NEW YORK HERALD. MUNDAY, AUGUST 26, 1867, POLITICAL INTELLIGENCE. CiTY POLITICS. Position ef the Cen- Oftices—The Scramble for Other Spetle Mozart Hall Again im the Field—Fernando w '» New Petitical Pronuaciamiente— The December Election—The Mayeralty— Five Candidates in the Field. ‘The strong internal dissensions in Tammany Hall, the Prevaiiing dissatisfaction With the exclusiveness and eorrupt practices of the managers of that inatitutios, fegeiber with the selling ous of the old, time-honored ‘Wigwam and the.attempt to follow in the wake of the aristocracy of our city in removing the venerated shrino ef Tammany from the hallowed temple dowa town to the aristocratic centre where the uew fane is to ariso— all these things have tended to disrupt that once power- ful party, and to disgust the men who erst faithfully voted the regular democratic ticket upon all ocossions and wnderall cireamstances, The hard-Osted democracy do met like the display of so much pretensions on the part @f weir new and untried leaders, and there is, conse- quently, kicking in the traces belind to an extent likely to back she whole machine—Grand Sachem, Secbems, Sagamore, Wiskinssi and all into the ditch. t7 fea subject of gonerai remark and opea erkiciam and downright censure that City Chamberlain Bwoony, heretofore “Jack fellow well met with the Dboys” goveraliy, is geting arisiceratio and pants for wocial rcog itm 2q.arers ho would formerly sneer @tauddocry. The boys do not like this, they feel them- seives cnubbed, and it neod not be * matter of surprise M (be whole Tammany wactiao is smashed up in the Movembor election by these very same outraged boys who vow the regular Ucke Many who run with the machine at the p aent, anticipating its dissolu Udon only as @ question of lime, think it might as well £0 thon ag in tho Decombor election, when its defeat is sortain, Those best posted, and who are !n the habit of ventur- Ing Wagers. on the resait of the elections, contend that the Tammany Hali candidate for Mayor will bo defeated, whoever he may be, and that should the present incumbent be reaominaied he would be more easily defoated than any otner man Tammany could put forward. It is atgued that the December election will De free from the !-sues and influences of the November @lec:ion; and past precedents show that Tammany has been always weaker whon thrown upon local issnes than ®t othor times, So tort in December she must run her tucket on Ler own ‘solaied iniluence and prestige, dis- connected from the aid she receives at State elections, ‘The subject which, in connection with the present ‘Tammany leaders, gives the greatest amount of dissatia- faction, is the fact thst there isa little cotorie which mevis evory day in the City Hall, at what is aiod “Roome’s Lunch Club.” This is made up @f the Mayor, street Commissioner Mclean, City @hamberiain Sweeny, the Comptroller and Corpo- mation Counsel These heads of departments not ealy enjoy the goods the gods provide on the occasion, bei discuss and arrange the nominations to offices and the distridution of the spoils with an exclustveness and Mdisregard to tbe feelings of their natural allies, the corrupt boards of the municipal government. Great dis- sontent was thus bred im the camp, and after consultation among the joteres.ed, other rings and cliques bave also deen formed to chockmate, if possible, the moves of those who wanied to keep ihe bail always at their own feo:, The must influential of tbe minor rings ie that mad> up of a combinat.on of tho Supervisors, Aldermen and Common Councilmen, who, jealous of the higher @fficial dignitaries, are secretly concocting schomes to fhwar! and counteract thoir stratagems aud plans for the egarandizemout of themseives and special friends. Among the outsiders who bang on the verge of either ring ‘Wis predicted that Tammany ison the eve of an explosion which threatens to overwhelm all the factions dependent on it or connected with the organization which draw from it all their vitality aud strength. The overthrow of ‘tbe whole Tammany cabal is looked forward to by the great body of our citizens as the first step toa re- duction of our taxes, as it is only through the combina Wena among the corruptionists that control our mony aipal government that the teres have increased ip @ fow years from nine to twenty-turee milliona The great principles that underlie the organization of tho @emoccatic party Lave Bo part or parcel in the echemes of theso wen. It is a matter of supremo indifference to the ring when or by what means the Southern States may become reconstructed and tho Union restored, or what may: ‘be tho policy of the pa Sonal aiminetration, so loug as they can bold the reins of power in Tammany Hall. They have not the capacity to get beyond local questions, end toey have but one Aden even wih regar «i Lo tho settioment of (hese, toat is, whether it will conduce to thelr personal advantage aud the continuance of iueir control over the orgaaization Feoogn zed by the State Convention as regular. THR LGURF AND THE Fron. With regard to the November election there exists reat uncertainty as to the issues to be submitted to the electors, growing out of the fact that none can positively foretell what the Couetitutional Convention at Albany may do with regard to local ollices. There is great doubt yet ns to tue measures of reform that body may submit to ihe people's votes in November next, For instance, there fs the abolition of iho Board of Supervisors, which will do away with th necessity of re-electing ay more, for ever, those eormoranta, under the ba noo toe Board of Supervisors, that have 60 jong and 0 rapacously and cravingiy devoured the city treasury.
