For nineteen days General Porfirio Disz has had his army around this city, gradualiy tigutening the girdle, until the Compression begins to produce suffocation, On Wednesday last he reviewed eighteen tnousand infantry aud near six thousand cavalry, omployed on tho outer circumference of hiz camp. With this force Moxico could ba taken in an hour; but in obedience to President Juarez’s instructions, he (Diaz) doos not operate to take the city so much as the people in it, and eliminate by the capture of certain individuals the loaders of future revolution, Tho design 13 worthy of all praise, though the process is frightfully telling upon the insiders. Exodus from Cuba—Heuses to Rent and fer Salo in Abundance—A Uase of Scan. ‘The Number ef Holidays te be Cut Down— Havana, May 18, 1867, ‘Tt was rumored yesterday that the privateer familiarly known by the name of Cuyler has been captured near the dastera extremity of Qube, and that the frigate Navas do Tolees was coming here, bringing the privateer im tow, But none of the snips in harbor have moved from their tranquil moorings, which one or more would have done if the above ramor had any foundation, The frigate F. de Asis, after delivering her treasure to Admi- ral Mendes, returned here on the 10th inst, The Car- men has gone to Carthagena, On the 16th inst, the United States steamer Winooski, Commander Cooper, returned from Key West. There ts no other American war ship in port. General Dulce and family loft for Spain on the 15th, by the steamer Espana, also Genoral Espinar. Havana, May 18, 1867. The bark Ocean Home, referred to in my previous letter, bas been abandoned by her captain, and at twelve o'clock yesterday valuation was set upon her by order of the government, to be followed by the sale of the vessel, in Hiew of $17,000 fine decreed by the Chancellor of the Exchequer. Our Consul, Mr. Savage, acting under orders, has referred the matter to the Secretary of State for“settioment. Tt is to be hoped the latter will bave this case thoroughly examined, so as to place our Citizens’ interests boyond any doudte as to the legality of the charge. The case which occurred om the 7th inst., in reference to the charges of gold fare on the: New York Central pany at Syracuse, and asked for a ticket to Canastota, a station some twenty-two miles off, He offered to pay in the ordinary greenbacks, which the agent at Syracuse refased to take, and demanded payment in gold or its equivalent.: The passenger finally agreed to pay in postal currency of the value at the then premium on gold of the fare, which was forty-four cents, according to the act of the Legislature fixing the charges on this road at two conts per mile.
