With respect to the part taken by her Majesty's government in the matter the Cabinet acted, in eccordance with constitutional usage, in thetr ministerial responsibility aa the official advisers of the Crown snd Spvereign, which responai- bility, as well ag the reasons which ia- duced them te wadertake it, they were ready ..t0 vindicate to Parliament and before the couatry. The matter had become very critical. With-reference to the guarantee of the neutrali- ty of Luxemburg, he (Lord Stanley} regretted to observe that the House of Commons should show ® susceptibility with regard to the action of the Cabinet, for he also voted the guarantee. Tu the House of Lords this evening, Karl Derby, in reply to a question and remarks of Earl Cow- per with reference to the Reform Leaguers’ out- door meeting held in Hyde Park en Monday the 7th instant, said that he, as head of the Cabinet, took upon himself fally the responsibility attach- ing to the course pursued by the Government on the occasion. Sir Robert Walpole, he said, had tendered his resignation of the office of Home Secretary. A debate enaued on the subject of the Hyde "Park demonstration of the reformers, in the course of which Earl Russell and Barl Grey censured the course and conduct of the Government in severe terms.
