Shefield.—Mr. Justice Miller delivered tuo opinion of the court in this case, which has been reported to this paper, affirming the judgment below, thus sustaining the judsment for $10,000 oga'nst the city. The sales were almost exclusively (o steamship owners and iron founders, con- sequently the apparent great reduction in the price wil! have little effect upon the retail market, Savery or Docunxnts 1x Case oF Fine, —The frequency of fires and the unsafe condition of Burton’e old Theatre building, now occupied by the United States courts, District Attorney and Marshal, has suggested to lawyers and other tnteresied persona the necessity of procuring ‘of bonds, pleadings, decrees and other important papers on record in the building, as in case of fire their destruction would cause incalculable loss, and the clerks of the United States District Court are now in making certified copies of such papers at request of lawyers and others who wish to be on the safe side in case of the destruction of the build- ing. The advanco was not, however, sustained, and before noon tho price touched 136%, although it subsequently railied to 137%. The closing quotation at four P.M. was i25% a %. There was a good borrowing domand for coin and 'nans were gonerally made flat, The undertone of the market Coniinues firm, and a large amount of gold is he'd out of the street by importers and others who anticipate a higher range of the premium arising from the state of both commercial and political affairs. The private ad- vices received from Washington after the closing of the room were construed as favorable to an advance, end trausactions were reported to have been made accord- ingly. Tho anbject of ratlway restrictions has of late been occupying the attention of the [inois Logislature. Tt is Proposed not only to fix freight rate and faro timita- fons in all railway charters whieh are asked for in the future, but to impose similar restrictions upon roads already in operation, This has arouxed stroug opposi- tion in some quartors. It is argued that all the railways that Iifinois needs are not yet built, and that if the Legislature proceeds upon the idea that they arc mo. Bopolies deserving of no consideration there may never be another mile of railwa; ballt in ibe State, and the existing lines would thus be converted into freater mo- nopolies than they are at present. The increased cost of bailding and operating roads is put forward asa eut- ficient reason for an advance im the scale of charges, and so important a source of ini. vidual and public wealth as ratiways furnish to the State cannot be unjustly dealt wii with imponity. The bill will be a pro- tection to the creditor against the dishonest debtor, While to those who have feied in the ordinary course of trade it will extend the roliof to which they are enti- ted.
