_—. FINANCIAL AND COMMERCIAL. Monpay, Nov. 4—6 P, M _’ The gold market was heavy this morning, and after oping at 140% it declined to 139%. In the afternoon, Rowever, it became firm, mainly in consequence of pri- ‘vate telegrams reporting that the Roma. question was ‘Assuming a more threatening aspect and that apprehen- ions were entertained of Prussian interference, which tm the present state of feeling between France and ‘Prussia would seriously imperil the psace of Europe, ‘The price advanced at one time, in the midst of much @xcitement, to 14134, but a relapse to 140°) a 14074 suc- ceeded, from which point it reacted again to 41a 141%, ‘the closing quotation. Thero was a good deal of buying ‘to cover “‘short’’ contracts, im anticipation of a higher Premiwm, and the feeling mm the room is somewhat fess bearish than it was at the end of last week, although the “‘short’’ interest still outstanding is heavy. “The gross clearings amounted to $63,044,000, the gold @alances to $1,517,110 and the currency bulances to $2,190,276. The supply of cash gold was in excess of whe demand, and loans were made at 2 a 6 percent per apoum for carrying. » The stock market has been drooping and unsettled, and a further decline in prices took place throughout ‘the list, akhough late in the afternoon there was a par- ‘Wal recovery. Northwestern common was held steady @t about 47, but the preferred stock was weak, under a Pressure which was attributed to sales of fresh stock @y the company to enavie it toy pay for the “Winona line of railway which it recently purchased, “There was a moderate degree of activity im Pacrfic ‘Mail, and as the annual election of the company 4s to de hold on the 21st inst. more than usual interest is manifested in its affair, ‘The present managers have mevor issued anythivg more than a balance-eheot to in- form stockholders of iis condition, and in view of its @normous assets many of the latter are by no means @atised with the expla ns which have been given of the reasons for reducing the quarterly dividends from five to three per cent. According to the evidence @iven last March by Mr. McLane, the president, before the Legislative Committee of Inquiry appointed to in- ‘vestigate the cause of the sudden decline in the pnce of the stock from 240 to 116, the company at that ume fad assets to the amount of more than thirty-five ‘millions—namely, tu cash and bonds, $5,500,000; dm cash loaned, $2,030,000; im bills reccivable, $500,000; in coal, $1,600,000; in supplies, $500,000; ‘8n twenty-seven thousand shares of the company’s own. “tock, $4,000,000; in real estate, $1,300,000, and in meamers, twenty in number, actually built avd runnjng, $20,000,000. He further said, “I think the stock is ‘worth to-day more than 150. as the executive officer of ‘€be company I would not sell {t for 150” That was on ‘the 25th of March, 1867, und the assets of the company are understood to have largely increased since then. ‘Yo there are no indications that the old rate of divi- sdends will be resumed, and the company’s officers en- deavor to make it as much a close corporation as possi- ‘ble by rofusing to exhibit their transfer books to the stockholders, unless when compelied by a mandamus. Ut is generally hoped tbat the next election will result in @uch a change of management as will give the stockholders whatever they ate justly entitied to, to- gether with a periodimal statement ef the condition of ‘the company’s affairs, Tue bull cliques in railway abares find that their power over the market is dimin- debing and they aro consequently anxious to unload; ‘Dut.in the event of s large “short” interest being cre- ated they would find it tu their advantage to suddenly rally it by buying more, and thus make a market to sell on. It is, therefore, still about as dangerous to sell stocks ‘short’? asto buy them, although the natural ‘tendency is downward. Money was considerably more active than on Saturday, @nd most of the ‘loang on call were made at seven per Cont, although there wore not a fow transactions, early 4m the day, at six. The change was attributed in part to @peculative manipulation to produce depression on the Stock Exchange, and itis by no means unlikely that this was tho case to a limited extent. The discount fino was rather more stringent in consequence, although Che banks took the best grade of thoir customers’ paper ‘@t the legal rate. The statement of the associated banks of this city for ‘the week ending on the 2d inst, shows, when compared swith that of the previous week, an increase of $1,014,124 dn legal tender notes, $5,145,596 in deposits, $77,996 in Circulation, $2,813,371 in specie and $416,770 im loans. “Tive totals of the present and preceding returns are as eubjoined :— October 26. November 2. 18,096,800 19,414,424 The foregoing figures show that the reserve of the Danks in specie and legal tender notes oxcceds the re- quired limit of twenty-five per cent on deposits and cir- oulation by the sum of $13,303,902, tne amount required @n $212,246,800 of deposits and circulation being $53,061,700, while the actual reserve is $66,370,602. At the samo time last year the condition of the banks ‘was as follows, and the differences appended are those Dotwoen the two returns dated respectively November 3, 1866, and November 2, 1567:— Nev, 3 v. 2, 1867. 1866, $24,582,047 212,088 2 . 3,570,869 224,841,699 Dec.. 46,631,971 see 74,900 542 Dec.. 17,594,775 If we extend the comparison to the same time in each of the three previous years we find the following Nov. 2, 1867. At the first reguiar board there was considerable pres- are to seit both “long” and “short” stock, and the ‘market was weak. Pacific Mail was active and rather Beary, owing to the efforts of some of the present man- ‘agers of tho company to depress it in order that they muay buy back the stock they sold some time ago, whea @0 oppomtion to re-election was anticipated. Following the call Erie declined to 705, and the rest ‘of tho railway list weakened ia about the same propor- + tion, At the open board at one o'clock there wasa ‘omporary improvement in prices, but only a limited demand for stocks, New York Central sold at 111 a 111% ; Erie, 111%; Reading, 96% 897; Michigan South+ ern, 173; 0 7714; Cleveland and Pittsburg, 81%; a 8134; id and Toledo, 101; Rock Island, 9474; North- “western, 473; ; do, preferred, 6434; Fort Wayne, 96% ; ‘Western Union Telegraph, 3274. After the cali sales of Erie were made on the street at 703s, following which within a few moments the price rose to 70% @ 71, and during the rest of the aftornoon the market gradually gained strength, At six o’clock the following quotations were current:—Now York Central, 111% a 11134; Erte, 71% &@ 713g; Hudson River, 1253;; Reading, 9634 a 965; ; Michigan Southera, 763{ ® 7645;; Cleve’'and and Pitts- burg, 813% a S13; Rock Island, 943; a 945;; Fort Wayne, 9614 #97; Northwestern, 467; 2 4714; do, pre- ferred, 63% a 63%; Pacific Mail, 141; Ohio and Missis- sippi certificates, 24 @ 25; Western Union Telegraph, 82% a 32h. . Other bills were rated thus:— Bbign Bh 5.18% a 5.173 Mining shares were extremely dull and heavy. At the first board Edgebill Mining closed 15c. lower than at the same time on Saturday, selling at $4 10; Davidson Copper 15c., selling at 85c ; Consolidated Gregory Gold 15e., selling at $5 85; Rocky Mountain was 10c. hicher, selling at $4 10; Corydon sold at 48e. (s, 3). The trade of the city is without material recovery from the semi-prostration under which it has been laboring for some little time past, but there is aslight improve- ment in the tone of feeling, owing to the impression that prices have declined so far that they have nearly, if not quite, touched bottom. This applies particularly to the dry goods trade, although quotations for some grades were marked down considerably further last week, 80 as to adjust them to the prices of other fabrics, which had decimed disproportionately in the previous week. Considerable irregularity in prices is still com- Plained of, however, and there are wide differences be- tween the views of buyers and sellors, the former still showing hesitation, and the latter belug anxious to find & market for thoir goods at the current quotations, The decline in gold gave a drooping tendency to foreign manufactures, and prices for these, as well as domestics, were lower than inthe previous week. The market for Taw cotton was dull and rather heavy in tene, the de- cline being about one cent per pound in currency. This was due to the decline in gold, the high rates of freight to Liverpool, the dulness of the market there, and the weakness of that for dry goods here. The re- ceipts at all the ports for the week were 36,129 bales, against 50,723 bales for the corresponding week last year, making the total receipts since September 1, 141,294 bales, against 160,982 for the same time in 1866. ‘The foreign exports since Septembor 1 have aggregated 35,052 bales, against 66,065 bales last year, and the stocks at all the ports aro now 115,970 bales, against 294,090 bales at the corresponding period last year. The large stock of East India cotton in the English market is the main cause of the low price at which the staple is now selling, and, forthe time being, we may be said to have lost contro! of the cotton markets of the world, This is the strongest argument that can be brought be- fore Congress in favor of the removal of the tax on cot- ton, preparatory to the planting of the next crop, for at the present price it will hardly pay expenses to grow it. Consols and American securities were quoted thus in Erle Llinols Gantral’ A Chicago journal of Saturday thas remarks upon the condition of the local money mark: In financial circles there was generally less activity, and in some quarters it was Femscances dull, The de mand for money was less though in some quarters there was # tok ly i tout call from grain specalators, to ort for options delivered them to- ay. This class of borrowers mests with little favor, and many applicants were odly to seek the open market. The offerings of time bills were more liberal, and these the banks made a point to accept to the extent of their ability, Tne market is oe and stringent, and @ great deal of speculation is obliged to seek the street, where in some instances 3 a 4 per ceut per mouth is ch op sbort dated paper. New York tunds were in better supply in the forenoon, and sales wore made at par to 25 cents promium between banks, but in the afternoon there was a decided scarcity, and sales were made at 40 cents premium. ‘Some of the largo drawers were again obliged to ship currency—to the extent of fully one-quarter of a million. A Cincinnati paper of the same date says:— ‘There is no essential change in the money market. The bankers ioan money to their depositors as far as they are able, at the customary rate of 8a 10 per cent, and with some there isa gradual easing up of the ex- treme stringency which has prevailed; but paper is still scrutinized very closely, and only undoubted names are accepted. In the open market there is still a pressing demand, and some first class paper passesat 12 per cent, while 15 a 18 per cent are not uncommon rates on good mercantile paper. There somo money loaned on call at ten percent; but not much is done in this way. There is a very active mand for exchange, and counter rates are firm at par buying aud 50 cents pre- mium selling. Transactions between bankers occurred at 25 cents premium, and some currency was shipped. The indications are that rates will advance to 1-10 pre- mium, selling.
