FINANCIAL AND COMMERCIAL. i ‘Pawar, Dee. 7—6 P. M. Tho stock market was languid this morning; but in speculative feeling the afternoon the became stronger, and prices advanced undervan imoreased volume of transactions, Brie being the firmest of the railway ahares, The entire list' has bees largely oversold, and the bears cover'their contracts by-baying among them- selves, nearly all the sales being of “‘short”’ stock, fol- Aowod try borrowing to make the deliveries, It is there- ‘fore clear that ‘prices have ‘been artificially depressed, -and it would require but little effort on the part of the “bulls to cause @ bris reaction. ‘The latter, however, are ‘lid after their recent heavy loases, and they lack com- ~wined Hence the hositatioa which the market shows al ‘and tho. general slowness of its re- <oovery, ‘the material conditions affecting it are ‘favorable to a rise, But while it lacks the buoy- saucy and activity which preceded the panic, “it shows great stubbornness in yielding, and alter the strenuous efforts which the bears have made to depress it it is fair to infer that its future course will be vim accordance with its naturally upward tendency, The ssapply, of money available for use on the Stock Exchange ie im oxcess of the demand at six and seven per cent, the “maajority of transactions boing at the lower rate, while ~@xceptions on government securities are reported at five, ‘The wants of the brokers are limited, owing to the ~-dulness of speculation, while the drain of currency from ‘thé West is becoming moro active, The Chicago jonr- ‘nals reportthat the banks there are compelled to remit eastward daily to the amount of about hal’ a million, _ Exchange is consequently scarce and firm, the rates being par buying and 1-10 premium selling. Thore is a very ‘mited business doing in discounts, and the best grade ~of commercial paper is quoted at 6% a 7 per cent, with a few exceptions at six. The balance in the Sub- “Vreasury this evening is up to $106,115,114 and tho gov- ornmenit. is already provided with the means of paying ~the interest on thoseven-thirty loan due on the 15th inst, Its dishursement will, therefore, favor the increased ease sin the open market, ‘The interest on the third series of “the same loan will become due on the 15th of January. According to the last published statement of the details of the public debt in November last year the amount then - outstanding of the third series was $230,000,000; mak- “mg the sem{-annual interest upon it $8,395,000, but as the agvregate of these notes has been materially reduced “by conversions, due allowance must be made for this fact. 1k is generally understood that Congress will so legislate av to guard against monetary perturbations aris- ang from undue coniraction of the currency and that its inelivation will be to run to the opposite extreme and favor inflation, as is foreshadowed in Mr, Chandler's ‘DiI! to anthorize the issue of an additional hundred mil- ‘ions of national bank notes. It would be wrong, how- ever, to pass such a measure in view of all the eyils of the national banking syatem, and a wisor plan would be ¢o curtuil the reduction of legal tender notes to a merely nominal sum until the South has had time to recuperate. It is uevertheless probable that Congress will be wrong. headed enough to sttil further add to the strength of this dangerous financial monopoly, which Mr. McCulloch took pains to defend in bis report, giving these notes a preference over legal tenders, At the ten o’e'ock open board’the market was steady, ut extremely dull, Northwestern, common and pre- ferred, and Michigan Southern being the moat active. At the first reguiar board it continued dail. the specuta- tive feeling being unusually tame, New York Central cloved ‘3 higher than at the same time yesterday, Northwestern 1. Reading was %; lower, Michigan Southera 4g, Cleveland and Pittsburg %4, Cleveland and Toledo %{, Rock Island 14, Northwestern pre- ferred 1s Obio and Mississippi certificates 94, Quicksilver 41, Western Union Telograph %. Governmont securities wore inactive but steady. Seven-thirty motes of tho third series were 3¢ lower. State stocks were rather heavy. Missouri sixes declined 14, Tennessee sixes %, North Carolina sixes (new) 3. ‘The stock of the Pacific Mail Coinpany advanced to 171%. The stock of the Cameron Coal Company was admitted to the miscellane- ous list, At the one o'clock sessions there was no material change im pricos or the speculative temper: but at the half-past two o'clock board the market vecame strong, Erie, Michigan Southern and the Nortuwestern shares being the most buoyan', Ene-ciosed §% bigher than at the first regular board: Michigan Southern 7%, Clevoland and Pittsburg, %, Rook Island 3g, Northwestern proferred 34, Fort Wayne %. Now York Central was % lower, Reading 4, Micbi- gan Contrat };. Government securities were steady, and seven thirty notes of the third series advanced 34. At the last open board there was a ft r improvement, New York Central sold at 110%, Eris 7144, Reading 110%, Cleveland and Toledo 11234, Michigan Southern 80},, Cleveland and Pittsburg 84%, Rock Island 10345, Nort- ‘western 52, Northwestern preferred 70%, Fort Wayne 106. Subsequently the market remained tirm, witha ‘betior demand for stocks generally, avd at balf-past five the following quotations were current:—New York Cen- tral 110% a Bll, Erie 713%, a %, Reading 110K a %, Michigan Southern 79% a 80, Cleveland and Pittsburg Northwestern 524 %, Northwestern profcrred Fort Wayne 1054 %{. Compound interest aoten were quoted thus:—June, 1864, 116'4 a 14; July, 15% a 116; August, 1153; a 44; October, 114K a 345 December, 113%4 a 34; May, 1865, 1115; a 112. Tho gold market bas been barely steady, and the pur chases were mainly to cover “ahorts.’’ The supply of coin is more than equal to the borrowing demand, and Joans are made flat and a‘ 2 a 3 per cent in favor of the borrower. The opening price was 1385;, followed by an advanes to 138% and a relapse to 13834, the closing quo- tation, According to the Custom House returns, just complied, the foreign imports of specie at this port dur- ing the eleven months ending with November amounted to $0,225,956, and the receipts of treasure from Califor- nie to $7,307.200, making a total of $46,535,145. The exports daring tho same time aggreguied $59,256,430, the whole showing @ loss of $12,723,235. The Goid Exchange decided this afternoon, by a formal vote, to adopt the Clearing Honse system, projected a long ime wince, on and after Monday next, the charge for clearing to be at the rate of twenty dotlars on every millton of gold, A clearing house has already been os tablished in accordance with an act passed at the last ernsion of tue State Legisiature, apon the application of certain parties representing the gold board. The new plan is conerally well recelved among the brokers, as it will do away with the dangers attending deliveries by ‘mossengors, aa at present. ‘The foreign exchange market continues dull but steady. A very serious case of swindling was to have been ox- ‘amined into yesterday, at the Tombs, but in consequence of the.absonce of the District Attorney the inquiry was the cage, it appears that a party of persons belonging to, or in comnection with an alleged bogus firm, lately es- tablished at No, 54 Leonard street, under the title of Folger & Tibbs, havo been obtaining goods from various merchants im this city, under the representations that the firm had 2 paid up capital of over $40,000, sud was ia every manner thoreughly responsible. These goods, on being delivered at tho warehouse of Folger & Tibbs, were never unpacked, but immediately transferred to other carts for shipment to Baltimore, Cincinnati and several towns in Ohio, where they were auctioned off at a price far below the real value. A large proportion was dis- posed of in like manner in this city, Folger & Tibbs receiving money for them and never paying the original owners even to the smallest amount. Another phase in the operations now presenta itself. Folger & Tibbs Pretona to sell out the interest in their valaable concern to @ person named Klinck, who asserted he knew mothing whatevor of the antecedents of his predecessors. ‘This story would not take, aud Me, Louis P, Grifltth, of No. 52 Leonard strect, a victim to the amonn; of $10,000, then comes forward and makes affida vit rela- tive to the conduct of the whole party, especially one W. ©. Willioms, who dealt with him inthe prnclly of of agent and partner of the house of Folger & Tibbs, amd on this Go rng bn A warrant was issued for their arrest, Detective Tilley has been after them for some weeks, and bas already secured three of the party, Jas. B. (og go, L. G. Kiinck and seth H. Klinck, and expects to drop on tho others ina very short time. THE NUMUER OF MERCHANTS SWINDLED, It is supposed that the number of merchants swindled by these operations is very close on fifty or sixty, and that their losses wil! approximate a total of $300,000, ONK OF THEM FORGES A CHECK FOR $3,000. One of the parties, not yet arrested, W. C. Williams, Ja.also charved with forg'n the namos of Messrs, siith & Co., of this city, ta a check for $3,000, and pasting the same on the Contra!
