10934 ; at three days, 109% a 109%; commercial bills, 10824 a 108%; bills on Paris, at sixty days, 5.1614 05.15; atthree days, 5.143% @ 513%.
