The railway share market, although nearly steady thia morning, became depressed in the afternoon, and @losed heavy at a marked decline, This depression, of Oouree, aggravates the malady of imipecuniosity under which Wall street has beon long laboring; but as there are far too many persons depending upon it for a living, the starving out process is likely to be attended with ‘tho most salutary resulta, If a man has failed in mercantile business and can turn his nand to nothing ise he becomes a broker, and the more unscrupulous he is the better he is likely to succeed. Thus it is that the vicinity of the stock Exchange has of late years been crowded with adventurers from all parts of the country, and now, like a besieged garrison driven to sore extremities, they are compelied ‘@ live upon each other, and no succor comes from the ‘outer world. It would bes good thing for investors if nine-tenths of the brokers and other professional specu- lators now (nfesting Wall street were driven away to follow a more legitimate and useful occupation; and if ‘this object could be accomplished we should be glad to ‘see stocks remain depressed and nogleoted for te noxt five years. These men make it their ‘Dusiness to alternately run railway shares up and down tili they cease to have any reliable value, and hence every investment that made in them partakes of the character of a speculation. Rail- ‘way directors co-operate with them and are often their leaders, as in the notorious case of Erie, and they all eck to fill their own pockets by duping the public and eaoh other, the latter particularly, No wonder, there- fore, that the public stand sloof from the treacherous pilfalis of the Stock Exchange and that stocks are so low. Where is the encouragement to play against Joaded dice and trast one’s purse to Barabbas? It mat- ters not that our railway stocks are selling below their eal value, when prices are no criterion of values nd when the market is under the ceatrol of professional speculators. Anothor panic like that of 1857 would purify the atmosphere of Wall street; but of this there is no’ immediate probability. The market is likely to remain sluggish in its movements until some new element springs up to wrest it from the depressing influences which at present surround it. ‘Mining shares were dull, and they are neglected by the goneral public. At the first board Consolidated Gregory Gold closed 10c. higher than at the same time yesterday, gelling at $705; Corydon 6c., selling at $265; Quartz Bill 450., selling at $2 56; Smith & Parmelee sold at $4 20, The moncy market is more decidedly easy than it was ‘when we last commented upon it, and the surplus of Toamable capital is increasing. The Sub-Treasury dis- ‘bursements in payment for seven-thirty notes and the Guiness of business on the Stock Exchange cause the tendency of rates to be in favor of the borrower. Most ‘ofthe transactions are now at five per cent on mPxed col- laterals and four per cent on governments, six per cent loans, except on inferior securities, being exceptional. ‘The improvement has extended to the discount line, and first class commercial paper is in demand at 6a7 per ‘Cent, and names rated ‘‘good’’ pass at 7}, a 834. At the West money is moderately active at the usual fetes and business is limited to current neces- sities. The crop prospects are anxiously dis- ougsed, and it is admitted that there never was ‘year in which an abundant harvest was regarded as more nocessary to the welfare of the country and the comoval of that stagnation and distrust which now pre- vail at all the centres of trade, The reports relative to the winter wheat are encouraging, and in the absence of June frosts and other disasters the yield promises to be and the quality good all over the country, gold market was dull but very firm, and advanced from:191% at the commencement of business to 138% at ‘the-close: The supply of cash gold is easy,-and loans were made at 1 a 4 per cent for carrying and without interest, ‘The gross clearings amounted to $57,193,000, and the coln Dakances to $1,529,410. There is no longer any doubt en- tertained of the failure of Frazier, Trenholm & Co,, and aa that their bills on England were extensively held by houses bere and in the South, unaccompanied ‘with bills of lading, and in most cases without endorse- Menta, the credit of the firm having stood well, owing to ¢heir eupposed wealth, and novwithstanding the suits to @eeover property brought against them by the govern- ment, growing out of matters connected with the rela- (tous of the firm towards the rebel confederacy, of which hey were the Liverpool agents. The steamer Palmyra 4a0k out $440,000 in specie, ‘The foreign exchange market was firm but inactive, as asual on Wednesday, and bills were im demand. Baakers’ bills on Engiand, at sixty days, were quoted at 100% a 110; at three days, 110 a 1103; commercial ‘Ditlg, 10834 9 10934; francs, at sixty days, 5.1234 a 5.15; at three days, 5.12‘ a 5.10, Other continenial bills were rated thus:— ais ry wif ‘Avcording to the last report of the Burean of Statistios the gold value of the foreign imports, including specie, -of the United States amounted in January to $27,931,899; im February to $35,740,444; aod in March to $31,082,119, makiag © total for the quarter of $94,754,462. The exports at a gold valuation aggregated $106,689,204, showing an excoss of $11,934,882 over the imports, but Af we deduct $14,525,590, being the amount of geld and silver bullion and specie exported, wo find that the im- ports exceed the exports in gold value by about two miilions and a half. In currency values the total ex- portations, exclusive of specie, amounted to $125, 342,633, Much reliance must not, however, be placed on these Qgafes im estimating the condition of our foreign ex- ehanges, as the values returned by the shippers fre- quently differ widely from those at which the consignees finally settle. This isin many instances owing to under- valugtion at the time of shipment to evade duties, and in others to the goods consigned banging considerably more or less than the invoiced prices. Of the total exports, $93,703,681 consisted of Southern pro- ducte.and $31,638,957 of Northern products, seventy-five per cent of the whole being Southern products—a larger disproportion than has been hitherto known. The South usually furnished about three-fifths of the foreign exports before the war. Within the nine months end- ing with March the cotton exports were vaiued at $143,000,000, or about twelve millions more than the total cottom exports for the year 1858, the deficiency in quantity being made up for by the increase in price. Since March, however, the cotton exports have been very light, and the stocks at ali the ports aggregate only 388,140 bales, according to the latest returns.
