8 Monvay, May 27—6 P. M. ‘The railway share warket was beavy and dull this morning, but during the aftermoon it developed av im- previag jendoncy apa cioved firm, the advance ip prices Doing very shght, however, The bank statement was éensiroed unfavorably, and the demand for money was generally reported more active at six per cent than last oak Sub-Treaxury haa, nevertholess, been dis- bursing more freely to-day than of late, and its balance this evening 1s down to.$128, 654, 751, against $128,697,996 op the 18tb inst. Although the general rate for call loans is now six por cont on mixed collaterals and five en government securi- ‘ves there is & superabandance of capital available for speculative uses, and it is to the interest of the Treasury to Keep monetary affairs at this centre as easy ap possible, id order to further it9 funding opera- ‘wons, It 18 clear, however, from recent experience, ‘What ap easy money market, together with the prospect ‘ef continned ease for a series of months to come, is not ef itself sufficient to imepire confidence in values and 10 iaduee the public to buy stocks, even when prices are low. The public 18 composed tw a Jarger extent than ‘would be generally admitted of ‘narrow-minded block- hheads,’’ who have neither the sagacity nor the courage ‘to decide for themselves in Mancial or other questions affecting the course of the markets, Hence, when Mr. MoCulicch made bis Fort Wayne speech, the great majority of people were, uofortunately for the prosperity ef the country, foohsh enough pot only to be- Nevo what he said, but to magnify the Import of bis words sto threatening proportions, ‘There was not wanting, at she same time, a vast host of bears in all the markets to intensify these fears of a ‘widespread revulsion from interested motives. The ‘boars made it their business to croak, and the croaking thas been both loud and long. ‘The Fort Wayne specch was followed by letters and reports in which the same talk about # speedy resump- tion of specie payments was induiged in, and the time for the event to take place actually fixed im one of the Jast mentioned. The croakers were jubilant, and they croaked louder than ever before. The commonplace mass of hamanity before roferred to became still more ‘Wid, and resolved to take in more sail and keep a8 snug a8 possible. Enterprise was accordingly @warfed, prosperity interrupted and stagnation and de- pression gradually threw their blighting influence over ‘the land. The volume of legal tender notes was being meanwhile curtailed as rapidly as the surplus revenues vendered contraction possibile prior to the passage of the act limiting tbe amount to ten millions for six months, and four millions a month afterwards, Subsequently to @bie Mr. McCulloch availed bimeelf of the full authority @f the act, and, besides, offered inducements which ‘wesotied in the funding of compound Interest notes at a apid rate. As the latter wero held by the banks as a part of their reserve the eflect was felt almost as uch as Mf they bad been United States notes. Another element ‘Was simultaneously at work absorbing the currency, Bamely, the South; and here was the equivalent of con- @action on a large ecale, Whon we add to all this tho heaviest taxation ever known to any peoplo in the ‘world, we can imagine how powerful were the causes at work to produce depression. People at longth find ‘@onwelves impoverished and their taxpaying power eorrespondingly reduced. The financial policy of the country has been bed and inconsistent. Con- gress =ohas saddied burden after burden upon ‘oe poople, and at the same time ft has co-operated with ‘be Secretary of the Treasury in rendering them unable 0 support the weight. The danger increases and the ‘Feeasury iteclf is threatened with serious embarase- ments; and all this might have been avoided if the con- @rection of the currency had been less rapid, the falso prophecies of 1 epeedy resumption of specie payments eft unuttered, and our system of taxation less oppres- sive, No wonder the income tax this year is likely de yield 0 little and that the bears on the stock @xobange rest so copfiden:!y under the protection of ‘Mr. ‘MoCultoch’s policy," and that they have succeeded in frightening the public out of Wall street altogetber. ‘The statement of the associated banks for the week ending on the 25th inst,, shows that they bave been vather heavily drawn upon, and mainly in favor of the Bob-Treasury, the deposits baving decreased $7,763,509, and tbe legal tender notes, $3,266,061. The loans have also decreased $1,870,000, and the specie $1,483,685, ‘while the circulation has increased $64,952. The totals of the present and previous statements stand thus:— May 25. ‘$256,001, 805 14,083,667 193,673,345 60,562,440 431,732,622 Balances,......... 17,818,945 ‘At the same time last year the condition of the banks ‘was as follows, and the differences appended are those Detween the two returns, dated respectively May 26. 1866, and May 25, 1867:— There is very litue doing In the discount line, and the best grade of commercial paper pases at 63 a7 per cent, bat inferior grades are not in favor at the banks, @wing to a certain distrust of credits consequent upon the Projopged depression in business and the losses which ave been thereby sustained, At the first regular board railway shares were heavy. It appears from the testimony taken before the referee that abous seven millions of stock was borrowed through various brokers by the relator, for the purpose of being transferred to them on the books of the company, the consideration paid by the relator to them for their services boing one-cighth per cent commigsion, in addition to seven per cent interest for the time they were carrying the stock, the relator to receive whe. proxies, Here we have an instance of the’ manner im which the management of the. leading railwaye of tho country is very often secured by men who cannot be said to own a share of their stock, Here isa road about twelve hundred miles long, including its branebes, and with & capital of forty millions of dollars, which is sought to be governed by the means we have described. There would evidentiy be no responsibility attaching to such management, and without entering into the general merits of tho question, the mere fact of the stock tobe voted upon, or a larze Portion of it, being borrowed for a day for the purpose of transfer, carries 18 own condemnation with it.
