In to-dsy’s Herat we print China news dated as Iste asthe 17th of October. The Chinese, it appears, are by no means recon- ciled to the new influences which, coming from Europe on the one hand and America on the other, are quietly revolutionizing their country. ‘The junkmen on the Pei-ho river have grown fierce against the foreigner, and, as will be seen from the news, have made attacks on the flagship of the English Admiral Keppel, and also on the American steamer Wachusett, At Shanghai the fall season had been sickly; smany deaths had taken place, the wife of the The Emperor’s Faith in Peace, Pro- gress and Civilization. A rich mine of bituminous coal had been discovered on the ‘banks of Yang-tse Kiang river, and attempts were being made by Mr. Workman, the British “Consul, to induce the Chinese authorities to allow the mine to be worked by foreigners. It is agreeable to see England and America going hand in hand in all these matters. China stands on the verge of a, great revolution, and the revolution isto be accomplished by Anglo- Saxon, and not by Russian nor any other influ- -ence. Napeleon’s Speeck to the Legislature. Panis, Nov, 19, 1667. ‘The Senate and Corps Législatif assembled yesterday. ‘The Emperor Napoleon made the following speech, in the presence of both Houses:— ‘The necessity of resuming the discussion of important laws bas obliged me to call you together cariier than usual, Reeent events have further caused me to ex- perience the wish of availing myself of your sagacity and your assistance, Since you separated vague disquietudes have arisen to affect the public mind of Europe and restrict the move- ments of industry and commercial transactions im all ‘quarters, Notwithstanding the declarations of my government, which bas never varied from a pacific attitude, the be- Hef has been spread that s modification im the internal ‘system of Germany must become a source of conflict, ‘This uncertainty could not endure longer. ult is necessary to accept frankly the changes which ave taken place on the other side of the Rhine, and to proclaim that, so long as our interests and our dignity shall not be threatened, we will not interfere in the transformation effected by the uuanimous wish of the population. ‘The disquiet that has been displayed is difficult of ex- planation at a period in which France has offered to the world the most imposing spectacle ef conciliation and peace, The Universal Exhibition, where nearly all the sovereigns of Europe have attended, and where the re- Presentatives of the laboring classess of all countries have mot, bas drawn closer the ties of fraternity between. nations, It has disappeared; but its traces will leavea deep impression upon our age, for after having majesti- cally risen, the Exhibition, although it has only shone Mitchel and O'Gorman. John Mitchel, when he came to America, ‘wanted nothing but a Southern plantation and -& lot of good fat niggers. O’Gorman, his com-' :patriot, wanted nothing but a Tammany toma- hawk and @ good fat office, Mitchel failed ; O’Gorman succeeded. “The City Chamberlain and the Interest on j Deposits.
