In the former a debate occurred on general excise matters, and Senator Tom ‘Morphy gave notice ofa bill for an underground railroad in New York city, to be in accord- ance with the suggestions of the special committee of ‘She Senate on that subject appointed by the last Legisla- sure. In the Assembly nearly the whole session was taken up with three matters—alleged meglect of that much abused functionary, the public primter; the report of the Committee on Rules, and the resolution of Mr. Creamer Tespecting the cleaning .of the streets of New York. The printer wae assailed by Messrs. Millspaugh and Littlejohn for alleged irregularity in printing the pro- voedings of. the Assembiy, without regard to the Legisia- tive chronology, Mr. Millspaugh proposed the appoint- ment of an investigating committee on the subject, and ‘Mr. Littlgjobn urged the propriety of inquiring into the necessity of appointing @ new party to do the public printing. Both propositions were adopted by the House. JUDGE WHITING AND THE STREBT CLEANING. Some little verbal. sparring was brought out by a mo- tion made by Creamer, of New York, to take from the Aable bis resolution relative to the cleaning of the streets ‘of New York. Mr. Creamer made a speech in which he accused Judge Whiting of neglecting to do his duty in ac- cordance with the letter of his contract. The streets, he were in a filthy condition, and no offort was being tw clean them, although the contractor regularly drew bis compensation from the city treasury. Mr. Owen agg said the streets were never cleaner than at present for seventeen years, and tbat it was impos- sible for the contractor to do more than he was doing, ‘owing to the depth of snow on the ground. The attack on a, Whiting was, he believed, mainiy restigate “cl late inoumbent of that office, and hence the outcry against the contractor for the cleaning of the streets, There was a set of political leeches always ready to as-ail any bonest man who bappened to get hold of a city con- ‘tract, and Ju Whitiog was now in that conditiop. M. John E. Develin bad no objection to the resolution eopt that it might seem an insinuation the honor- able gentlemen composing the Board of Street Cleanin, ‘Commissioners. Mr. L. Buck and Mr. M. C. A diecovery ts said to bave been made that the ulti- apate aim of the New York Reform Association is not new party in the interest of the aristocratic element of abe metropolis, Jt is alleged that the Citizens’ Associa- ‘tion design first to get control of the depariments of the clty government, and then organize a people's party in vevery part the State.
