FINANCIAL AND COMMERCIAL. Monpay, August 5—6 P. M. The railway share marks has been very foverich to-day, and the fluctuations in Erie have been wide did frequent, while tts general tendency was downward. The highest price It touched was 70 and the lowegt 66"/, @nd late in the aftermoon it assumed a firmer tone, in Sympathy with the rest of the railway list, which is fapidiy diasociating itself from this mercurial and treachorous football of Wall street, The general opmion {s that Erie wii go considerably lower, but that the other speculative shares will fail to sympathize with it 04 improve. The bears in Erie are making capital ous of the reduced earnings of the Toad and the further reduction of its rates of fare and freight, which,* tt is reported, ‘will be angounced by handbills inadayortwo, The tate bulls im the stock have wnaccountabty disappeared, and the purchases thus far since Saturday morning seem ‘to have been mainly confined to the covering of “short'’ contracts, : The sudden break in Erie shows the unsubstantial ‘foundation on which stocks rest when forced above thoir real value by speculation. When the decline took Place there wasmothing to which it could be attributed, except abear raid. A speculative operation forced it down more rapidity than a previous speculative opera- ‘tion bad forced it up, because the rise was not based upon aay appreciation of the value of the stock. The rest of the market naturally sympathized to some ex- teat with this depression, becauso holders of svocks be- came anxious and the losses vy Erie weakened ‘Margins sufficiently in many cases to make it necessary ‘Tor the bulls to ell a portion of their load im order to be able to carry the rest, for money tenders and brokers are exacting, and the prosperous Speculator may sometimes be turned into a “lame duck’’ at snort notice, The dangers of speculation on the Stock Exchange have been forcibly illustrated in this instanc ‘Dut without the risks attending it Wall street would not De what it is, We remarked not many days since that the higher the market rose the more it would ‘be oxpoaed to violent ' fluctuations, and we have aot had to wait long for a verification of the truth of the remark. The market was and is a purely ‘speculative one, and the bull movement wag based upon the extreme monetary ease ‘which still prevails and the prospect of a very abundant harvest. The leading railway shares were cheap at its commencement, but the rise carried them within sixty days above the range of real values, and many of the leading speculators sold out to realize their profits, while ‘othera gold a part of their stocks, and from that time it Socam thelr interest to promote the reaction. Prices, therefore, all last week had a drooping tendency, and the speculative feeling on the bull side was tame, but noither bulls nor bears anticipated the semi-panic of Saturday, The market broke somewhat in the same man- uor last October, the buils then, as now, having endea- ‘vored to promote a reaction, which the bears aggravated into pamic, to the entire destruction of the bull specula- tion, The monoy market was, however, then against ‘apsculators for a rise, whereas it is now favorable to them; but the Stock Exchange lacks that great source of etrength, outside support, The harvest, it is true, promises to realizo the most sanguine expectations, and the varnings of the leading railways are likely to be Jargoly Increased in consequence, and a reaction from the recent decline is to be expected; but we repeat our ‘warning to the outside piblic to continue to leave the Gtock market to the wes: and other professional speculators, Money continues saiahicenbehcanas and borrowers in good credit are freely supplied by the banks at four per cent on government securities and five on railway shares, but those who borrow from the private bankers are now {n some instances paying five on governments and six on mixed collaterals, the amounts being generally under fifty thousand dollars, Lenders have been carefully acrutinizing their collaterals held against loans, and where the margin had fallen below ten per cent the defi- atency was required to be made good, and in all but a Tew cages these calls were promptly responded to. The present feverish state of the stock market having in- tpired @ certain degree of distrust among money lenders they are more careful in their scrutiny of collaterals, margins and the credit of borrowers than they were last week, Hence most borrowers are comparatively indif- ferent to the rate charged for loans provided they get sho necessary accommodation, The leading dealers in government securities aro, however, stili enabled to sup- gly thetr wants, mainly at three percent; but this rate e exceptional. Tho statement of the associated banks of this city for che week ending on the 3d inst. shows a farther de- srease of $2,276,145 in specie, leaving only $6,461,949 in jheir vaults, an amount below the usual average. The ‘oans and diseounts have increased $3,696,186, owing partly to purchases of government securities by the panks im the absence of better employment for their ‘unds. The net deposits have increased $544,868, end the legal tender notes $402,922, while the sirculation has decreased $37,742, It thus appears. that the legal reserve of these {natitutions bas been reduced nearly $1,900,000 during the week, but as they are stronger in legal tender notes than they wore at its commencement, the loss of specie ‘will exert no material effect upon the money market. The totals of the present and preceding statements At woe same time last year the condition of the banks was as follows, and the differences appended are those Detween the two returns dated respectively August 4, 1546, and August 3, 1867. The foreign exchange market was dull and lower. The leading drawers asked 110 for their sterling at sixty days, but transaction were made second hand as low as. 109% for the best bills, This was mainly owing to the scarcity of gold and the increased disposition of drawers to get coin forjtheir bills.
