De Loosey, received a despatch tbrongh the Atlantic cable, from the Austrian Minister of Finance, informing him that an Austrian named Adolpbe William Schwarz bad committed forgeres of eommercial bills of exchange to the amount of 160,000 florins in the city of Vienna, and that the alleged of- fender had fled to New York, taking pascago in the Bremen steamer from Bremen, Mr. Do Loossy, on the receipt of this information, put bhimeeif in communica- tion with United States Commissioner Kenneth G, White, Dafore whom he lodged a complaint to the following Charles F.
