NEW YORK HERALD, SUNDAY, JULY 22, 1866.—TRIPLE SHEET. FINANCIAL AND COMMERCIAL. SarTunvay, July 216 P.M The usual dulness of a fatirday in summer bas been ‘experienced in Wall strect to-day, end both brokers and operators have been more cayur to leave town by boat or rail than to secure profits, ch the great’ majority ‘are content to Iet run, having no fear of a fall before their eyes, Stock speculators are indeed almost univer- ‘wally holding for a rise, and in some instances they ‘are doubtless pinching theinselves in other respects in order to accomplish their purpose. ‘The proba- Dilities at the same time favor their success, for with ‘Ssuperabundant supply of mony and the speculative Spirit strongly on the “bull” side of the market, as it 1s t present, it would be siravge if prices failed to rise higher, It matters not whethor prices are selling above ‘or below their real valuo in particular instances, for thore is only one way for them to go so long as the speculative tide continues rising, and high water mark ‘will not be reached for some weeks, and possibly aot for some months to come. Meanwhile many of the impecunious crowd who clamor for gain at the shrine of Mammon in Broad streot may Gill their pockets with ‘filthy Iucre,’”” but@ten to one they will lose it again when the tide begins to ebb, and the spoils ‘will be divided among the brokers, who, in reality, live ‘Upon “outside support,” without which their only resort would be to prey upon cach other on the dog eat dog Principle, and sometimes after the amiable example set ‘by the Kilkenny cats, At the open board at ten o'clock New York Ceutral old at 105, Erie 655;, Reading 110%, Michigan Southern (b. 3) 82%, Rock Island 9714, Northwestern 86%, (. 3)— Preferred 644{. Government gecurities were steady, excepting coupon five-twenties of the old issue, ‘which advanced 34. At the one o'clock open board New York Central alosed at 104'{, Michigan Contra! 107, Erie 0534, Reading 110, Michigan Southern 824, Iilinols Central 119%, Clevo- land and Pittsburg 844 a %, Cleveland and Toledo 11034, Rock Island 9744, Northwestern (b. 3) 363¢—preterred 643, Fort Wayne 99%, Ohio and Mississippi certificates 2834, Canton 5214, Quicksilver 4934 a 34, Western Union ‘Telegraph (2. 9) 54. Afterwards the market remained firm but doll. Cou- pon flve-twenties were stronger under the news by the City of Paris reporting an advance in them on the Lon- don Stock Exchange. The quotations for American se- eurities and consols were as follows in London on the undermentioned dates:— July 6. July 7. July 12. The Bank of England rate of discount remained unchanged. Tho Bank of Ho! and had raised its rave of discount to seven percent, The rates in the leading cities are now as sub- joined:—London, 10 a9; Paris, 4.0334; Vienna, 5 a 6; Berlin, 9 a 9; Frankfort, 6a 6; Amsterlam, 7 a 7; Turin, 90 10; Brussels, 6.5; Madrid, 9 a 10; Hamburg, 0 a8; St. Petersburg, 634 a 54. The gold market opened dull at 1491/, and the arrival of $2,264,062 in bullion from Cailfornia exerted a de- pressing eflect, under which the price declined to 149, At subsequently rose, however, to 150%, and the latest transactions were at 150%. The supply of coin for de- livery was sufficiently searce to cause loans to command 1-824 1-16 per cont per diem in favor of the lender of the gold. ‘The export by this day’s steamers aggregated $335,000, of which the America took $200,000 and tho Teutonia $135,000—making for the work, from this port and Boston, $666,000, The oxport for each of the last twelve weeks was as under: — Amunt. The exports, on the othor hand, for tho week ending on the 17th, although larger than usual, ag- gregated, exclusive of specie, only $4,076,857 in cur- rency. Money is abundant at five per cent, with exceptional transactions at four. First class commercial paper is in very limited supply, and rated at 534 a 634 per cent. Mining and petroleum stocks were dull. The stockbrokers generally express objections to the proposed course of the Internal Revenue Department in collecting the tax on sales from all but the complainants in tho suits decided by Judge Neizon, and there is an uneasy desire mani- foated by all of them to secure injunctions in their own favor, which they imagine will be issued as bravely by Iudge Noison as they have been of late in the matter of the Excise law by Judge Cardozo. If disappointed in this, however, they have the satisfaction of kuowing that, under the now Internal law, which will take effect on August 1, the tax on sales will be im the form of a stamp for one cent on each hundred dollars of the value ‘of the stocks delivered, This will apply to all eales, and cannot prove onerous any individual or class, The California steamer, arrived to-day, brings $2,- 064,062 In treasuro, The receipts of gold from California to date this year are more than doublo those to the cor- responding period in 1865, as the following comparative table will demonstrate :— 1965.
