INANCIAL, AND COMMERCIAL. Wepsrspar, August 14—8 P.M. railway shate market was very dull durmg the iriy part of the day, but In the afternoon it ‘became what more animated and firmer under the efforts of of the leading speculators to promote activity and hduce the small operators to become buyers. There. is Genera: disinclination, however, to buy stocks at presen! and not without reason. If the leading bulls suc- 4 in advancing quotations they will de foremost the sellers and the reaction will be prompt, for 13 no outside demand (0 susiain the market, the bull combinations are already loaded th a heavier weight of stocks than they secura im carrying. The extreme monetary is the mainstay of the market, without which it ould sink of ita own weight in the face of the provail- duiness, As it is, heavy decline is improbable; if the loading bulls are able and willmg to continue ying stocks an advance may be promoted, but in that t the succeeding relapse will be all the more violent consequence. An attempt was made late in the after- on to revive the interest in Erie, but the public wil! jeil to leave that treacherous football of the street lone. ‘There are signs that a limited drain of currency west- d has sot in, several of the banks having remitted oderate amounts to that section this week ; but it is hor too early in the season for it to assume im- ace. Moreover, the surplua of capital at this pentro is so great thas the movement of currency wost- will be likely to progress for soveral weeks before it exerts any disturbing effect upon the money market. Lo con! nue to be made freely at 4 a 5 percent to the Stock Exchange, and the leading dealers in government @ecurities are still enabled to borrow large amounts at ree per cent. The first issue of seven-thirties matures ‘morrow, and the Secretary of the Treasury has ex- @ended tno time for converting the notes into five- @wonties to the 15th of september. The amount of these siill outstanding is supposed to be little more @han ten millions, the other two hundred and ninety ‘millions having been converted into bonds. Owing to tho method of stating the whole of the three series of @even-thirty notes in one sum in the monthly dobt state- Menis it is, however, impossible to state ollicially the Sotal of earch serieg outstanding. |} At the early session of the open board railway shares ‘ere dull but steady at the closing prices of last evon- fing. Dear Sm—On my arrival in tno city this evening from the East I find that the Harris family needs some attention, I was much surprised to notice that you an- nounced my brief note as coming from the pen of my honorable namesake, and could but smile at your mis- take; but on seeing the Tribune this evening I smiled out loud to seo the Hon, Ira Harris’ disclaimer, not only of the authorship, but likewise of the sentiments of that tetter. Then, Senator Harris confesses that he seat his sous into the field to fight for negro enfrauchisement and the disfranchisement of the Southern people! T envy not my eleventh cousin his position in the his- tory of his country, Ho, too, then, is enlisted in this crusade against tho institutions of our fathers, Judge Harris ought to comprehend and foe! the force of my arraignment of him for the light im which he places himself in his disclaimer in question, He is a jurist and Astatesman, and as such knows well that our national constitution is being subverted. He of course understands the theory of that constitution, and ts familiar with the views and principles of the great statesmen of 17: The vital importance of checks and balances in thi framework of our government reasons why our fathers labored ra independence of its throe great departments, to wit— Without the entire fforent branches of government, aptee, in times of civil commotion and creat political strife, for the liberties of tho people, But what is my cousin, tocether with his Congress, doing? Pause, men rica, and look at the spectacle, Our Congress has become a junta, or, still worse, a direetory like that which swayed France during its revolutionary period, until tho little Corsican was hatied as a deliv. erer of the people from its rule of revenge and corruption, The Executive is stripped of all power, and can only, by abject self-degradation, consent to remain in office.’ If animated by the least spark of self-respect he would vacate it at ouce. This absorption or usurpa- tion of all the departmenta by that fanatical Congress 13 & most sorry and lamentable ie, Congress over- rides the President becanse he acts wrong! Who, in the name of Heaven, made the national icgisinture the ad guardian of tho Executive? And if Con- Properly. at their discretion, take away tho the President, whers shall we flnd any checks in our system to departmental usurpation and the final overthrow of our institations? That wretched Congress is now at that wicked work. They have pow the requi- site two-thirds vote, and to retain this fleld of usurpa- tion, three or four millions of negroes are to receive the franchise by a most outrageous infraction of tho national ution. Pen cannot express the indignation every honest and patriotic heart feels at the course taken by the pestileni body which now rules this, yee land, “There is a rod reddening in the clouds,” Now, no ono knows these things than my honorable namesake, aud I regret that he is pot mora inspired by them to manly independence. But, Mr. Editor, you strack another noble blow for your country fn this morni Hrnatp. I caunot thank you enough. Tt rejoices me to see that the voice of statesman ip and patriotism is not entirely extinct, You are rizht, and will yet moet your reward in the gratitude of the Ameri. caa people.
