Lord Halifax moved his amead- ment declaring that the redistribution scheme ought to foe widened. He disavowed all party motives, praised ‘the government for bringing torward such a measure, and gave hie complete adhesion to the enfranchisement part of the bill, He urged the government to recon- sider the distribution scheme. The smaller boroughs ught, he aaid, to be disfranchised, and more members tiven to the populous counties and to the large towns. ‘Tee Earl of Carnarvon again severely criticized the Sonducrof the government. He said he should abstain from voting if the resolution were preszed, but he should vote for Earl Grey’s amendment for taking one member from each of the towns with less than twelve Shousand inhabitants, vecause it was definite. Kari de Grey insisted that tho redistribution part of the bill had been insufficiently considered in the House of Commons, and said it wae their lordships’ duty to make it more in accordance with the wishes of the people. We do not believe there is one single rational or excusable ground for # war between France and Prussia, We are egually convinced that Prussia does not desire such a war, She has no interest whatever to serve by it, She wants to keep what she has. No matter what her motives or her merits, it is obvious that her great object must be to hold what she has gained, military prostige and all. As things stand, she is wholly awinner. But France may, as human na- ture goes, feel aggrieved by the sudden start into promi- nence of a new rival for the foremost place among the military Powers of Europe. Of course, no buman being supposes that France would make war for the sake of Denmark’s claims to a mile more or leas of North Schleswig; but the support of such a claim might, per- haps, be mado to form the piausible and imposing ex- cuse for a policy predetermined by wholly different mo- tives, It is, therefore, to France that People aturally look at present for the removal of their , and we cannot say that yesterday’s explanation seemed quite calculated to dispel ail anxiety. Tue Case or Rev, 8. H. Trxa, Jr.—In consequence of the announcement that the commission appointed by the Standing Committee to investigate the charges pond- ing against the Rev. 8. H. Tyng, Jr., would not meet until September next, has emboldened many of the most Prominent of the Low Church clergy to challenge the tribunal appointed to inquire if the complaint should be tried. They are anxious, it is said, to have settled finally the question which involves the right of an Episcopal minister to ek or officiate in the edifices of apy evangelical denomination, and they dociare that in case the proceedings against Mr. Tyng result in a trial, thoy will present certain members of the High Church wing for ritualistic practices, and demand the judgment of the Triennial Convention on the whole subject. The excitement created by the case is as livcly as ever, and it is stated that the Standing Committee of the diocese are divided upon the expediency of ——_ the charge at the present time, And it is further said that one of the members has notified Bishop Potter of their action, in order that he might stay the proceedings until his return from Europe. The county courts, whose duty it is to revise and pro- vide juries both for our county and superior courta, in many counties have not made such revisal since your order No. 32, This omission has not sprung from any disposition to disobey your order. ‘our order qualifies as jurors those who bave been assessed and who shall have paid taxes for the current year. The words current year have been construed as the present fiscal year ending the 30th day of September next. Our revenue act, section 44, pago 12, requires the tax lists to be placed im the Collecto:’s hands on or before the Ist day of July. The machinery of our reven' w makes it impossible that the clorka can have tax lists for delivery much before the 1st of July. Sheriffs usually begin to collect about the 20th of July, and are allowed until October 1 to complete col- lection and make returns.
