#INANCIAL AND COMMERCIAL. Warowespar, Feb. 27—6 P. M. The gold market hasbeen strong and excited to-day, mainly vader the efiorts of a bull combination to ad- “‘wanoe it im anticipation of the President vetoing the Reconstruction bili. It is generally believed that if he Signs it the breach between the Executive and Congress will be narrowed and the impeachment rendered less imminent, whereas if he vetoes tt the contrary will be ‘tho case and the impeachment will be almost inevitable. ‘The opening price was 1393{, followed by an advance to 14034, the highest point of the day; but the supply was greater than the demand at this figure, and a graiual decline followed, the closing price at four P, M. heving been 139%. Subsequently on the street the cbsing quotation was 1303; a 3. Loans were made wthout interest and at 1a 2 per cent for carrying. The amount ‘The fluctuations of the market from the time of the “euspenslen 00 the end of last year app thus Gown: ‘The railway share market has been duil, but the gene- ral tendency appears to favor improvement, although there isan absence of speculative spirit on either the bull or the bear side, The supply of money is abundant to the Stock Exchange at six percent, with exceptions at seven on railway collaterals, and five on governments ‘The Treasury is disbursing in payment for sevon-thir- ties, but the secret manner in which the funding pro- * coas a conducted excites suspicion, and the opinion is gaining ground in Wall street that sundry axes are being ground thereby both in and out of the Department ‘That the market for government securities is being manipulated by the agents of the Treasury is beyond doubt, amd this is hardly creditable to the government, ‘When five-twenties of the new issue of 1865 have to be sold the brokers employed at full rates of commis- sion “bull” them, and the Treasury at the same time assists their endeavors by making money easy; but when the Treasury draws its money m payment for these the brokers concerned begin to “bear” seven- \ thirty notes, and the Treasury likewise assists thom by locking up as much currency as it can, Seven-thirties s go down, therefore, just as five-tweaties went up, and + the government brokers are enabled to doa handsome ‘thing for themselves, if not for the government; : for with them - seif-prescrvation. “is always. the - first law of nature, and charity invariably begins « vorsion ig. &» ttick upon the public and ais- creditable to the administration Of the finances. The - dealers im government securities like it, without excep- tion, because it gives them commissions of 3 per cont for buying and the same for selling, and chances of spectiating to advantage on their own account, which we may rest assured they prompily avail themselves of; 1 Dut to the people at large it is. @ stumbling block and a very heavy tax. We therefore suggest to Congress the advisability of inquiring into the present system of con- versions inte the funded debt aud making provision for (+ the Cuil publicity of all such transactions.
