He proposes a liberal interpretation, whereby the Southern whites will have a chance in this business of the reorganization of the ten onisido Sonthern States. Tho radicals propose nad have inaugarated a rigid and infleSle enforcement of the law: inst the Southern whiles, and have shown Mberality only to the blacks, whereby the political destinies of tho several States concerned may fall into their hands. The question thus presented is whether the ten excluded Southern Stace, as a national political balance of power, shall be controlled hereafter, for ten, twenty or filty yeors, by their five hundred thousend nigger voters, as they were for seventy yeors before their rebellion by their three hundred thousand nigger drivers. Is the country at lerge prepared and ready for the transfer of the political power of the South from the late oligarchy of slavebolders to their emancipated negro slaves? Is there no half- way hoase of safety between the one extreme and the other? President Johnson thinks there is, while Stonton and his radical supporters j hold that there is not, and are resolved thet there shell not be, Upon this broad and genoral isaue Stanton has boen displaced, aud General Grant, in stopping into the vacancy, takes bis popu- ler infimence with him from Stanton aud bis radical faction over to the side of the administration, This is an important point gained. But it is only tho beginning of the work required of Mr. Johnson to clear the track of radieal obstructions. We have heard enough within the last few days of the want of backbone and harmony in his Cabinet to eatisfy us that the suspension of Stanton will only weaken the administration if not followed up by other suspensions. “In for a penny, in for a pound.” From the Stat Departinent down to the Attorney General a new Cabinet is wanted to sustain and strengthen General Grant and the President in thie new political depariure. We have renewed guarantees that Sheridan’s head will soon be brought to the block—a neceesary pro- ceeding, perhaps, to defent the game of Stan- ton. Butis not the programme of reconstruc- tion adopted and pursued by tho other four commanders substantially the seme as that of Sheridan, and equally, or to a greater or less extent, in disregard of the President’s wishes and suggestions? Why, then, make fish of one and flesh of another? To meet the case fairly and fully Mr. Johnson must bave a new eet of military commanders, from firgt to last. Greeley gives vent to his pctulance after a cu- rious fashion, He says:—“How happens it that every renegade from radicalism is 60 vo- ciferous for Grant? What is ‘the mystic tie that binds’ our Weeds and Bennetts, our back- slidera from everything republican but the loaves and fishes, in such loving accord that Grant is our only man for Prosidont? Is not here incitement to profitable reflection *” When Greeley insinuates that we have any- thing to do with the “loaves and fishes” of republicanism or of any other party, he makes himself simply ridiculous. But when he couples our name with that of Thurlow Weed, he be- comes impertinent and insulting. We have never had any aasociation with any political party whatever, whig, democratic, freo soil, Lolition, know nothing, republican, radical CY or woman's righis, while Greeley has been floundering about fa the mud and filth’ of all of thom by turns, Qur mission has boca to support good measures, wiltout regard to the souree from which they came, and to denowce bad tmersares and bad mn, irrespective of political considerations, Our independence of all purty has enabled us to siand firmly by the interests of the people, and we have never acoep'e] any “ loaves and no excitement here upon State candidates, whoevor they may be, as th the party that socks to ratso up a neg of power in the nation may be fairly set down at forly or fifty thousand, In our local politica, howover, there will be a very curious firht, and the indications are that the contes$ will be one of unusus! spiciness, vigor and exeite- ment, The consideration: that will comtrol the vote upon tho State ot will not extead to our local affairs, which will be decided altogether by other influences and upon other issues, The venorable organizution of Tammany which bas for many years controlled our local politics, hag eufforel some serious reverses, and will no dowt focl for tho first ‘time the ill effect of its devortion of the olf Wigwam, in the falling off of many of those who have clung to it on traditional considerations, It wiil have, too, some four or five opposing factions to contend against—Mozart, Miles O'Reilly, WcKoon, republican and Citizens’ Association, and will be powerless withont some comination that can add to its declining strength. In this complicated siate of affairs it is curious to observe how prominently and in how extraordinary s manner Fernzndo Wood again looms up: in our city politics. His position in the local affairs of the me- tropolis begins to assume tho proportions of Disraeli’s standing in the British Parliament. As the English Jow managed to make himself mastor of the situation, and, while acting as an indepondent power between the whigs and the ies, dictated his own terms to eachyand then mide the triumph of reform his owa, so Fer- nano Wood, a genuine political Jew, seems about to grasp both the’ prominent orgsniza- tions in his hands, with the power to raise up whichever be may select, or probably to make both tho instruments of his personal success, With a wonderful amount of shrewdness and sagacity he has alrsady commenced to manipulete tho lager beer democrats and the whiskey domo. erais, so as io get them both under bis con- trol and to be enabled to turn them in what- ever direction may suit his ultimate views. The whiskey democrats are composed wholly of the Ivish, and the lager beer democrats of the German (former) republicans. ‘The two combined can do what they please with our city politics; and while no efforts can keep down the fifiy thousand majority they will roll up for tho anti-negro supremacy State ticket, they are all split rp on local matters, and in that direction Fernando Wood will run them wherever he may pienss. It can readily be understood that this stato of affsirs will make a lively timo among our local politicians. Tammany desires to run Hoffman for Mayor, and the republicans want to elect Marshal O. Roberts to that position. Between these two stands Fornanto Wood, who has so managed that he occupies the po- sition of a municipal Warwick, and can make elthor one or the oifcr Mayor according to his pleasave or convenionce. There are some who suspect that he will bargain with both, receiv- ing his price from each, and then quietly slip into the position himself on the great strength of his Irish whiskey and German lager beer vote, This would bo a masterly and splendid coup, fully wp to the spixit of the age; and Fer- nando Wood is just the man to execute it. He possesses the requisite coolness, courage and unserupulousness, and if he will only dye his white mustache a handsome black we are not sure but he would accomplish a magnificent eu ccess. Ivvortant Lxpormation Waxtev.—Wil some person tell us the amount of income tax that is paid by Jay Cooke in this State or elsewhere ? Professor Loomis and the Green Meteors, Professor Loomis has evidently made another blunder. He ought to have foretold this latest heard of meteoric shower. It was one of his kind—one of the kind that did mot come off or was not seen—and therofore he stould have bad a in it in some shape. He is said to be on a fFip to Europe to see about those green meteors reported from (he other hemis- phere, and also to learn by the records of Greenwich Observatory whether there really was a shower last year, as reported in the Henatp at the time. Greeloy, whoxe head appears to lave been curiously mu idlel since his femous hob-nob- bing with Jeff Davis at Richmond, says:— “The New York Array, which has just made one of its semi-ocoasional flipflaps, is now zealously opposing the reconsiruction measures of Congross, ‘nogro equality,’ ” &., &e. The zeanp is doing no such thing. We are not opposing the reconstruction policy of Con- gross; but, on the conirary, we are exposing and denouncing those who are endeavoring to pervert reconstruction to a means of securing negro supremacy at the South and a negro balance of power in national politic. We stand on the platform of general amnesty and universal euffrage. Greeley once stood there, too; but he has given up universal amneaty and turned over to the policy of negro supremacy. The truth is, Greeley has been a genuine flipflap politician ever since he advo- oatet secession and vindicated the right of the South to break up the Union, down to the tine when he gavo etraw bail for Jeff Davis and cheated the advocates of female suffrage in the Constitutional Convention. But he is only a specimen of other radical politicians, whose latest flipflap has been from honest reconstrac- tion over to the policy of giving five hundred thousend Southora nogroes a controlling power in ten States of the Union,as well as in ihe potion of the mation, The Condition of the Streets. Great fuss has been made in some qnarters over the horrible condition of the streets; bat in trath the streets are in a very iair condition, and we have not had them so clean in many years. Dirty streets are one of the time- honored traditions of our city. It began with the Dutch governors, continued with the Eng- lish and survived the infusion of the Yankee element. The time has never been, theretore, when our sireeis could be called cletn, except comparatively, and in that sense they are clean now—cleaner than we have had them fortwenty years. The Executive Pow Have we one Executive or enty thou- sand? Under the constilution, in the whole theory of free government on which we stand, we have or should have one—the President. But Congress and the Tenure of Office bill say we have abont seventy thousand ; that every placeholder is an independent executive in his sphere, and not subject to the control of the general executive head of the nation.
