It can be made to yield a farge revenue to the city by such means as we have suggested, and 1s too valuable to be put into the hands of a set of lobby speculators, even if backed up by the Citizens’ Association @nd the twaddle of all the other respectable old fogies In existence. Santa Ansa and Mexico. Poor old Santa Anna has been tried and sentenced to eight years’ banishment from his native land. The ancient leader of the Church party is again to retire to his lotty perch upon ‘the island oi St, Thomas and analyze the causes of his last failure to start a Mexican revolu- ‘tion. The truth is that there are no elements left in Mexico as a basis for revolutionary effort. The people are tired of the bloodshed ‘which the Church party has occasioned, and are now determined to inaugurate an ers of peace and prosperity. There are, however, some interests at work which are still inimical to Mexican stability, and these are the French wardebt and Maximilian loans. United they comprise two hundred and fitty millions of dollars. Louis Napoleon tried to foist Gen- eral Ortega into a transient power sufficiently long to have him sign a treaty acknowledging the intervention debts, but it was « miserable failure. The late Santa Anna move:nent was in the same direction, and also a failure. It speaks well for Mexican stability. As matters stand now Santa Anna may go to &t. Thomas or come to Staten Island, and, with his “honest Iago” secretary, commence new ploitings for Yevolution or for empire. At all events, the old Church champion has saved his body this time on the plea of imbecility ; next time we doubt if he will be so successful.
