After open. ‘ing at 1367 it declined to 13634, but soon roae to 137%, ollowing which it relapsed to 13674. After two o'clock, however, it gained strength, and, under heavy pur- obases, there wasa sharp advance to 137%. At four o'clock it closed strong in the room at 137%{, and subse. ‘quently 13834 was bid on the street. The immodiate cause of the advance was the report from Washington ‘that the Reconstruction Committee had agreed upon a ‘Dill providing for the establishment of martial law in the ‘States lately in rebellion, and their division into five military districts. The conclusion was at once arrived at that this would largely increase the military expendi- ‘tures of the government, and greatly diminish the ‘revenue receipts from the South, besides widen- ing the existing breach between tho two sec- ‘tions «of the country, The importers and others indebted to Europe showod increased anxiety to buy upon hearing this news, and hence the vadvance which followed the closing of the gold room. ‘The borrowing demand for coin is nearly equal to the -supply, and loans continue to be made at 2a 8 per cent sfor carrying and fist. The steamer Cuba took out only $10,000 in specie. That the bill referred to, if it becomes +a law—which seems probable—will cause the premium to range considerably higher than it otherwise would, is -Cortaim; for it adds another element of danger and ex- ‘pense to the existing complications, The course of the stock market in the early part of the day favored the beare; bat afterwards a more bullish feeling prevailed, nd prices advanced. ‘Owing to the heavy losses which have been Gustained in the last. series of panics, the power of the street to put up priess has been greatly ‘Jessened, and a steady rise is hardly to’be expected.
