SPECIAL TELEGRAM 30 THE NEW YORK HERALD. ‘Troy, Sept. 5, 1866, ‘The Fenian Congress was not Jn session this morning on account of the Committee on Credentials not being ready to report, A large number of delegates, probably fifty, arrived Inet night and this morning, and the corn- mittee were engaged until throe o'clock in examining their claims to seate, Several delogates are here from the British Colonies, one coming: all the way from Newfoundland, and one from Prinee Edward Island, Canada is not represented excopting by the tbree or four persons who have been sent over by that government to endeavor to obtain seats ax delegates. While the committee were anxious to re- ceive any delegate from Canada whose gntecedents sbowed a clear record, they are loo determined in thetr intention to guard their secrete well to admit the detect- ivon, RNITIBH SIRS IN TROY. It is estimated that there are fully fifty British spies hero. One fellow, evidently well lined with British 4, opproashed a dolegate with a bribe of $10.00, in rold, for a fall report of the proceedings, plans and de- signs of the Congrese. His offer was, as a matter of course, indiguantty declined, and the fellow left town. ANOTHER ALTACK ON CANADA, ‘The propriety of another attack upon Canada forms an interesting theme of conversation, and all the delegates seem determined that before the snow fails the Canadian volunteers shall have another opportnnity for foot races or fanerale. It ts evident from the temper of tho men gatherod here that another atinek will soon be made. Ticarn that arms are now being smuggled into Canada and buried, for the use of the Fenians thera. THR PRRETDENT'S REVORT READY. Cotonel Roberts’ report will be submitted to the Con- gress to-morrow morning. It in a quite lengtby docu- mont, embracing a complete history of the organization both in Tretand and in this conntry, It demonstrates that neither Stephens nor O’Mahoney were the founders of the organization, ‘The great atrongth of the Brotherhood in this country in of a corspnratively recent growth. The President gives a detailed account of the reasons which led to the Gothronement of O'Mahoney, the breaking up of Yoffat Mansion, and the expulmon and disgrace of Barney Doran Kilian & Co, ‘The President reviewed at length the facis connected with the recent movement on rociing Oe whole traneaction and leaving the Snal action relative theroto to the Congress. He recommends that the thauks of Congress be ten- dered to General Nie! and his officers and men, for their gatientry and herotem on Canadian soil, and that a suitable monuinent be erected in memory of the soldiers of tho Trieh republic who lost. their tives in defence of Troland at Fort Mrie and Limestone Ridge. The mona- ment is to be sutably inserihed. Congress iz arged to inquire into the various branches of the organisaiio, aad take decisive action relative thereto. ‘The President stronzly condemns the action of the American government in putting forth unnecessary, il- Joyal and unjust eflorte to crush the movement. Burmony and good feeling in. the doliberations of the Cougres® ig recommended, and the atmost faith in the final truzaph of the canse is expressed. From a hurried examination of the document I find it to be an able paper—the President disowns any desire.to make the Pen'an brotherbood a stepping stone for any political party te attain power. But it is plain that bi ndividaal “ympathies gre antagonistic to Presiden* Johneon’s atininiatration. t He tondors bis rexiguation- and positively declines re- election, but assnres’ Congress that he will not fail to stand shoulder to xhonlder beside them in the great work ninpped ent for the frish American people.
