SPECIAL CORRESPONDENCE OF THE HERALD. The National Currency. Wasminatox, Dec. 24, 1866. The Comptroller of the Currency thinks ‘the power of seeuing notes to circulate as money is too dangerous to be placed at the mercy of political parties in a govern- ment like ours,’ and therefore he is opposed to the United States notes-as the currency of the country; and he thinks that the national banks are in direct sympathy with trade, and therefore their currency will contract and expand as trade requires; in other words, he thinks that the bank currency wil! be amenable to the laws of trade, while the government issues will not. But what laws of trade Lave controlled the issues of national bank paper for the last two years? What has tho mode and manner of their issues, but the sup} in- terest and greed of their proprietors? Of the 1,647 banks, with an Ce pad rock in capital of $418,000, 000, there are but 200,000 holders; ard out of these the management of the banks Is intrusted to less than 10,000 ‘persons, or to about six persons on an avé to cach bank; and of these last, one or two in each bank will control the entire operations of the concern. Now, is there not scme danger of thoee few men, by com! with one another, wielding a power which ahali make aad unmake parties? Could not such a combination, by concert of action im their policy = contraction and expansion, without regard the demands of trado or to the Interests of the renin, affect the values of all property in the op iag A, an make and unmake the fortunes of thousands? And is there not some danger to the community io ie snch ab immense machine subject to the supervision of but he Comptroiier of the Currency?
