4 FINANCIAL’ AND COMMERCIAL: Mompax, Deo, 10—6 P. M. The stook market has been generally strong and on a portion Of the list buoyant to-day, the Northwestern shares leading the upward. movement, Confidence in the value of railway property is unimpaired, and the ap- Prehensions which grew out of the recent Treasury roport are rapidly passing away under @ belief that the natural laws of trade, will bemore powerful in controling the finances of the country and bringing about a resump- tion of specie payments than’ anything which legislation of other artificial influences can accomplish. It would be obviously unwise for the government to attempt the rash experiment of forcing ® return to the hard within the next two or three fs highly im- or yet pursue a policy of severe contraction, The bill Already before it providing for the issue of an additional hundred millions of national bank notes, expresses the general sentiment of both Houses with regard to the ourrency. An existing law provides for the reduction of fogal tender potes at the rate of four millions a month, 4 Snd Jf is felt that this rate of curtailment is too rapid to be with the interests of the country and people at large, and more especially the manufacturing ‘and mercantile classes, The proper course for Congress to pursue is to limit the contraction of the currency with- 1aa narrower margin than the law at present allows, and also specify distinctly the rate at which «che national debt may be reduced. It is clearly unjust to saddle the full burden of the war debt upon this generation, and the outery against the present system of onerous taxation is becoming both loud and deep, The debt should therefore be reduced slowly by the opera- tion of a sinking fend; and if we return to specie. pay- ments in five or tep years to come it will be soon enough for the good of the nation. The statement of the associated banks for the week ending December 8 shows a decrease in deposits of $5,212,356, im loans of $2,301,641, in legal tendors of $538,601, while the specie exhibits an increase of 525,043 and the circulation an increase of $400,804. Ac- cording to these figures, the bunks have teduced their liabilities four millions and a quarter more than their reserve of legal tonders and gold, and they are correspondingly stronger in conse- quence, But forthe fact that a large portion of the remittances from the West are iu the form of national bank notes, a considerable gain instead of a slight de- crease in legal tenders would have been shown. The totals of the present and previous statements are aa under: — $263,011,663 14,057,007 1,393, 840 203,889,177 61,485,453 The clearings and balances were :— Balances. The money market is easy at 5 and 6 per cent, the week having opened with a large supply of currency ead a very moderate demand from the Swck Exchange. ‘The drain from the interior 1s active, and in view of this ead tho Treasury disbursements of interest on tho 7.20 loan on the 15th inst, and tho 16th of January, there ts reason to expect an easy condition of monetary affairs at this centre for a considerable length of time to come. There is a very limited amount of good commer. olal paper offering for discount, and the best grade is taken at 63, a 7 per cent, with exceptions si 6. The monetary prospect being favorable, lenders exhibit a growing faith im the stability of current market values and make loans on narrower margins than heretofore accordingly. The speculative apirit on the Stook Exchange is at the same time shaping itself in harmony with the general improvement in the a-pect of aflaira and tone of pubiic sentiment, both in and out of Wall street, and the recent decline is likely to he soon ‘entirely recovered, as it has already been on at ieast one ‘ot the active railway shares. 6 At the ten o'clock open board the market was firm but dull, Erie sold at 71%, Northwesterr 5274 a ~~ dite preferred 71}, a 3%, Michigan southern 425%.
