—_— YSTITOTIONAL CONVENTION, SPECIAL CORRESPONDENCE OF THE HERALD. May 1. 186S— “The Canal and oes Articles Still Under Discussion—Postponement of the Hearing of the Lignor Dealers. Aunaxy, Sept, 13, 1867. ‘When resolution time was reached this morning some interest was manifested on both sides of the house to know if Mr, Callahan, the democratic member from ‘Kings, would call up bis resolution of yesterday for a recess of the Convention from Octoberl to May1, He remained sileat, however, and no further action has been taken upon the subject, The democrats are impolite ‘enoup’s to call Mr, Callahan a fool for making the pro- position, He acted entirely without the sanction or even knowledge of his colleagues. It was either 4 guerrilla act on his part, or else, as his party sus- peo’, he was trapped into offering the resolution by some strategy of the republicans, His political friends tried to induce him to withdraw it this morning, but he refused, He does not intend, though, to call it ‘up, but will leave it on the table, subject to whatever dis- Position the emregency of the future or the necesities of the republi: may assign it, Much feeling exists on ‘Doth sides regarding the matier, The republicans are growing more anxious every hour to bring it on th tapis. The democrats, though equally willing that a recess be taken, fold their arms and refuse to intiate er participate in uny such proposition, They say the onvention was called by @ republican majority, in fan election ordered by & republican Legislature, and that in {1s composition it has a large repablican prepon- derance. Ali ihe responsibility of the delay and the waste of time and of money which will attend an Adjournment over to next year must attach to that party. A compromise is freely proposed the republicans to-day. They offer to ‘divide the re- sponsibility’ of the step with the democrats; but the later not only refuse to make this agreemé but declare they will yote solidly against the resolution. This will not defeat the measure, 1 republicans have folly settled upon withholding the submission of the new constitution for another year, and they are only anxivos to back out of the present ulty with as good grace as possible. THE CANAL AND FINANCE QUESTIONS still drag their siow length along. Sy a grand coup last t the canal men succeeded in having a slight incu. bus of $18,000,000 removed from the debt for which the canal revenues are pledged. There is a good deal of i bustering on the remaining sections of the two arti- uta think the canal men are secretly chuckling or the victory which they have won, for it is ao great deal more advantageous than expected when they started out, and they are ng ® show to conceal their real feolings. qh cereally Jooked very gloomy for “enlargemenv” when the diseussion commenced, as all the democrats ‘were committed to support the finance report, thereby throwing their balance of power with the republicans ‘who were opposed to the canal men. The compromise re has been effected ts all the more gratifying to the ter, ‘THE LIQUOR DEALERS AND THR CONVENTION, ‘The Liquor Dealers and Importers’ Association of New. York, was to have been heard this afternoon in the Con- vention chamber before the Committee on the Adult ation and Sale of Intoxicating Liquors. Mr. James Smith, one of the gentlemen who were to havo pre- sented the views and claims of the association on the subject of unjust Rxcise laws and kindred topics, was saddenly taken sick this morning in Albany, and the committee ae a the audience until Thursday next, ‘al four o'clock VISIT OF GOVERNOR CURTIN, OF PENNSYLVANIA. St. Lovta, Mo,, Sept. 13, 1867. The Montana Post says that an exploring party, which has been to the headwaters of the Yellowstone river, has just returned, and reports seeing one of the greatest wonders of the world. For eight days the party travelled through @ volcanic country, emitting blue flame and a living stream of molten brimstone, The country was @mooth and rolling, long level plains intervening between rolling mounds. On the sammits of these rolling mounds were craters, from fourto eight feet in diameter, and everywhere on the level plains were smaller craters, from four to six inches in diameter, from which streamed a blaze and a constant whistling sound, The hollow ground resounded beneath their feet as they lied, and every moment seemed to break through. Not a living thing was seen in the vicinity. Ters gave it the significant appeliation of ifell, ATMOSPHERICAL PHENOMENA. ‘The heavens last evening were most bounteons to the inbabitants of New York, in the display of tucir won- no less than two distinct atmos- Pherical phenomena being presented to the astonisied vision of enthusiastic star gazers. Between balf past seven and eight o’clotk, soon after the sun had sunk to rest beneath the western horizon, there was a magni(l- cent exhibition of the Aurora Borealis or * Northern This peculiar appearance of the sky, which bas been well termed the Aurora, in consequeace of its beauty, originates from some especial magnetic qualities in the atmosphere, and it is rather early in the season, as cold weather has not yet observed so far south. was on view, chanced to be in the streets or treated toa most beautiful sight, The Aurora com- menced ju the west, but gradually worked round to the north, being most brilliant when it was exactly in a northwesterly direction a3 observed from the Hrrat> building. Sharp flashes and streaks of pale rose colored light darted across the sky, succeeded by a bright central pillar of bluish fire, cross-barred with lighter tinted streaks, which appeared to rest just over tn the northern extremity of the Astor House. The light grad parent green, which then filled up all the northern quarter of the heavens, and las'ed for some time. Occamonaliy the flasves ot the Aurora would be Percetved again, lighting op cr goon after it began, as regards The Northern Lights, howe ders to be seen iast night, for moon, which the savans had declared—much they know about it—would be invisibie in New York. Instead of being invisible, this phenomenon was vividly apparent, for just about twenty miautes to eight o'clock the dark in could be seen resting across the upper balf of fair Diana, the orb of light. The eclipse reached jneiion close on eight o'clock, wuen a body of biack clouds swept across the sky and hid the moon and all the wondrous changes that were being wrought on ite surface from those who were eagerly watching it, One atmospherical phenomenon is thought a wonderful at when we have no leas than two the event certainly deserves to be chronicled, TRAGIC OCCURRENCE.
