During the 1ast ten days a commission has been sitting in this city taking the evidence of witnesses on behalf of the United States in asuit instituted in the Court of Chancery, at Toronto, Canada West, against Jacob Thompson, George T. Denison and others, to recover a steamboat, called the Georgian, which, it appears, was purchased by Thompson for the rebel government in the month of October, 1864. The testimony given by the witnesses clearly shows that the object in making the purchase was to arm the vessel with guns, and man her with Confederate soldiers who, atter capture by our troops, had escaped into Canada, and then to omploy her in expeditions on the lakes against our shipping and frontier cities. In a despatch from Thompson to Benjamin, written about that time, he says in allusion to the vessel :— She had searcely been transferred before the story went out that she bad been purchased and armed for tie purpose of sinking the Michigan, releasing the pnsoners on johtaton’s Island, destroying ihe snipping on te lakes and the cities on the margia, vailed in ail the border cities, At Buffalo two tugs bad cannon placed on board, four regiments of soldiers were sent there—two of them are represented to have been draws from the army of Virginia, Bolis were rung at Detroit, and charches were broken upon Sunday. The whole lake shore wana scene of wild excitement. No expense was spared in procuring the cannon and other war material; but notwithstanding the utmost caution and secresy on the part of the rebels, the vigi- lance of our Consul at Toronto (David Thurston, and the detectives of the Canadian authorities discovered their operations before any damage had been done. Thompson, !t is alleged, apprehending a seizure by the Canadiap government, made a fictitious sale of the ves- sel to the defendant Denison, with whom he nad become acquainted in Toronto as @ rebel sympathizer; but the Canadian government, notwithstanding the pre- tended sale, at the instance of Mr. Thurston seized the boat ona charge of violating the neutrality laws of t province, whereupon Mr. Denison applied to the Of Queen's Bonch for her release, alleging th the rightfal owner, and that there was no gro the seizure. The Court, however, vered mous judgment sustaining the action of the govern. ment. Mr. Thurston, fearing that the decision would be otherwise and that Denison and his friend, Thompson, would become possessed of this boat, insiructed Messrs. ‘and H. B. Morphy, the solicitors of the United States in Canada, to file a bill in the Court of © for recovery of the vessel aad for an injunctign to pre- at the head and above all others in all styles exhibited. grea In addition to tht we the t_ “Societe dea Beaam Arts,” of Paris (the French National Society of Fine Arte, he acknow! hi {ter # careful exami est musical authority in Borers tion all the sign! inetramente ‘srhibited at ‘be Parla ‘aris Expositios, wa TEINWAY & SONS. He strongly objected to the abolition of the compound house rating, Which would have ruinous effects in many par- ishes, as it would be impossible to collect from the tenants’ of small houses, and an additional burden would thus be ‘cast upon 8 ciass of persons but little richer. He argued that the iil, if passed in its prosent shay would cause so mueh discontent that agitation would be revived, and it wonld consequently fail to fulfil its object settle. ment of the question. He condemned the lowering of the borough franchise, as transferring the electoral cared, not the mos! trustworthy ter influence to the managers of in to increase the expenses of Parliamentary elections. Lord Ravessworts, observing that opposition to a reform bili came with @ bad grace from the ‘liberal party, gave his adbesion to the second reading. Lord Morusr thought the bill had bees prepared with- out sufficient consideration, and many points, inclading the compound rating, had ‘been yielded under pressure to meet the exigencies of the moment. He predicted that the principle of personal payment of rates would speedily disappear, and that household pure and simple, would result from this conservative measure, as it was called, Lord Stratroro pe Revouirre objected to the amend. mont ag jil-timed and unnecessary, and calc to ke dissension with the other house of Parliament. were, however, details which he considered re- qiured amendment in committee. The Doxe or RUTLAND was not satisfied with the bill, believing that it had been introduced at a wrong time and by the wrong persons. All the securities originally proposed, save one, had been given up, and the remain- ing one would, he feared, speedily disappear if the bill were passed in its present shape. Although he couid not support the amendment he hoped that the bill would be returned to the Commons in an amended form. Lord Camrrrpowy also objected to the bill as a sweep- ing measure, and avowed his preference for the vill of 1806, which he believed majority of the members of Basten house would be glad to revive wore it possible }0 $0. Lord Carwanvow remarked that the bill of the Inte government was opposed on the grounds of imperfect information and Its tendency to swamp the existing con- stituencies ; bat he contended the bill now propused was based upon no fuller knowledge and would admit a still larger proportion of new voters. The result of the low- ering of the franchise to the extent now suggested must be to disfranchise the representa tives of and educa- tion by the influence of mere numbers a result which he led as of extreme gravity.
