—— FINANCIAL AND COMMERCIAL. Saroxpay, Sept. 21—6 P. M, There was diminished excitemontim the stock mar- ket to-day, and although prices declined at the opening Below the ciosing quotations of last evening the ten- deucy was afierwards towards improvements, and an Advance of about ono per cent was established in the afternoon. The fluctuations were frequent, but not wide, and the panic of the previous three days appeared tohave spont its force. The bulls are, however, still surrounded by a multitads of Job's comforters, Bank officers, almost without exception, say that money will “be more active next week than 1 has been Yhis, and continue so until after the first Monday fm October, when the quarterly returns of the caational banks are made up. The bears still talc cond- dently of a terrible time to come, and confidence in the future of tne market is by no means re-established. Those who can hold their stocks, however, over the next fortnight bave nothing to fear, as a strong upward Movement must, in tho nature of events, succeed the present artificial deprossion, and those who are bearing stocks now will be bulling them then. The demand fer mouey was met more freely than yesterday, owing to ‘the desire to get two days’ interest at seven per cent, ‘but in some instances this rate was paid in gold. The drain westward is undoubtedly on the increase, and i@ sow very heavy, but there was Rothing in this featuro of the monetary mtuation te ereate uooasiness when the money panic ‘was engineered on the Stock Exchange with the assist- ‘ence of the Treasury and the banks. The rate for firas ciass commercial paper continues to be seven per cent, but avery good quality is rated at 8a 10 among the ‘note brokers, The freasary resumed its sales of gold this morning, and aftor opening at 1425% the price declined to 14244; but from this point a steady advance to 143%, the ‘losing quotation, took place. The evideuce against chem was of such a character that but little tim» was losiby the magistrate in fully committing them for trial before tho Grand Jury at White Plains, to which place they were conveyed for safe keeping later in the day. The man- ner of their arrest was somewhat different from the usual course pursued in such cases, and was as follows:— On Thursday information was received at tho police station house at Yonkers to the effect thattwo young fellows were ondeavoring to dispose of a horse and wagon undor circumstances of a rather suspicious character, at & livory nes on Mechanic street, in the village, kep® by a Sergeant Mangin at once proceeded thither ri the garb of a s‘weathor beaten mariner.” So ‘weil was the character of the old sea captain delineated by the sergeant that tho ‘horse dealers,” although pro- fessed!y boatmen, failed to discover the dieguise.
