————— FINANCIAL AND COMMERCIAL. Wapsespat, August 8—6 P.M ‘the stock market has developed increased activity gud pioyanoy to-day, and the speculators who sold a Aayi ago in anticipation of a fall aro now among ghost ager of tho multitude of buyers for # rise, his aot an cxaggoration to say that these are prosperous mos for Wall strest. Impecunious stock brokers are beginning to feel shomselves, Aguratively speaking, in clover, and the unwashed crowd of Jows and Gentiles who stake their paltry ducre at the shrine of the Stock Exchange are jubilant, When a pinch tu the money taarket comes thege gentiomen will be intensely disgusted, and their brokers will faii down upon them like Shylocks or cormorants for more margin money, which they-may or may not be able to furnish. Profits are the poctry and losses the prose of Wall ctreet life, The Stock Excnange is a lot- tery open to the public, and brokers and professional speculators are the whales and? sharks that dovour the amall fish who venture across their coursa. Just now the un shines, and fools havo only to buy stocks in order to ake money, but a sipglo monetary spasm would leave dhose sprats, sardines and minnowsjof the stroot high and firy on the shore where only lame ducks wander. Tho Stock “Rxchange is to @ groat extent simply a gamb- Ung arena where railway shares and such like, instead of Aollars, are the stakes, and those wifo yield to 1s faaci- ustion must be prepared to suftor the ponalties it inMicts, ‘The money market continues in the same encouraging stale to speculators for a rise that we mentioned yester- day- Loon on government securities are made by the _ banks to first clase houses #t three per cent, and at four”) on migecilancous shares, whilo only second rate firms have to submit to five per cont. These second rate houses almost invariably consider themselves first class, snd wonder why they should be asked to pay one per oat moro than others; bat lenders are, of course, too courteous to explain their reasona. It is notorious that woak houses are genorally the most venturesome, and it sometines requires only an extra pound to break the cainol's back. In tho discount line there is a very Mmited supply of good commercial paper. Tho first grade is in request at 646 per cont, and the secondMest at 6a 7. That tho cholera has decreased within the past three days there ts not the elightest doubt. Not only have the Bumber of cases reported by the Board of Health been Jess than that of last week, but the number of cholera certificates issued each day since Monday has shown a decided decrease. These (the certificates) tell the total umber of deaths in the city and public institutions, and from the exhibit made by them tt is evident that the ext mortuary report will not show as large a number of deaths from cholera as the one published in yesterday's issue, The daily average of deaths from cholera last weok was thirty-four, while that of the present week, if the epidemic receives no fresh impetus, will not exceed twenty. Altogother the prozpect is brighter now than it was a few days ago, and it will continuo bright if the loca! causes which induce cholera are removed by the ‘Health Board and individual persona, ‘A OHOLBRA MEDICINE, The Realth Board have endorsed and propared for the generar use of the citizens the above medicine, Itis composed of tincture of oplum, tincture of capsicum, tincture of camphor, chloroform and spirits of wine. All persons desiring to obtain a vial of the mixture can.do 80 by applying at the dispensary of the Health Board, tn Mulberry street, above the Metropolitan Police Head- quarters. The clerks at the dispensary have been busily engaged In mixing and putting up the mixture for general use, and yeeterday, out of some twelve hundred Dotties prepared, thirty doztn were dispensed to appll- cants and hospitals. STATE OF ABFAIRS AT HUNTER’S POINT, A letter recoived from Hunter's Point yesterday evoning represents matters as about the same as when the last report was inade. The cholera, however, still con- tinued to find victims, and a few days ago a case occurred which proved the necessity for caution, Last week a man took suddenly iil, and died of @ disease which was pronounced to be cholera, The clothing in which he died was by order of the doctor disinfected and buried in the yard of his residence. A couplo of days after the wifo of the deceased.prevailed upon a half drunken wo- man to dig-up the clothing and wash them. ‘Tho woman did as sbo waa bid, and on the following morning was siezed with cholera, The fear of the diseaso, or inhu- mauity of her relatives, kept the unfortunate oreature for uearly twonty-four hours without attendance, and when it was given there was no chanoe of saving her. She died the noxt oventng. TAY NECESITY FOR CAUTION, The foregoing paragraph only shows the absolute no- coasity for the taost rigid care on the part of those who have had cholera patients in ticir midst, Indeed, it would bo better if all clothing worn by the patient, bed- ding and beds, wore barnt after death or recovery, and the Health Ofticers should set the example by insisting upon this course being pursued. It can reasonably be said that in ninety-nino cases of one hundred, the gorms of the d:svase aro left in everything that tho cholera patient comes in contact with, Common prudence should have dictated a different course than that pur- sued by the surgeon at Huntor’s Point in permitting tho clothes of the dad man to be buried whoro the wite could have it thomptaken up at any mement, By a letter received on yestorday it is stated that the Port of Havre, in France, has not yet been visited by the At Rouon, however, there was an average of ten cases and six bs per day, whileat Awicns, the epidemic continued io rage to an alarming extent, an re. ~ ORFICIAL LIST OF CASES, The ta the official.
