FINANCIAL AND COMMERCIAL. Suwpay, Oct. 21, 1866, ‘The past week witnoased great excitement on the Steck Bxohange. It opened with a very baoyant tone on Mon- day, but after the morning board became rather weak jand irregular in ite movements. Large amounts of the potive railway shares wore sold 10 realize profits, and more were sold ‘“‘short"’ by partios who bad heard mys- Lerious whisperings of frauds soon to be revealed, of the povernment being about (0 soll gold, and of other things ‘Vaguely hinted at and equally false. In other words, tt was evident that a “bear! party had been formed which hoped to inspire distrust by fabricating and circa- Hating these reports, There were enough timid persons who heard of them and acted as if they had confiden- tially received bad news to exert an influence upon prices, while the large holders of securities who had confidence fn the strength of the market were disposed to allow the bears to break it down a lithe, with a view to tn- ercasing the “sbort'’ interest preparatory to carrying it higher. Prices fluctuated somewhat violently up to ‘Wednesday afternoon, when the market became very strong, and those who had sold sbort during the formor part of the week found themselves unable to ‘cover’ their contracts except at a loss of 134a4 percent, The false rumors which were before listened to had lost their power, and their authors were severely and justly de- nounced. The faet of new coin certificates having found their way out of | the Sub-Treasury into the street, and which bad given’ color to the report that the government was selling gold, was accounted for by the circumstance that the Treasury had been privately redeeming some of the bonds of 1867 and 1868 in specie. The result of the break in tho market was to add strength to the upward movement, and the reaction was more sudden than the decline, New York Central rose from 116 to 12134, and Northwestern common from 44 to 5434, higher prices than they bad proviousiy sold at, The movement in Northwestern has Gaken the street by surprise, the advance having been greatly stimulated by orders from the West, where the e@xtonsion of the roed to Omaha, there to connect with tho Pacific railway, is looked upon as likely to largely Increase the traffic of the line, which {s already so large that the earnings for Septomber last were $989,053, or $42,346 larger than in the same month last year, while sho recoipts in the nine months ending with September wore $434,686 in exceas of those for the corresponding Yoriod of 1866, The grosa earnings of sixteen of the )rincipal rattways whose stocks are dealt inon the New York Stock Exchange were $53,177,425 during the Grst jing months of this year, against $54,338,919 h tho same time last year, a decrease of little more than two percent, while the net earn- ings of alf the roads, owing to the reduction im the cost of material, and to some extent of tabor, ‘were larger (han in 1865. Ii has, however, been latterly the policy of some of our leading railways to do what thoy before neglectcd—namely, to divert the net earn: ings from the payment of dividends to ihe improve- ‘ment of the permanent way and rolling stock. This has eon the case with the Erie, Northwestern and Michigan Southern companies in particular. The efforts of the bears to arouse apprehensions of an active money market were useless in the faco of its actual condition, ‘which ts one of great ease. Notwithstanding the increased demand owing to the fargo volume of business on the Btock Exchange loans were made freely throughout the woek to first class houses at four per cent, with exceptions at five to others on miscellaneous ovllaterals, while on Saturday money was offered at four per cent without Onding takera oud nome of the leading dealers in goverument securities Dorrowed ali voy roquire:t at three pertent, Theamount of Orst class commercial paper offering 18 too light to em- Ploy any considerable portion of the funds of the banks, which are consequently almost entirely at the disposal of tho Stock Exchange. The volume of paper money afloat ia so large that every facility ts afforded to specu- ation on the Stock Exchange. In the year 1857, just before the panic, when ulation reached a higher int than was ever reached before, it amounted to only 14,778,822, while now, exclusive of = large bus un- aecorteimea summant of State bank notes not yet with- Grawn, and passing freely from hand to band, it stands ‘es under, or rather did so on the Ist of the present Sais _ 677,432 273 298,032, 903 $874,739,608 This for a country which had a circulation of only $55,504,000 in 1843 is remarkable enough, and affords a good financial illustration of the axiom that “time works wonders.’’ The stock market closed with an upward ten- Goncy on Saturday evening at the following prices:— New York Central 121}, 8%, Erie 8234 a 34, Hudsen River 126 a 127, Reading 116% a 44, Michigan Southern 89% 090, Illinois Central 126, Cleveland and Pittaburg 914 « , Cleveland and Toledo 119% a 120, Rock Island 208% a 34, Northwestern 63% a %—preferred 7514 a XY, Fort Wayne 100% a 4, Toledo, Wabash and Western 605, a 61, Ohio and Mississippi certificates 33% a %, Cumberland 683¢ a 59, Quicksilver 553 a 3g, Western ‘Union Telograph 5344 a %. » The gold market was disturbed by the report concern- Yag the government being a seller to which we have alroady referred, and the price declined from 153% on Monday morning to 146 on Saturday. Tho closing price ‘was 146%, and at this figure there was more disposition to buy than to sell. The payment of the November Coupons, amounting to about twenty-three millions, ts already discounted, and ag more than onc-half of this Interest is due to foreigners residing abroad, the offect of the disbursement apon this market is liable to be over. rated by persons imperfectly acquainted with the facts Bnd bearings of the question. Tho foreign exchange market closed strong and excited on Saturday, and the disposition of the leading drawers wa: rather to advance than relax their rates in view of the large foreign indebtedness of the country and the Hooessity under which importers will soon find them- selves of making remittances to Europe. Bankers’ bills on England, at sixty days, closed at 109; at three Gays, 100% a 110; commercial bills 107 a 1083, francs, At sixty days, 6f. 200. a Gf, 22i¢c.; three days, Bf ITKo. a BF. 206 Thore waa great activity and buoyancy in the market for mining shares during the week, the demand being almost wholly confined to the Colorado Gold stocks, and chiefly among them to those of the Corydon Company and the La Crosse, There was considerable activity fo Nyo, which sold up to 64c,, but at the close it elapsed to Sic, At tho afternoon session of the board pn Saturday nearly ali the active stocks on the list were buoyant, Corydon was strong at $7 20, and La Crosse at 85. A railroad is contemplated betwoen Kennebes river, to connect with the Portiand and Ken- nebec road at Richmond—a distance of about eleven milea, Recent surveys have demonstrated the foasi- bility ef the route connecting at Richmond instead of between that village and Bowdoinbam—making a saving of some seventy-five thousand doliars on the estimated cost of the road by shortening the distance, avoiding deep outs, &c. The Dubuque and Sioux City Railroad have decided to commence grading on the northern branch of their road from Waverly to the Minnesota line as soon as the course of the track shall be.determined upon. ‘The Iowa division of the Chicago and Northwestern Railway is now completed to within about ninety miles of Omaha, The rails are to be laid upon this portion of the route by the 1st of April next.
