The past week witnessed a very easy market for Money and a remarkably buoyant one for railway shares, when we take into consideration the absence of outside support, The balis achieved a decided triumpno over their adversaries, tho bears, and made margins for themselves with a rapidity which must have been highly gratifying after their long impoverishment. The movement originated in the street, and has thus far ‘been sustained by it; but the hop? of the leading manipulators is that the“genera! public will yield to the tomptation held out to thenf and come in to buy tho stocks which have been so suddenly galvanized into ‘activity and buoyancy. The public is slow to profit by {ls Stock Exchango experiences, aud will probably grad- ually approach the quicksands of Wail street, and when ‘the inflation is at ita height outsiders will be found load- ing themselves up with stocks, woile the shrewd ‘brokers and other professional speculators are selling out preparatory to going “‘short.” Then will succeed the inovitable rush to realize, culminating im panic and a general sweeping away of margins. For the time ‘being, however, the sua shines; the bulls are making hay fast, and “gayiy goes the ship while the wind blows fair.” There would be no cause for warning the Public against the rise were it not for the fall that ts to follow, Tho ‘bear’ and not the “bull’’ is the agreat enemy of investors ahd tho public generally ; but, unfortunately, the “bull” of one day is likely to be the “bear’’ of another, Were it not for Wail street the «railways of the country would be botter managed, and ‘their stocks would permanently command higher prices ‘than they do now; and it is for this reason that we have advocated investments in stocks, the purchase of which on speculation for a rise we have deprecated, because in nine cases out of ten, at least, such speculations resuit in loss to the outside buyer, The time to buy stocks is when they are low and noglected, and the time to sell ‘them when they are active and high. The brokers and Professional speculators follow this rule, and make money, instead of losing it, in the long run. A bull moveraent on the Stock Exchange is, however, always more cheerful than one in the oppvsite direction, and after the prolonged stagnation and depression the market has passed through it is refreshing, especially in the dog days. The bank statement for the week is likely to be a highly favorable one, and this will bave a tendency to still further stimulate the prevailing excitement; for no genuine bull with the requisite collaterals at command could resist the offer of money at five or six per cent while the prospect of an abundant harvest is so near of realization. Tho railway share market closed strong om Saturday, at half-past five o’clock, at the subjoined quotations:— New York Contral, 10434 3%; Erie, 667 a 67; Reading, 108% a 10934; Michigan Southern, 77% a 78; Cleveland and Pittsburg, 8514 a 34; Rock Island, 955 a 24; Fort Wayne, 100% (ex d.); Northwestern, 4354 a 3{; do. pre- forred, 643¢ a %: Western Union Teicgraph, 45 4 3: Ohio anc Mississippi certificates, 2614 a %. Thero was only a very moderate degree of activity in government securities, the bigh prices at which they are now selling having checked tbe demand for invest- ment; but the market for them remained on the whole firm, and some descriptions advanced. It is expected that the Treasury wiil soon offer five-twenties, dated July 1, 1867, in exchange for the August seven-thirty notes uot yet converted, and which are supposed to amount to about eighty millions, but respecting which the monthly national debt statements afford no informa- tion, The tone of the gold market was firm, and the fluctua- tions were trifling in amount, the range of the week having been from-137% to 138%, with the closing transactions at 1383;. The “short” account has been considerably increased of late, in anticipation of a de- Cline in the premium after the disbursement of the coin fmterest on the public debt due on the Ist of July, amounting to about eighteen millions, and in conse- quence the borrowiug demand for gold has become 80 active that’on Saturday from 1-32 to 1{ per cent was paid for the use of it till to-morrow. ‘fhe interest re- ferred to is on one section of the five-twonty loan, the sixos of 1681 and a number of bonds isaued prior to the late war; but the ‘mount of the printipal of each not being given in the periodical siatements of the public debt we are un- able to give these details, The public is entitled to them, however, and the omissions in the monthly debt statements should be supplied. The effect of the dis- bursement will be felt in the gold room to-morrow in ‘fan increase in the floating supply of coin anda turn in ‘the rates for loans in favor of the borrower; but it is hardly likely that it will oxert any material effect upon the price, The meeting of Congress next month will, it fs expected, develop some debates of an oxciting politi- cal character, and the other possibilities of the ses- sion are regarded as more favorable to a rise than @ fall of gold; but all apprehensions of political or financial disturbance arising therefrom will probably prove to be unfounded. It is noticeable, how- ever, that public opinion places a higher value upon gold in relation to the currency at the presont time than ft did a year ago, and that surprise is mo longer ex- pressed that gold rules at a premium which was con- sidered high immediately after the capture of Richmond. ‘At that time the almost universal prophecy was that gold would sink rapidly to a nominal premium, and that ‘we should have specie payments within a year from ‘Lee's surrender, Moreover, at that time the man who had the courage to doubt the correctness of tho popular beliof and assign a common sense reason for so doing, was immediately put own as a cop- herhead by the ‘narrow-minded blockheads’’ who con- atitute the great majority everywhere. The demand for coin for customs duties at the port during the week amounted to $1,867,000 only, and the export of gold and silvor to $1,140,008, The latter would perhaps have been heavier but for the disposition evinced to defer remittances for the sake of loaning the gold in ‘Wall street, and this was not without effect upon the ‘business in foreign exchange, by diminishing the de- mand for bills, Tho foreign exchange market was dull throughout, ‘an@ at one time a tractional decline in rates took place, Dut this was subsequently recovered from, and at the close they were firm, the general rate for bankers’ @torling at sixty days being 110. The quotation for these bilis was:—110 a 110% ; at three days, 1103; a 5; commercial bills, 10945 a 74; bills on Paris at sixty days, 613K a 5.12%; at three days, 5.12% 05.11%. Other Dankers’ bills were rated thus:—On Berlin, 724¢ a 1\; ‘on Bremen, 7834 a %; on Frankfort, 414404; oa Am- @tordam, 411 a %{; ou Hamburg, 364; a 3; ; on Antwerp, 5.13% a 5.1234. The trade of the city was generally reported moder- ately active for the season last week, and the tendency of prices for most of the leading staples was upward, Io the dry goods trade particularly the improvement was marked both as to the volume of business and the views of buyers and selicrs, There is a disposition to hold prime brands of domestic goods and’imported fabrics for ‘an advance, the country being understood to bo rather bare of goods of all descriptions, owing to the hand-to- mouth purchases of merchants and jobbers to keep up assortments for a long time past. For woollens a better demand is reportet, and the light production of the mills is being succeeded by ao brisker manu- facture in preparation for the fall and winter trade, ‘The market for raw cotton, which was weak up to Toure- day, afterwards became firm mainly in consequence of reports that the recent rains bad damaged the gro: ‘fing crop. The receipts at all the ports for the week end. dng on Friday aggregated 10,023 bales, making a total since September 1 of 1,304,002 bales. The foreign ex. Ports from all the ports for the week were 14,556 bales, ‘making total since September 1 of 1,419,418 bales, ‘The presont stock at all the ports is estimated to be 258,960 bales, against 244,802 bales at the same time tn 1866. The etock of cotton at Liverpool on the 16th dnstant was 961,490 bales, at London 68,192, and at Havre 88,737, It was at the same timo estimated that there were 50,000 bales of American cotton ‘afloat; 688,830 of Indian, and 37,042 afloat for Havre, making a total of 1,694,201 bales, against 2,058,515 at the corresponding period of fast year, The reports betore referred to respecting tho gtowing crop appear to have been not without founda- tion, as the most recent advices from Gsorgia and tho Carolinas state that considerable dainace was done to it by tho late prolonged storm. Boyce, of No. 308 West street, and Marcus Martens, of No. 191 Greene street, were brought before Justice Dodge yesterday on a charge of violating the Sua liquor ie. Winch, of No, 37 Perry street, appeared bofore Justice Connolly yesterday, and deposed that on the 23th of last month a horse, wagon and harness, of the value of $600, were taken from him, and from infformation received he succeeded in obtaining a clue to the whereabouts of his property, and also in se- curing the arrest of the supposed thief, who happens to bea boy named William Irving, aged ouly fourteen years, Andrew Murray was the boy who gave the in- formation that led to tbe arrest of Irving aud recovery of the property. Robinson and other gentlemen, paid a brief visit of in- spection to the new Post Oifice building on Washington street, between Myrtle avenue and Johnson street, on Saturday evening. He examined the various depart- ments of the oflice, which were explained to him by Postmaster Roberts, and exprossed himself as favorably impressed with the general management thereof. Accipsst Waite Rossing to a Fins,—During the alarm of fire which was sounded at ten o'clock yester- day morning, which was occasioned by a slight fire that broke out ina house on Twenty-second street, near Fourth avenue, aman named Richard Williamson was run over by the tender of hoso carriage No. 4, and sus- tained a compound fracture of the leg. He was taken to the City Hospital for treatment. Bopvr Fouxp.—The body of a boy about fifteen years of age was found floating in the water, at the entrance tothe Atlantic Basin, by officer Reveland, about four o'clock yesterday morning. Deceased had light hair, wore a snuff colored jacket, striped pants and shirt, with a leather strap about his loins.
