Pricts, however, show great steadiness, considering the Prevailing siagnation; and it is probable that whensver there is a revival of activity there wilt be a recovery from the depression of tho last six months, The monetary conditions affecting the stock markot are favorable to improvement, and tue earnings of the leading railways are, with s few exceptions, larger than they were at this time last year. The supply of money available for use on the Stock Exchange 1s im excess of the demand, and loans are made froely at six per cent om mixed collaterals and five on governments, while first class commercial paper, of which tve supply is very limited, is in request at sev per cent. The Sub-Treasury is purchasing seven-thirty ‘Dotes to offset its recent sales of new five-twenty bonds, ‘and thore ia no probability of the hoard of currency in ‘Its vautte disturbing the course of monetary affairs in the jeast, although about six millions of compound in- toreat notes mature in June and ten millions in July, and interest falls due im each of these months on seven-thirty notes. Tne Treasury will have to provide for the maturity.of a hundred millions of the compound notes during the year, but fifty millions of the amount will be simply éxchanged by the banks for the new three per ‘cont certificates, which will be equally available as a portion of their legal tender reserve. The Treasury is, nevertheless, mot likely to escape embarrassment in moeoting tts current expenditures avd maturing obliga- tions, owing to the dectine in its revenue receipts; but theso will rather contribute to monetary oase than the ‘eoutrary. At the Weat money is in good demand, and a con- siderabio drain from the local cenjres to the interior is looked forward to for the purpose of moving the wool crop. In the regular jobbing trado there is a moderate Dusiness reported, but it is limited to supplying imme- Giate necossities, and merchants are holding very light stocks of goods. During the rest of the afternoon the market remained steady at 18744 a 137%, and the closing transactions wore at 137%. It is expocted that if the reported failure im question proves to bea fact a large amount of cotton bills on Bngiand drawn by and upon the firm will be returned dishonored, and hence the influence it exerted upon the gold premium. Loans were made without interest and at 1 2% por cent for carrsing. The Treasury, it is therein admitied, has issned tho new coupon bonds in exchange for registered bonds, to the extent of $2,872,500, without the authority of aay act of Congress, and the reason assigned for®doing this is that there were coupon bonds on hand in the Treasury which had never been issued, and some of the Bational banks wanted their registered bonds ex- changed for clean coupon bonds, because the Iatter wero worth more than the former in the open market. It ts stated that there are $2,447,100 more of these coupon bonds remaining, but it is to be hoped the Secretary of the Treasury knows his duty sufficiently well to prevent any further issues of this character from being made, He is clearly authorized byfihe act of June 30, 1864, to convert coupon into registered bonds, bat the absence of all authority to reconvert into coupon bonds makes the transactions which have just come to light not only wrong in principle but illegal in fact, They aro also open to criticism the more severely because similar privileges were refused to applicants in general, on the plea of @ want of authority ; and yet it is alleged that at the same timo a broker frequently employed by the government offered to effect the exchange for a con. sideration, ‘Mining shares wore irregular. The mean temperature was 59 degrecs Fahrenheit; the average humidity 55, and the weather fos uniform and healthful; but even the salubrity of the season failed to arrest’ the usual death-rate in charnel houses of the laboring classes. One inhabitan’ out of every 989 died during the week im ward: one in every 1,821 in the Seventh; one in every 1,800 in the Eighth; while in the. Fifteenth ward only one in every 5,315 of the population died. The manifold causes that produce such throsfold and even fivefold difference in the chances of life in adjoining regions of ~ city furnish the lesson and tho incentives of sanitary form.
