FINANCIAL AND COMMERCIAL. Tuvespar, Oct. 31—6 P.M The gold market was further depressed this morving "oy the European news, wuich was construed in favor of ® pacific termination of the Garibaldi difficulty, aud the Opening transactions were at 1407{, from which point there was a decline to 14014, the lowest price touched, A steady advance to 140% followed, and the closing Quotation was 1405; 3 140%, There wasan active bor- 1-64 per cent per diem im favor ‘the coim and 1 a 2 percent per ann The gross clearings amounted to $74,551,000, the gold ‘Dalances to 1,341,388 and the currency belances to . $1,080,121. The tora) amount of gold certificates issued dy the Sub-Treaeury up to last evening was $226,519,920, of which $198.516,000 bad been redeemed, leaving $26,703,920 outstanding. American silver ia quoted at “434 0 53 per cant below the price of gold, and Mexican dollars are rated at 102}, #103 in gold. The steamer ‘Union took out $77,200 in specie, Opinions differ widely as te the futere course of the premium, but for the time being the bears are largely in the majority. ‘Coming annual report and show that he has contracted ‘the United States notes to the full extent of his ability “@ince the act suthoriaing him to contract came into operation, It ts neediest to say, however, that undue haste in contraction, and other measures with a view to fesumption of specie payments, would only defeat that ebject, and ali the words ef promwe or entreaty that the Secretary of the Treasury may utter will have ‘Aittle or no effect in hastening the approach of a perma- nent resumption by a single day; but injudicious efforts to force a premature resumption can hardly fail in doing “much to retard it, The currency has siready been con- ‘tracted too fast, and we trust that Congress wil! during vthe next seasion withdraw the authority which the Sec- ‘wetany has to curtail the volume of United States notes at the rate of four millions a month, ‘The supply of money available for use on the Stock Exchange con'inues in excess of the demand, and loans ‘wore made freely at 6 per cent om mixed collaterals, «and, in some instances, to the leading dealers in govern- Ment securities at 5 percent. At the same time there is a growing dwposition on the part of the banks to in- erease their discount line; but only prime paper is in fa- vor, and the transactions are almost exclusively confined to the offering: of ther own customers, the rate being q@oven per cent; but outside of the banks even the best mames have to submit to 8a 10 per cent. . The indica- tions are that the prevailing ease will extend through the coming month, although the seven per cent rate ‘may beeome general whire it is now wholly excep- ‘tional, Themonetary facilities at the disposal of the Stock Exchange are, nevertheless without any appar- vent effect in stimulating speculation, and the bull cliques have the game nearly all to themselves, Higher prices are freely talked of, bat languor steals over the market whenever the ciiques abate their active ‘manipulations, and. to-day its tendency was throughout drooping, alihough Ro material decline was established, The dulness und depres.ion in ‘trade here and elsewhere are advorse to higher prices for railway shates, with, perhaps, one oF two éxceptions} bu: no one knows what to expect in a market goversed by cliques and supported ‘by artificial influences which are liable “ be withdrawn Or strengtheoed at any moment | There wasa moderate business transacted in govern- ‘ment securities at the counters of the leading dealers, and the market was firm, and for the old five-twenties of 1865 strong, partly in consequence of the large “short” interest in’ them, which bag led to an active Dorrowing demand and caused sevoral firms to fail in making their deliveries, At the clove the entire market ‘was strong at the subjvined. quotations:—Registered, | 1881, 11156 @ 21194; coupon, 1861, 112 a 11234; 5-20’s, wegistered, 1862, 104 a 10434 ; 5-20’s, coupon, 1962, 1125 @ 112%; 5-20's, Coupon, 1864, 100% = 109%; 5-20's, coupon, 1865, 110% a 11034; do. do, January and July, 107% @ 10734; 5-20’s, coupon, 186%, 107% a 107%; f10-40's, registered, 100% n 10034; 10-40's, coupon, 1001; 100%; gold, 14054 'n 140%; ; June 7-30's, 105% @ 105! ‘July 7-30's, 10534 © 1053; ; December compounds, 1864, 418% a 119; May do, 1865, 11734 11734; August do. ‘do., 116% & 1165;; September do, do, 115% a 116%; October do. do., 115% 0 116. ) At the comimencement of Dufiness the railway share market was dull, but steady, and at the early session of the ‘open board New York Con fit sold at 113%; Erie, 135 0 ‘73%; Michigam Southern, 7034; Cleveland & Pittshurg, 8344; Rock Island, 9734 a 0734; North Western, 483; do. preferred, 665; » 66% ; Fort Wayne, 08. “ At the first regular board there was diminished firm- mese, but a moderate sod well distributed volumo of | ‘Dusiness was trangacied. rio closed 14 higher than at the same time yesterday; Reading %, Cleveland and » Pittsburg $f. A Montreal paper says that the Commercial Bank has transferted the promissory notes and bills it had dis- counted to the Bank of Commerce, which bank will demand payment for them in current funds and de cline the bills of the suspended bank. There had already been considerable speculation in buying up Commercial Bank bills at s discount, for the purpose of paying notes maturing with them at that bank. The transfer stops that operation, and as there was the amount of $1,248,979 in circulation when the bank stopped, this step is one which will produce considera- ble effect im the country. The question is one which is open toa good deal of discussion. In ordinary insol- vency the statatory principle of set-off is founded in commoe sense and justice, but it is not so simple in the case of debt which is the form ef a circulating medium. The diflerence ja the settlement of the accounts of the Pennsylvania Railroad Company and the Philadeipbia and Erie Railroad Company, the former being the lessees of the latter, was brought to a conclusion on Tuesday last, The amount in dispute was origiaally fourteen hundred thousand dollars.
